in washington, hundreds from both ends of the political spectrum took to the streets to demand the nsa reign in surveillance of americans. while in europe there were revelations the nsa was listening in on phone calls of close allies. it appears to be the kind of public response edward snowden was hoping for when he began spilling secrets earlier this year. investigative correspondent michael isikoff reports. >> reporter: hundreds marched on capitol hill today protesting nsa surveillance and cheering a fresh message from their hero in moscow, fugitive ex-nsa contractor edward snowden. tea party republican congressman justin amash said snowden opened america's eyes to what the nsa is doing. >> are you grateful for what he's done? >> we wouldn't have the reforms for the nsa if not for what he did. >> reporter: the rally comes amid more fallout overseas from snowden disclosures. the german magazine der spigel today reported angela merkel was targeted since 2002 when she was still an opposition leader. this just days after president obama was forced to apologize to merkel over earlier disc

it seems there were incentives to buy despite the developments over in washington. how is tokyo reacting this wednesday morning? >> a little bit of a mixed reaction here. the nikkei and the topix in and out of positive territory. the nikkei just marginally in the negative a couple seconds ago, it was in the positive. the topix also margin a.m.ly in the positive will we'll see how that develops during the day. investors are not convinced the shutdown will be that prolonged. and the big question is how the government is going to deal with the debt ceiling in a few weeks. here in japan, let's focus on the consumption tax due to take effect next april, is also hilted along with the sentiments. investors really focusing on how the government is going to put into effect a huge economic stimulus, worth about $50 billion, which the government is promoting to offset the negative impact from the sales tax hikes. we'll see how that plays in the market as well. >> currency remains a focus for investors. where do we stand this morning? >> let's have been a look at that. the doll

the key trigger has to do with the other side of washington. i'm confident the economy will pick up enough. i'm confa tend the unemployment rate will come down enough to justify the fed tapering but the real issue is will we have an extension of the debt ceiling, will we deal with another potential government shutdown in january. if we can have the government fully financed through 2014 with no issue on the debt ceiling, that removes the last inpediment. they have a long way to go to get back to normal and need to get going. so if in january in the middle of january we do come up with an agreement in washington to fund the government and to extend the debt ceiling, then i think it's possible that with ben bernanke's last meeting at the end of january, they will begin to taper. >> turning back the stimulus, massive stimulus will be tricky. if it falls in the lap of janet yellen, what are the key things she has to do so that in no way do those actions disrupt the markets and economy? >> the first thing, of course, they need to get started. i thin
