outside the target store in emeryville ... right near interstate 580.it happened at a time when the store was packed with holiday shoppers. police say several shots were fired at two cars. three guns were recovered. police arrested a man found about one block away. description of the three people involved is not available at this time.one of the victims walked off and was found in the home depot parking lot. while the investigation continues ... police say there is no threat to public safety at this time in the south bay... police have arrested 18 people they say are connected to an insurance fraud ring... and they are still looking for four more people. these are the suspects in custody. all are accused of staging crashes -- and collecting more than 200- thousand dollars in insurance money. the arrests are part of a two -year investigation by staff from the c-h-p and santa clara county district attorney's office. investigators say these two brothers -- angel and josh topete -- were the ones behind the crime ring. they are acc
