joining us now to talk about the bill is lonny hancock. i got to ask, this is great news but there are student out there who were not passing the exam and maybe they weren't going to retake it but all of a sudden they have a diploma. do they deserve the diploma? >> students that who passed all the tests, all the courses, yes, they deserve the diploma. there is a bill right now with great support which will suspend the test for four years. and the reason is we are no longer reaching what the testosterones. no point in spending $11 million a year. >> class of 2016 they will be the next to graduate. how close are we to having a resolution for them? >> for this year we have the resolution. for the next four years -- >> for the class of 2016 -- [ talking at the same time ] >> that's right. >> and for the next 4 years would not be taking the test if the bill which has great support is passed and signed by the governor. we will look at how to test. you know, we have new standards in california. the common core. trying to teach critical thinking.

. >>> dna testing has delayed the trial for lonnie franklin jr. the man accused of being the so-called grim sleeper serial killer. the rash of killings terrorized south los angeles decades ago and families have been waiting years for justice. franklin's lawyer said dna linked to two of the cases points to convicted killer chester turner. we've been covering the case. and marissa, thank you for joining us. appreciate it. >> thank you for having me. >> can you start by bringing our viewers up to speed, maybe people don't remember this particular case or are not familiar with it in the first place. can you give me the backstory to this case? >> sure. there were a rash of killings in the '80s in south l.a. several, several women were killed and for a long time the victims' families and the police didn't know who did it and the families waited and waited and then eventually in 2010 police got a familial dna match to the man's son and eventually linked those killings to a man called lonnie franklin, so he was arrested and charged with killing ten women

his family says he found the gun in a bag at the lonnie young rec center in east germantown, and accidentally shot himself. this happened last night. shot himself in the foot. investigators interview everyone there, but no one saw or heard anything. really? and police didn't find any evidence after crime scene. police requested a search warrant to check the boy's grandmother's house, where he allegedly went after the shooting. at this point, no gun has been found. >> 6:37. starting next month, drivers will pay more to cross two bridges connecting pennsylvanian south jersey. >> yes, last night, 6:00, this is no surprise, the burlington county bridge commission did vote to increase tolls for the talcony palmyra and the burlington bristol bridges. starting on september the 15th. if you're paying with cash, it will now cost you $4 to cross that bridge. that's double from the $2 it used to cost. you know, used to call this is the nickel bridge. only five sent. that was way back if the day. and e-zpass users will pay $3, the hikes will help pay for upgrades to the bridge. >> we wish we didn't have

lonni, to you, if he mentioned these things, was it incumbent on the coach to do a background check and look at the police reports and investigate more? >> yes, they have the resources to do very in depth investigations and they are also trying to put together a winning football team. let's be realistic about the context of this. they want to get the best players and sometimes they take players that have these questionable backgrounds and assume the risk. it's interesting now the coach is trying to distance himself from that and say he did not know all the details where the former coach said when i heard he was interesting in this player i initiated a call to him and told him about all the problems and when they asked for a waiver, and they could have waived him, and the coach at boise said we are not supporting any waivers, and the red flags were there and they could have talked to the girlfriend with the rocky relationship. >> the red flags were there, and could have, should have, would have, and what is the liability now, danny? the university, what are they looking at? >> it's the h
