janine de la vega is live. >> reporter: good morning, dave. this proposal is called measure c. and it tightens gun control. now its a controversial issue so that is why the city council voted to put it on the ballot. here's what measure c does. it would require a gun owner to tell police within 48 hours if their firearm is lost or stolen. 9:requires gun owners to -- it requires gun openers to lock up their guns. it also prohibits the possession of ammunition magazines that have more than ten rounds. a local gun store u.s. firearms is against the measure. it will not stop shootings and instead it will generate lawsuits against the city. here's what one resident had to say about all of this. >> i would agree with that. but i still feel safer. i think if you know if they are locked up. just from that perspective. and i think the city makes -- >> reporter: the national rifle association is threatening to sue if measure c passes saying it it infringes on a gun owners constitutional rights. this is being led by the m

reporting live from san jose, janine de la vega, ktvu channel 2 news. >> all right. thank you, janine. >>> tonight in fremont, hundreds of people are expected to attend the candlelight vigil to honor a popular teacher and coach. 76-year-old john webb was killed over the weekend on interstate 680. the chp says he was trying to direct traffic away from a serious crash when another car hit and killed him. webb was a long-time teacher and coach at john f. kennedy high school. the vigil is at 6:00 tonight at the school. >>> santa cruz police are interviewing a person of interest in the suspicious death of a man found partially clothed this person. a woman walking her dog found the body at 7:00 a.m. on cypress avenue. police say the man had blood around his neck but they haven't said what kind of wound he had or why he was partially clothed. they say it's still early in the investigation. authorities -- >>> authorities on the peninsula have broken up a trafficking operation in millbrae. officials from five agencies including the san mateo sheriff's office and the departmen

janine de la vega is at the airport now. you have talked to passengers who were happy they were safely able to land. good morning. >> reporter: good morning, dave. we're here at the american airlines terminal where passengers who were on board that flight are now inside trying to get rerouted on another flight. now, we know that there was 136 people on board. they are all safe and they are now praising the pilot for keeping everybody calm. this is video from our rooftop camera in san jose of the american airlines md80 making that emergency landing. at around 6:45 this morning. flight 1118 departed from san jose at 6:20 headed for dallas. passengers say about 5 minutes into the flight and heard a boom. and pilot announced birds had struck one of the engines. the plane turned around and landed safely, but fire trucks were waiting on the tarmac as a precaution. here's what one passenger told us. >> we were going fine and then all of a sudden a dig big deceleration, you could feel the engine running down, stopping, a little bit

ktvu's janine de la vega talked to students and faculty and joins us live from the campus. good afternoon, janine. >> reporter: good afternoon. this latest development really throws a wrench into things for students and the faculty here. some of the faculty told me this is an outrage that they are finding out about the cuts so late and students worry if they will be able to graduate on time. as students headed to class, many were not happy to learn that millions of dollars needed to be slashed from the budget for the upcoming semester. >> it's definitely frustrating. i want to get my classes and graduate on time. >> reporter: they packed into an emergency meeting where they were able to ask questions to the administration. >> who precisely made the decision about where these cuts would come from? >> reporter: faculty members wanted to know how it would affect class sizes. >> how do we do this? we know we have to balance the budget. how do we do this without jeopardizing the quality of our education. >> reporter: two years ago they had a $32 million budget. significant cuts

's office is reacting. but we reached out to the spokesperson to find out if there will be action taken, if the students will be sanctioned. we've not heard back. this alleged taunting happened at one of these high rises in the campus village dorms that you see behind me. the district attorney's office says three white male students are charged with misdemeanor hate crime and battery against their black freshman roommate who was 17 at the time. the incidents began in august and involved the defendants calling the black student a three-fifths or fraction, referring to how the u.s. census used to count black slaves. they placed a bike lock on the teen's neck and refused to dwiv him -- to give him a key to unlock it. they also hung a confederate flag in the room and barricaded the victim inside the closet trying to lock him in there. >> there's no joking about what's going on. i don't know how they though
