schumer previously had been bullish that he wanted this bill passed before the weekend. obviously that timing doesn't work out. but it's not really a question of if at this point, it's when. the only real clock, lindsey, that we're up against is whether or not they would like to go on recess sooner or later. >> i'm looking at the live senate feed right now that you can't see. if we can pop it back up. it looks like senator susan collins is talking. i can't recognize the other two. i also saw senator dianne feinstein and they have their purses on. are they coming or going? >> reporter: people are really just in and out today. what they know is about to happen is that they have to be near the floor. there are votes that are happening. so it makes sense that they're going in and out of the chamber. they don't need to stay static in there. at the same time, that's why we may have purses out and it may look like people are in transit. people are milling about the senate today and when i'm not here with you, i'll be trying to find them and talk to them about what's going on in

chuck schumer may not get all the votes that he needs this week per the amendment process. no one wants to spend august in washington d c because of the weather, and obviously, folks want to get back to their districts. so all of that means that a lot of movement has to happen on the amendments process this week because then we moved to reconciliation on that big package. that means that folks like joe manchin are going to play a big role, but also kristen cinema from arizona, who played an important role with rob portman and getting this package done. all of that means that the next 24 to 48 hours would be critical not just for this, but also for the future and success of the biden agenda as it moves forward. yeah a lot on the line here. certainly for president biden. so talk a little bit more about this two pronged approach. if you will, that the democrats have put forward trying to pass the $1 trillion infrastructure package. and then as you point out, also trying to pass a budget resolution that opens the door. two to approve that $3.5 trillion spending package without

chuk schumer says he will move to the $3.5 trillion reconciliation bill. house progressives won't support the bipartisan bill if reconciliation isn't also embarked. who better to turn to than democratic congresswoman ilhan omar of minnesota and jan schakowsky of illinois. thanks so much for coming back on the show, together. let mow start with you, congresswoman omar. alexandria ocasio-cortez, your colleague in the house, made it clear that progressives may reject the bipartisan bill if this reconciliation bill is not advanced as well. she appeared on cnn this morning where she was asked how many progressives in the house support her stance. she said this. have a listen. >> i believe a very large amount of the progressive caucus, the total amount is about 90. you know, i'm not the whip of the progressive caucus but what i can tell you it's certainly more than three and -- and it is in the double digits absolutely. >> enough to -- to prevent it from passing? >> more than enough. >> congresswoman omar, you are the whip of the congressional progressive caucus

chuck schumer says it could pass in the senate a matter of days. right now it looks like they have more than enough republicans to pass that bill. progressive leaders like alexandria ocasio-cortez has threatened they have enough votes to tank it once it gets back to the house and that they will if the senate doesn't pass the larger $3.5 trillion infrastructure package through budget reconciliation first. now, republicans on the other hand have no particular interest the larger package. moderates want the smaller bill first. if either pulls out, the bill has no shot of passing both houses and getting to the president's desk. so chuck schumer and nancy avth pelosi are stuck on one side of the river with the fox, the chicken, and the corn. there are differences between the bills. the bipartisan one is being significantly smaller. it's also focusing on hard infrastructure, things like roads, bridges, broadband.e biio the larger reconciliation bill broadens out issues like education, child care, and climate change. that only matters if they can get pass

you played the sound from schumer and mcconnell and there is shadowboxing there. and schumer wants to get it going, and start the process of the trillion dollar bill, and mcconnell is looking at the caucus of the people who wanted to vote to have it going, but the most are opposed. so they want to offer the amendments so they are not feeling steam rolled. now, my team and i have spoken to suggest that there is enough support in the caucus to defeat any poison pill amendments that some might want to add in an effort to defeat it. but like mcconnell, they are not in a rush, and so thursday, the time frame of getting it done by thursday may be a little bit ambitious. geoff. >> eugene, it has been almost 40 days since we saw the first bipartisan lawmakers leaving the house to say they have reached an agreement. so how much has happened since that time with the deal they have walked out with, and to what we are actually seeing today? >> well, 40 days is a long time, and lot has changed. the changes at one point, the capital from west virginia was heading this up, and t

