this is a san francisco day. i was thinking of how to start my thoughts, and maybe i would start with the following which is i am going to be short because he was and i am. thank you all for being a part of the community of san francisco and so many of the community leaders who led to this day, to this wonderful naming dedication. of course we want to salute anita and your family for your family, your sacrifice, and your love. all of us have countless memories of the mayor, and i'm going to relay just a few quick ones. it was exactly ten years ago to the day that i was in this international terminal with then-supervisor chu and mar. the three of us were the first chinese supervisors to serve together. we were heading on a good-will trip to southern china. we were joined by members of the chinese chamber, some of who are here. what was historic about that event for me ten years later is that we were joined by one incredibly competent, selfless, humble, and smiling city administrator, ed lee. i remember on that tri

, and stay right here in san francisco. sf made really provides wraparound resources for manufacturers that sets us apart from other small business support organizations who provide more generalized support. everything we do has really been developed over time by listening and thinking about what manufacturer needs grow. for example, it would be traditional things like helping them find capital, provide assistance loans, help to provide small business owners with education. we have had some great experience doing what you might call pop ups or temporary selling events, and maybe the most recent example was one that we did as part of sf made week in partnership with the city seas partnership with small business, creating a 100 company selling day right here at city hall, in partnership with mayor lee and the board of supervisors, and it was just a wonderful opportunity for many of our smaller manufacturers who may be one or two-person shop, and who don't have the wherewithal to have their own dedicated retail store to show t

as new residents into san francisco. one of the focuses of mission education center is to really provide parent education and support parents in supporting their children. and like i said before, adelina is not just a regular parent liaison, she is amazing. she is -- in the time that i have been there, she has got to get trained in a program for families to learn about supporting their children in literacy. she has gotten trained as a triple p, which is positive parenting -- i forget the other p, but a positive parenting workshop, and the parents come in, and they learn about different ways to parent their children here in the united states because it's different than in our country. she has also done -- which we started last year, a family latino literacy workshops, which is a series of ten workshops that our families come from, and they get books so they can start libraries with their students -- with their kids at home, and they learn about teaching their kids reading at home and becoming -- and loving books. so it is

there's no disagreement that san francisco needs more housing. the discussion i hope to have today is on how we do that, what we build and for whom. and we aren't simply in a housing supply crisis. we're in a housing affordability crisis and our specific challenges deserve specific solutions. i passed out amendments to get specific on how to address our concerns with this bill. the bulk of the substance can be found on page 5, line 8. first sb50 does not respect community plans and san francisco has been most successful managing growth through the adoption of local community plans, which have included significant upzoning for new housing. sb50 restricts the city's ability to adopt local community plans to ensure equitable and affordable development in all neighborhoods. therefore, we are demanding that sb50 exempt areas in san francisco subject to local community plans that resulted in increased density and affordable housing benefits, ensures cities that reach the need's assessment production goals for above-moderate income are sufficient opport

this is the map of street types in san francisco. you will not be able to see this because the lines are too fine. there is different streets. neighborhood commercial streets in ping, you can see them here in the fisherman's wharf area, northeast waterfront area on the various commercial streets. those are neighborhood commercial streets protected under 155r. the rule is those are the streets where we want to preserve walk ability. we say no driveway cuts on those streets, put them around the corner or don't put them in. the proposed change was to say rather than neighborhood commercial streets in neighborhood districts but a group of other districts, chinatown, wharf. the change said streets and neighborhood districts. that is different in two ways. one would exclude from protection a lot of streets in china town now protected from driveway cuts. it would remove those protections. it would extend protection to other streets that are physically located in the neighborhood commercial district. it is not streets that define the distric

of workers in san francisco. i am excited to take care of the important educators in our city. we don't have a formal presentation, but i want to mention that city college and the board commissioned the housing survey of our faculty, staff and students in march of 2019. it showed we have a deep need for housing. about 125 unitses for employees and 693 beds for students. we have already made plans at the ocean campus to develop housing at the current parking lot east of our football field. we also are hoping that through this and other entities we will receive funding and resources to build and start thinking about building housing. as our aging staff is set to retire, especially classified staff, it is important to recruit the next generation of workers at city college. it has been tremendously difficult to recruit staff to work at the city college because they can't move to san francisco. it is expensive to stay in san francisco. it is almost impossible. i know the school district faces the problem of recruiting

why should we expand in san francisco? it provides the ability to tap more resources to support community planning and planning and investment in infrastructure in these areas where we think housing is appropriate and san francisco has received over $60 million just for pdas in terms of planning over the last decade. it is also a signal. it is proactive signal we are undertaking these housing conversations. we are not just putting our heads in the sand. we are looking at how best to another meet the housing needs over the entire city and not just one point of the city. the last point is equity in terms of making this a city-wide conversation. what is each neighborhood's role in providing housing for the city, not just east side responsibility. the planning department and sister agencies feel it is a good time to expand to have this conversation. the map that is part of the resolution that was drafted as a concept by the planning department in cooperation with our other sister city agencies, which have representatives here

we have this incredible program in san francisco. some of you know that i used to be the executive director of a nonprofit organization african-american art and culture complex, for someone who has run a non-profit, they know how difficult it is to raise money and to make sure that you have a permanent home, to care of the home to buy the toilet paper and keep the lights on. there is a lot of work and resources that go to places like this, and the nonprofit sustainabilitynishsive is a resource that the city now provides to nonprofit organizations to help with support to purchase buildings like this so that some of our important nonprofits have a permanent home. they don't necessarily have to worry about the space that they are in and whether or not the lease is going to expire or the costs are going up for the space because there are so many other things that they are going to continue to need to raise money for. this nonprofit sustainabilities fund provided $1 million towards the purchase of the building. i couldn't think of a bette
