senator padilla was here earlier today talking about what's going on in california. here's a report from california from the head of the national forest. its supervisor. we're seeing truly frightening fire behavior. i don't know how to overstate that. we have a lot of veteran firefighters who have served for 20 30 years and have never seen behavior like this especially day after day. and the conditions we're in. so we really are in uncharted territory around some of these extreme, large fires and the behavior we're seeing. that's the report from the front of the wildfires. but we're not just in uncharted territory of wildfires. we're in unchampted territory with -- uncharted territory with respect to flooding. here's what we're predicting in rhode island right now. this is the northern part of my state. everything you see here that's this bright blue color that's land right now. people live there. people have businesses there. people have recreation there. there are things that people do that are part of their lives there and it all disappears under current predictio

the cornyn-padilla amendment would unlock tens of billions of dollars, more for highway, transit and infrastructure. i plan to vote for this at noon because it makes important investments in our nation's future. i'm a west virginia and all west virginians and all americans will benefit from roads, bridges, broadband and other modes of core infrastructure that would be financed through this bill. but i believe that something more foundational is at stake here. we need to demonstrate to the american people that we can work together to pass legislation that benefits our country and i might add legislation that we passed more than a few times in the past. infrastructure is the perfect place to do that. senator carper and i led the environment and public works committee, we passed that out of our committee with unanimous support and we also passed a drinking water bill that passed out of our committee with unanimous support but also out of this body with 89 votes. both of those bills are included in this package in their entirety. bipartisan amendments are also included. i appreciate chai

i've been pleased to find common ground with senator padilla and our colleagues on both sides of the aisle to help build support for this amendment, and i think actually enhance the work done by the bipartisan negotiating group. this is not something they were able to get done in that negotiating group, they've told me, even though it was a subject of discussion. so now it's a chance for the rest of us, on a bipartisan basis, to weigh in and make this bill better. throughout the process, we've made adjustments so states with unique but no less important infrastructure needs could put this funding towards those uses. we're in the process of making some final tweaks to ensure that we receive broad bipartisan support as well as that of the white house, and i hope we'll have a vote on this amendment on the senate floor soon. our amendment will empower local officials to make the best decisions for their communities and ensure that taxpayers get the most bang for their buck with these relief funds that have already been appropriated and that if we do not authorize their use in the manner

for the amendment senator padilla and i have offered would give leaders in rural and urban areas alike the option to spend the funding on necessary infrastructure projects. this does not touch the negotiation between the white house and the so-called g-20, the bipartisan groups of senators who have come up with the substitute bill which is the base bill that we are now debating. this would be in addition to, and frankly this would be the most efficient way to fund many infrastructure projects in our states and communities because, as we know, once congress appropriates money, frequently it takes years before that money makes its way to the need. well, this could mean widening a highway, making safety improvements on a bridge, expanding broadband access. urban areas could even use these funds for public transit improvement systems. state and local leaders know the needs of their communities best, and they should have the flexibility to spend this money where it's needed most. the key here is flexibility, and here's the other benefit. it doesn't cost another dime. this is money that we'v