schumer making it clear there are others who want it to be larger. so a lot of work ahead. the majority leader very clear when they get back in the fall, they're going to have to be ready to go. otherwise, this is going to get pushed farther into the fall. >> it's a fascinating moment in the town. i've been here 33 years. there are conversations all around town. free pre-k and community college, vision and dental coverage for medicare, climate proposals, money for education, immigration, agriculture, housing, clean energy, climate. it is a bold, ambitious agenda. the democrats have held it s together so far. can they get to the finish line? >> yet to be seen. that bipartisan infrastructure package was the shortest victory in the world because they now have to quick lidly move onto t much heaviy ier lift. it's up to senator schumer to make this happen. he describes it as having a generational impact. it's hard to argue with that. these are sweeping reforms. republicans arguing america does not need to fundamentally be remade. >> what do we look for in the sense that i came t

senate majority leader chuck schumer says as soon as it's done, he'll bring it to the floor and then we can proceed to the consideration of additional amendments. the 1 trillion dollar bill has around 550 billion dollars. >> of new federal funding. it's a lot of dollars for our highways, for water, for airports. >> and i think as a country, it's something that people. >> feel is long, long overdue west virginia republican senator shelley moore capito supports the bill and says it will help expand broadband. we've got to make sure we keep it focused on where the real need is. and that's the underserved unserved areas and a lot of that is in west virginia. democrats are also pushing for a separate 3.5 trillion dollar bill for what they call human infrastructure. republicans say they will fight to defeat that bill. the longer it takes to finish. the longer will be here. but we're going to get the job done. the clock is ticking as schumer promises to complete action on both bills before he lets the senate takes its august recess reporting in washington. i'm basil john. >> and finally muc

speaker speaker schumer said they want to dot more. how big are democrats willing to go. he said as peter pointed out some members wan wanted more thanes 3ds.5 million and heard joe manchin say $3.5 million is too much. another thing schumer said in a press conference, did knoll rule out coming below that if he has to, if that's what it takes to get all of his members together pap very complicated dance he and house speaker nancy pelosi are starting on, and we also were just told, two democrat sources on a conference call with speaker pelosi, she doubled down on her timeline of passing these two infrastructure bills. she is going to hold off on this bipartisan bill until there is passage in the senate from this big reconciliation package. so that timeline does not seem to be shifting in the house of representatives at this point, andrea. >> and, while that gives her, i guess, leverage on both side, but is it all or nothing? >> reporter: well -- it -- we'll see what is happening. i mean, so there is a group of moderates who have said they want to vote on this bipartisan bi

now the theory here is that schumer could cut off debate as early as tonight. a lot of senators will be out of town for the funeral of former senator mike enzi and they could come back and finish. there are lots of ways this process could be slowed down either intentionally or just because it's a hard thing to pass a trillion dollar bill on a relatively short timeline. that pushes, of course, the democratic only reconciliation piece of this further into next week and they're supposed to be on recess starting friday. that is clearly not going to happen. the question is how long that gets delayed while they finish up their work. >> key vacation plans. thank you very much. >> just across pennsylvania avenue, we're learning the biden administration is working on a plan for when the u.s. reopens its borders to foreign travelers. the white house official is saying foreign visitors will have to be fully vaccinated to come in. josh, to you first, talk about this plan from the biden administration, when it might be implemented. what's your sense? >> it will not be immed

kyle, i agree with chuck schumer. i think this is a very big deal so just step back and think of the context. bernie sanders used to be in the periphery of american politics in the democratic party now he's writing the budget for the united states of america and probably will pass in some form. tell us what is in it so people can get a sense how big this is. >> that budget reflects that everything from a civilian climate core to universal pre- k free community college also align about lowering the medicare eligibility age. it doesn't say so i guess that is a committee to decide that but the key thing to understand is a lot of these are huge creation and expansion of entitlement programs and even if this budget can only find them for a time-limited number of years because of the reconciliation rules the democrats are betting that once there is a universal pre- k system set up it will be in perpetuity. paul: that is crucial the entitlements it is automatic you get them if you qualify by certain standards i'm trying to t

whether or not those amendments are made in order of chuck schumer remained to be seen. he said he is expecting these amendments to go through. another one expected to go through is an amendment on transit. to decrease the amount allocated towards transit. that could be made in order and be debated. if there is enough support from republicans, the money will go down in the bill. as well as amendments on amtrak. we see democrats put amendments of enhancing vehicle charging station funding. equity programs i mentioned. host: 7.5 billion dollars for vehicle chargers and things like that, would these be federally funded? whether they be tied to private industry -- would they be tied to private industry? guest: the way that the bill is crafted, that money will be dedicated, there would be a line for -- of funding for electric vehicle charging stations. primarily at rest stops. there could be negotiation between agencies up to the management of those charging stations. a state dot could partner with a private company to have that private company have a contract to operate the
