this is the last slide and then i will ask john haley and mr. mason to come up. we are looking to fill vacancies in the parameters of our budget and we're having a significant difficulty in attracting, recruiting, training and identifying individuals. mr. haley can speak to the number -- like operators that enter into recruitment and driving a new large difference between the number of operators to end up driving between the ones who actually initiate interest in the position. the board is receiving monthly overtime reports and their drilling down on these overtime areas. we are also working to schedule -- working to manage unscheduled absences. that increases over time needs. we have significant issues with unscheduled absences for a variety of reasons. we are trying to drill down and look at those areas. as i mentioned, we are looking at our scheduled practice and contractual requirements. for example, we are able to implement part time operators that we would see some reduction in over time because there is over time where we could staff the peak time schedule

the one piece of information that i got from john is that -- mr. haley, is that if we did not use this level of overtime we would not provide the 98% of service we are providing, it would sink to 96 pk or below level service. the bottom line is, if we don't use overtime, you are impacting service delivery. >> one additional fact i want to point out if a statistical standpoint, scheduled overtime, built into the skell jewels, built off the contract an scheduling capabilities but built off the work rules and policies in our contracts, is approximately 80% of the overtime that you're seeing here. there's actually the remain 20g% is kind of what you call management discretion or unscheduled overtime that we do have some clear day-to-day responsibility in terms of controlling. as we go through these contract negotiations, once we hopefully have a negotiated contract or arbitrated contract, that will change the rules of the game in some way in terms of overtime usage, sick leave usage, all those things that we have discussed with you as a board. >> so th

we do have a presentation from mr. hailey regarding the twin peaks tunnel operation speed. john? >> thank you. good afternoon, again. twin peaks tunnel. the question has been raised about the kind of service and are we run aring it on the proper street in the tunnel. and is this something that we've looked at for a while. i think it's important that we put on the table the pro vile the tunnel is a critical part of our system three lines to traverse the tunnel and the tunnel is two miles long. i wanted to make a point on the tunnel. not the fact that it was dedicated in 1917 and opened in 1918 for purposes of showing that i know that world war i ended at that time. but something to say that the tunnel was designed as a streetcar operation and there's a little difference between a streetcar and a modern light rail operation. so as i said towards the end of world war i as the city expanded moved westward, the opening of the twin peaks tunnel remain as critical part of our light rail infrastructure. one of the things to note on there -- 18 minutes travel time from west portal to emba
