for more on this, i spoke a short time ago to sharon coolidge of the "cincinnati enquirer." test sharon coolidge, thanks for joining us. tell us what new details emerged today after the announcement by the prosecutor? >> well we haven't-- i think the biggest surprise came when the prosecutor actually had his press conference today. judging from what we heard from the police chief and the city manager this week we were expecting an indictment. but nobody was expecting the prosecutor to say the word "murder" so that really has kept i mean put people we were propelled out from there today. >> ifill: so it was the video that changed the course of what you saw happen today, the actual showing of that video? >> oh definitely. we had all really been clamouring to see the video. and the enquirerer we still have a lawsuit last week, we believe it was public record all along. the prosecutor finally released it today. and seeing the video really made things a lot more clear in this case, i think for the american public. >> ifill: now how did what we saw on the video differ from we had

he is but he's not a cincinnati local police officer. he's a university police officer and that's something the district attorney made clear in his statement yesterday that the university should do what they do best educating people. and not being involved in law enforcement, let the police departments handle that. so you have an inexperienced cop with a gun who reacted to a certain situation in a horribly tragic way. >> stu is back with us now. how are you going to argue his statements he was dragging me, he was dragging me with factual when we see no dragging on the tape? we see the car turn on and he shoots the guy in the head. >> megyn, i have received called from across the country since that tape has been released from university professors and from citizens who have spent time going over that tape over and over and they have pointed out and e-mailed to me various things they have seen in that tape that confirm that ray tensing somehow ended up some 20 to 25 feet beyond the point where he was talking to sam debose at his car door.

when i say officers, these are university of cincinnati officers, not cincinnati police officers. just so our viewers are clear. what's your reaction to these two officers not being charged with anything? >> well, i was a little surprised, reverend al, particularly how strong the district attorney came out with respect to the indictment and the charges filed against the officer that shot and killed sam dubose. i also had a chance to look at the police report. it's clear that one of the officers had arrived at the scene indicated that he saw tensing being dragged by the car and that he shot in response to that and that tensing was in fear of his life. so given the statements by these officers -- but i think what is probably happening here is that the district attorney wants to use these officers as witnesses to support the charges that have been filed, the murder charges that have been filed against the officer who did kill sam dubose, but it's a little troubling to know that they made false statements and they're not being charged. >> so he may be using them as witnesses contrary

msnbc sarah dalloff live for news cincinnati ohio. explain for us the grand jury not to move forward with these other two officers. >> hi, thomas. in the initial incident report and body camera videos it does appear that one of the officers initially seems to support tensing's claims he was dragged. well now, the prosecutor has revealed that there was some confusion as to how that initial incident report was drafted. that in sworn statements and in testimony to the grand jury both officers said they did not see tensing dragged by samuel dubose's car. prosecutor adds there are accounts, they are in keeping with the body camera videos from the scene and he says the grand jury made the right call in deciding not to indict them on any charges. meanwhile, both of those officers are on paid administrative leave while an internal investigation at this university police department separate from the city's investigation is conducted. there's no word yet, thomas on when that internal information will be completed. back to you. >> they are on pa

this was a university of cincinnati police officer. is he trained in the exact same way as your local police department? >> i don't know what the situation is in ohio. in massachusetts they are trained in exactly the same police academies. but, you know, i found that campus presidents, university presidents trustees don't have a good handle on what their officers are actually doing out there. they want security they want police they want to be safe but some of these agencies turn into doing enforcement that doesn't make any sense in a university setting, and, you know there's going to be an investigation into this but it doesn't appear to be a university setting there, so why are they stopping vehicles for minor motor vehicle infractions away from the university when they should be interacting with students. it doesn't make a lot of sense. >> i was curious, i think 75% of universities across the country have police officers on campus who are armed, university police departments. the others don't, and the reason they don't is they don't

in cincinnati, ohio, they are -- an ohio prosecutor is refusing to release body camera video from the fatal police shooting of an unarmed black man during a traffic stop, but top officials -- the tape has been reviewed and it has been described as quote "not good." in news from el salvador, bus drivers have stopped work after two of the el salvador's deadliest gangs instructed bus drivers to go on strike. the order has crippled transportation in the capital city of san salvador.

in the deadly shooting of an unarmed black man in cincinnati this morning fired university of cincinnati police officer. ray tensing is out of jail. his father posted 10% of the $1 million bond to get him out. prosecutors have also released body camera videos of two other police officers showing the immediate aftermath in the deadly encounter. both of those officers have been placed on paid leave as part of an internal investigation. nbc news sat down with the family of samuel dubose. they said the video clearly shows the driver did not do anything wrong. >> the officer shot him for no reason at all. i saw it. i saw it with my eyes. >> he loved all his kids and they loved him. they loved him so much. they all are so broken right now. they are so broken right now. >> nbc sarah doloff joins us from cincinnati. sarah, good morning. i know you spoke with ray tensing's attorney. what's he say? >> reporter: they doubled down that the officer feared for his life when he fired his shot saying his defense in this case will be self-defense. this as two more body cameras were released publicly show

to jean kacasarez live in cincinnati. what happens with this investigation with the news from the officers? >> reporter: well the investigation goes forward but i think what we have just learned is very important because now we know that a grand jury has been listening to testimony on the two other officers that actually assisted raymond tensing as he made that traffic stop on july 17th. july 19th. fou, the question was, could they have falsified a police report because in the original incident report it seemed to allude that they saw the officer tensing being dragged by the vehicle. and now the prosecutor is saying that that original incident report there was some confusion in the writing of it. what does that mean? confusion in the writing. he said that the two officers -- and we're talking about phillip kid and david lyndonschmidt, that they both testified before the grand jury and they made sworn statements under oath saying they did not see officer tensing being dragged by the vehicle. so now the question is these tw
