i want to acknowledge by cosponsors, supervisor ronen, tang, and stefani for cosponsoring our hearing and i look forward to hearing from our task force which included san francisco police department, our san francisco district attorney's office, and members -- students and faculty from usf, san francisco state, and city college of san francisco. second, i'm calling for a hearing on a behavioral health justice center and court. it was talked about earlier in roll call today by president breed, but we know that san francisco police department receives 20,000 calls for individuals in mental health crisis every year. our general hospital psychiatric emergency services are unable to accept any new patients for more than two months in 2016 due to lack of capacity. of the almost 5,000 incarcerated individuals seen by behavioral health services between 2014 and 2015, 15% were homeless at some point in their lives and 31% have been homeless in the last year. of the 77 incarcerated individuals housed in psychiatric housing and jail, 1100% were charged with -- 100% were charged with a felony and

playing off what supervisor ronen was saying, why is there a 60-day cap? is that a policy you inherited when you came on board? >> no. again it is not a 60-day cap on all beds. it is some of the beds. the reason why is because we just don't have enough housing to let everybody stay indefinitely in the nav center. >> supervisor cohen: how do you determine which beds get capped? >> roughly we try to mix almost -- it is about 50/50. a little more weighted towards the more temporary beds. and it is balancing our need to be able to when i have a supervisor or a citizen call me and say i need to get this person off the streets, we need to be able to get them quickly into a site. so we have the shorter-term beds so we could have turn-around. otherwise we would have filled up 1515 south van ness with 110 people and we would still have people on the streets. there's no science behind it -- ak dhul there is. -- actually there is a science. based on the number of units we have turning over, we would have 300 pathway to housing beds. that would be the ideal number. th

and today supervisor ronen and i are calling for a hearing on gang injunctions, in response to a letter sent from a public defender to the city attorney. calling for the end to gang injunctions was discussed at a recent meeting of the re-entry council, of which i'm a member. gang injunctions were put into place in 2007. 10 years later, i have questions about whether they should continue to exist. between 2007-2011, seven injunctions were brought covering four neighborhoods naming 139 people, all african-american and latino men. 10 years later in a different san francisco, there are questions about the efficacy of these gang injunctions about the neighborhoods of color. oakland eliminated gang injunctions and l.a. has made major reductions to their list after an audit. today i call for a hearing to hear the status of our own gang injunctions. the rest i submit. >> clerk: supervisor kim, not in chambers. we'll go to rereferred. >> supervisor ronen: last night, over 200 chinese-speaking residents and merchants attended a packed meeting to share their concerns involving crime and violence i
