another over the central portions of the atlantic ocean. the more immediate threat, this one, the disturbance of thunderstorm activity, across the southeastern bahamas. that is quickly becoming organized. we have tropical storm warnings across the areas that were hit two weeks ago. marshal harbor into freeport. uh now, we have tropical storm watches across the u.s. mainland, from the space coast southward into the jupiter inlet region across florida. here's the latest from the national hurricane center. 45-mile-per-hour sustained winds. it's an organized storm. we expect this to become a named tropical depression. it will be humberto, as it starts to gain some strength, moving over the warm gulf of mexico waters, or the warm gulf stream waters, just off the atlantic coastline over eastern florida. you can see the projected path with the system, still a lot of uncertainty. a lot of model spread that we continue to monitor. one thick ng is for sure, they picking up on a consensus where the florida coastline could be picked up by this storm sy

five different systems out in the atlantic we are watching. only one at this point we are concerned about is dorian. i will tell you we have been talking for days that we couldn't tell exactly where the storm was going to stall and take this right-hand turn. it's amazing where we are are with science now that we could have about 100 miles off the shore of florida a cat 5 storm and not have hurricane warnings in miami because we knew this storm would take this turn once we got to that kind of a forecast. but the images coming out of the bahamas, i think if we can share some more of, this it takes a while to get in there after a storm goes through like this. but they are still getting impacts from the storm. the storm still bringing a lot of rain. but look at this ariel video coming out. i believe this is from the abaco islands, marsh harbor the damage is extensive. you can still see places flooded. the storm surge comes. in doesn't go out right away. they probably got about 30 inches of rain. and when this came on land right here, this had 185

of course, the autumn equinox and right on cue, we are welcoming this area of low pressure from the atlantic. some of this rain is much—needed rainfall, articularly across parts of south—east england where we have had less than 20% of the expected rainfall so far for september. during monday morning, most places starting dry. bit cloudy and damp for the north—west of scotland. these areas are working to the south—west of wales and england and northern ireland, winds picking up through the day, central and eastern parts of england, up to southern scotland, you should stay dry all day. temperatures reaching 21 degrees, fresher than it has been. typically, the high teens when you are under the cloud and the rain in the west. moving through into monday night, and ovenright into tuesday, we see that rain becoming quite heavy, especially across parts of south wales, southern england as well, the winds also picking up with that heavy rainfall. it will be a mild night, certainly frost—free, as it will be really for much of the week ahead, we're not expecting to see any frost this week but

reporter: wilmington, north carolina left two fundamental bodies of water on the east coast of the atlantic ocean, the biggest body of water in this storm system, the other is the cape fear river on whose banks we are standing right now. this is key to whether we have seen major flooding in this region and let me show you why. we should little light on the river itself and made out some whitecaps but this river moves north to south, the south end opens up into the atlantic ocean and the wind is coming directly out of the north, we are on the western side of the eye wall so these whitecaps are moving in a southerly direction towards open water and even though the tide is rising and is expected to reach full tied at 4:502 am a little while from now the water level is not rising as high as people expected because this water is being pushed into the atlantic ocean. that would change of the wind direction changes into the cape fear river but that appears not to be happening. it was a factor in a lot of the flooding in hurricane florence a year ago when hurricane florence moved from the east, sto
