becky's insurance has been costing her, monthly premiums of around $650 a month. remember she's got a preexisting condition. she hadn't had insurance before she got in the high-risk pool. but she was in that pool, it was serving her needs. now her insurance, she's been told, will cost her $1,043 a month, a $400 increase on a working salary. that would allow her, she hopes, to keep the same doctors that she has now. one of my constituents said his wife, who had a preexisting condition, will lose her policy the same way, thanks to what's happening haoerbgs they don't know -- what's happening here they don't know if they can get more coverage or not. they're going to have to close the high-risk pool, look for coverage other places. and it's almost certain that coverage is going to be higher than they have had and almost certain to have less coverage than they have had. grady pastor said he received a letter from his health care provider of over ten years announcing it will no longer be his health care provider as of january 2014. he was happy with his old insurance.

>> becky, in your experience what does it take to unseat that kind of bias? >> i think there are a few things. i wanted to back up a little tiny bit. when luslyn talked this morning she talked about our society not only tolerating but sometimes promoting it. one example is immigrants that has been widely out there in the last few years really increasing along with the kinds of things that amina talked about, very anti-immigrant messages coming out in the media. in new york, you probably remember this, some of you, in 2008 high school students were going out on a weekly basis beating up immigrants that they thought were supposedly undocumented immigrants. the students all knew about this but the adults didn't. it results in a hate crime, a murder. a couple things i wanted to bring up. what does it take to unseat bias? first of all, we have to look at all the places that people are getting that violence, those attitudes, and have dialogue about it. just like amina said, we need to be getting to know each other. some researchers back in the 40's came up with 4 i

i'm becky quick along with joe kernen and andrew ross sorkin. and we are looking forward to spending some time with charles plosser this morning. that conversation will begin at 7:00 eastern time. first, though, let's get you up to speed on the morning's top stories. joe mentioned the markets and the bullish run we've had. the s&p closed at a record high seven times during the month of october. ending the month by about 4.5% up. if you look at the october 9th lows through yesterday's close, the u.s. markets are up almost 6% or greater. and with just two months left in 2013, check out the year-to-date returns. the dow is up almost 19%. the transports up by 31%. the s&p up more 23% and the nasdaq about 30%. pretty phenomenal year-to-date. if you take a look at the futures this morning, you're going to see some green arrows once again. dow futures up by

i'm becky quick along with joe kernen and andrew ross sorkin. kate kelly will join us from outside jpmorgan's headquarters with more on the story in just a moment. but first, we're going to start things out with the markets this morning. stocks retreating from record highs yesterday on bearish talkes from carl icahn. the activist investor said he had cautious on equities. he was speaking at a conference where he said he could see a big drop in stocks because earnings at many companies are driven more by low borrowing costs rather than strong management. the dow and the s&p 500 are both on track for their best year in a decade. the major indexes have soared by more than 140% since bottoming out over a year ago. in his third quarter letter to investors, jeremy grantham suggests we could see stocks explode higher than sink into a bear market. he

i'm becky quick along with joe kernen and andrew ross sorkin. and as joe mentioned, the economic agenda is packed today. we have a lot of things that are going on. so let's start with the markets. the s&p is coming off of its first back to back losses of the month. the futures this morning indicated down by just by a little bit. dow futures town by 12 points. nasdaq is down by just about 4.5. on our calendar today at 8:30 eastern time, we get october's consumer price index and the retail sales number pes.both the headline numbers are seen unchanged. coming up at 10:00, we have business inventory and existing home sales. sales are forecast to decline by a little more than 2%. this is important because obviously the fed is watching every number that comes out right now. fast forward to this afternoon and the fed will be in focus. to get the minutes from last month's fomc meeting, they are set to be released at 2:00 p.m. eastern time. speaking in washington, ben bern
