supervisor campos: thank you. we're looking forward to your run for supervisor in a few years. always entertaining. thank you. sorry to fairfield, san jose, and oakland. again, thank you to the mayor's office, housing, department of human resources, and to the poa for showing up today and for colleagues being a part of this. from my perspective, the purpose today is to get the conversation started. i think that having our police and public safety officials living in the city on a daily basis does improve our public safety. it is startling to hear the statistic that 75% of our police officers, about 65% of our fire fighters, to the outside san francisco, about the same for deputy sheriffs. but i really want to start the conversation about how we expand it to dig about first responders, and whether it is emergency personnel might be a great way to think about that. and you know, as we heard, i think there're certain instances that we're not going to build a change behavior. those that want more sunshine in square fo

supervisor campos: ok. just to clarify how you are thinking about this now, are you proposing, if it came to installing parking meters, or you are saying there's a local feed to quali to qualify? >> if this passes, we would recommend doubling the number of blousoue zones. in those zones, we would put some sort of payment mechanism. you would pull into the spot. you would be required to pay for the spot, like a meter, just like every other driver, but you would have a spot in the front of the building. if you are a low-income person, you can pull up to the same spot and we would give you some parking card or some kind of discount to put into the meter. this is really about accessibility. once you are at the blue zone, you would be asked to paid like every other able bodied person. >supervisor campos: are they related? >> we believe that if you make people pay for the restores, they will not go and get a false disabled placard. right now, they are getting free parking. there would be no advantage to getting t

supervisor campos: thank you. next speaker please. >> good afternoon. jim lazarus, chamber of commerce. the chamber has supported this project since it started years ago from the county line downtown into chinatown, and we hope that the next resolution from the board of supervisors will be urging the cta and the mta to design the next phase. if this subject was going to go as far as portsmouth square, it would be good enough, but i do not think that in our children's lifetime we will see a subject in to fisherman's wharf. that we will see this line extended into lombard and van ness. that should be the 30-year vision, not fighting over whether we will complete phase two of a previously approved -- and as you heard the testimony of years and years of public meetings here at commissions and a citizens group supporting this project. this is serving the fastest- growing part of san francisco -- districts 6 and 10. in the last census, that part of san francisco added -- pardon me, all of san but cisco added about 30,00

supervisor campos, supervisor kim, and supervisor mar. i wanted to buy for that co- sponsorship of this resolution does two things. it expresses support for the occupy wall street movement. it is something that i am wholeheartedly behind, especially in the expression of great frustration and concern about our economic system that for decades has been favoring the 1% over the greater 99%. wheezy tax breaks and major corporations and businesses that do not pay their fair share in taxes. meanwhile, taxes are increased for every date people. we're losing our services that make our society much more meaningful. health care, education, affordable housing, and we need to speak with a greater voice about changing our economic system that can really benefit the many and not just the few. i have been very inspired by the expression of solidarity all around the world for the occupy wall street movement and the occupations happening all across this country, not just here in the bay area. this past month, i have been asked to intervene on a couple of

commissioner campos, would you like to introduce this item? commissioner campos: thank you for taking your time to be here. and i know he had a prior meeting. think you for your flexibility in coming to speak with us. for those of you that were here when this item was first requested and for those of you that are new to the board, i want to simply put this in some context. last year i requested a management, operational audit of the mta. at the time that the audit was requested, the mta had not been subject to a management operations audit in 14 years. as of best practice under our rules under the board of supervisors, we want agencies to undergo of management performance of it, at least every eight years. -- we want agencies to undergo management performances at least every eight years. what we have before you is the second phase of the audit. the first phase was conducted by the office of budget and legislative analyst. with respect to the second phase of the audit, we engaged cgr management consultants to conduct audit, and from my perspect

supervisor campos: thank you. i want to thank supervisor avalos for his leadership on this very important issue, not just recently back from the very beginning of this movement. i also wanted in my colleagues who came out to stand with occupysf. let me make a couple of points that i think need to be made. first of all, i know that a big issue that has been raised by both major quan and mayor lee has been the issue of tents and how we do not want to set a precedent for tensts going up at occupysf. the reality is that a precedent for that happening has already been established. in -- from 1985 to 1995, the san francisco vigil did precisely what occupysf is going to do right now. in protest of the federal government inaction with respect
