this was a time for grace for the majority leader, chuck schumer. he was not pleased about that speech. and you heard that from senator rounds and others as well. i know senator portman approached schumer to talk about it with him. that has been part of why there is so much rancor on capitol hill now. this could have been a moment where you could say the parties came together to avoid this calamity, republicans provided votes to make sure this bill didn't get stuck in the senate, to make sure there wasn't a default. yes, mcconnell blinked. yes, there was a change in strategy on his side of the aisle, but perhaps that's something to celebrate. instead you did hear from schumer that, you know, he viewed this moment as republicans blinking and he kind of rubbed it in. here's what senator joe manchin who you did see there rubbing his eyes putting his head in his hands, here is what he said last night walking out of the capitol about that. >> i just think basically what we have to do is find a pathway forward, we deweaponize -- we have to deweaponize. we

now, we have no idea at this point whether or not chuck schumer would agree to either option. both of them, we are told, according to my colleague, would come with the requirement that democrats would say explicitly how much they wanted to increase the debt ceiling by. that has been a nonstarter for many moderate democrats who are running for re-election in the midterms who do not want ads run against them say x senator voted to run against them for x amount of money. it's part of the reason republicans and democrats have been in this contest for the last several weeks. so again, no word on whether the majority leader will accept this offer. perhaps we'll get more guidance in a little bit. >> but how is it a tougher campaign ad rather than saying x senator voted to default on the u.s. debt and thrust the economy into chaos for the first time in history? that doesn't seem like it's a winning strategy either. but the president just met with business leaders in an effort to try to i guess put pressure on republicans, so what's he saying? >> very clear effort to try to put pressur

well, i would say if i were chuck schumer, i am not. if i were in this position, where a party is at a critical stance and always preaching the importance of passing a debt limit. not only they will vote to increase the debt ceiling, they won't vote on a rule that would allow you to pass the debt limit. i would just say if they can't feel the shame, make them feel the pain. i have said it before. i will say it again. until mitch mcconnell understands that the democrats are going to take this vote everyday and they're going to have 50 votes everyday to pass the debt ceiling and raise the debt ceiling. they're going to keep doing that while the markets crashed and they're going to keep voting and having republicans obstructing this while the economy crashes. here is the thing. republicans are being too clever by half. if democrats are voting everyday and none of republicans are and republicans won't let them cast the vote on it? it falls on republicans. the democrats must have the will. they got to do something they are not used to doing.

this is not unusual for chuck schumer to lay into republicans. they have been battling over the debt ceiling for months, and then ultimately they were able to get a deal, just a punt for two months, extending the debt ceiling until early december, and only after 11 republicans agreed to break a republican led filibuster after an intensive effort by the republican leaders to get enough to do just that, and schumer made clear where he stands. what's different this time is that this was a full senate. typically when the senate majority leader was making his speech in the morning, tit's an empty senate. at that moment, all hundred senators, who were in attendance, 98 senators who were there, sitting there listening to chuck schumer give that speech and directed very pointedly at the republicans and that's why when i talked to a number of them afterwards, they called it classless, according to mike rounds, one of the 11 to vote for it, as well as john thune, the number two senate republicans, and warned he would not cooperate in the future, we'll see

chuck schumer and joe biden with don't want to do that. among other reasons, it would take a lot of time. janet yellen has said the debt ceiling needs to be lift bid october 18th. you need to hold all kinds of procedural votes to be able to do a debt ceiling increase in reconciliation. it's very risky to take up all that time on the clock. the democrats are saying we're not going to do reconciliation. mitch mcconnell is saying that's the only way i'm going to let you do this. when mitch mcconnell commits himself to something in writing i think he tends to see it through. the democrats' strategy here is to try to shame the republicans into letting them raise the debt ceiling. this republican party is past the point of being shamable. so i worry the democrats are either going to have to use this reconciliation process, cumbersome though it is, or else get the moxie and blixt will among their own democratic members to change the filibuster rules. >> i want to talk about the filibuster rules because senator chuck schumer is setting up a vote o
