obama care is at heart of the shut down standoff. our next guest is a democrat who supports obama care, but says there's room to improve the plan. go down to democratic senator richard blumenthal. he joins me from connecticut. thank you for joining us. what would you do to change and improve obama care? >> one of the aspects of obama care that i think needs attention is its affects on businesses. increasing expenses at a time when they are recovering from the greatest recession in greatest history. there may be other areas that need improvement but the ways to address those issues are separately not to hold hostage the entire nation in effect trying to decimate a program that's been passed by congress, signed by the president, upheld by supreme court. a recent election me whe it was a central issue in the presidential race. and this kind of holding hostage is really in interest to the entire nation. kben, very bad to the economy, undercutting job growth and i think really calmer heads, common sense ought to prevail here. and hopefull

he's really speaking out against obama care. he's getting some support from marco rubio, from senator rand paul. we will listen in to him as well. but let's listen to this unique conversation now between president clinton and president obama on obama care. >> -- providing health insurance for those who don't have it, to provide these health or these tax credits in the marketplace, and at the same time, because we're driving down costs, we actually end up saving a little money. it is a net reduction of our deficit. the irony of those who are talking about repealing obama care because it's so wildly expensive is if they actually repeal the law, it would add to the deficit. it would add to the deficit. now, there have been a couple republicans in the house who have been smart enough to say we're going to repeal all the benefits so 20, 25, 30 million people don't get health insurance, but we're going to keep the taxes that obama raised. we just won't talk about that. in that way we can say we reduced the deficit. but obviously, you'

in just ten days a big part of obama care becomes reality. that's when the government will launch its insurance exchange marketplaces. some of the country's biggest employers are already taking drastic measures to prepare for the bill's requirement that big companies provide health insurance for full-time employees. this week, home depot announced it is shifting part-time workers off of the private health care plans and on to these new public marketplace exchanges and pass the two buck chuck, trader joe's is telling their 20,000 part-time employees that they will soon be on their own. they will get a $500 stipend to help themselves find coverage under the president's plan. all this uncertainty is all fodder for house republicans, who today for the 41st time voted to defund the affordable care act as part of their government funding bill. even if the senate passed this bill and it almost assuredly will not, president obama has pledged to veto it. so here's why this seemingly incremental beltway back and forth matters for you. your government w

not want to fund obama care. 41 times, house republicans have voted to defund obama care. has not happened yet. what's going to be different this time? >> well, what's different this time is, this is on a continuing resolution. that has never happened before. i brought this language to the rules committee on february 14th of 2011. and my amendment was denied rules and under the similar rules or maybe even exactly same rules we have today. if we had done that then, we would be in a better position today. this is the first time we have put this shutoff of obama care funding into an aappropriations bill, a must pass piece of legislation. so this now sets up drama between the house and the senate. harry reid and john boehner. we need to stand strong in the house. the vote was a very strong republican vote in favor of cutting off all funding to implement or enforce obama care. >> the drama of all of this is what voters are really, really frustrated with here. four different occasions we've gotten to the point where there is on the verge of a government shutdown and people are t

, anti-obama care provisions out. over the weekend the house sent back to the senate another spending bill reattaching new anti-obama care provisions, delaying it for a year rather than defund it and another provision that would repeal a tax on medical devices that helps fund the law. the senate already warned the house that they would reject that. the white house has said that they would veto, the president would veto that bill so that's where we stand today. the senate is going to come in this afternoon, strip those same anti-obama care provisions out once again and send it back over to the house so here we have this game of legislative hot potato with the time ticking down to midnight and it's not totally clear what the house is going to do. now, who is going to be to blame here? you saw at the beginning of the poll you showed a lot of people think the republicans and the democrats aren't acting like adults. who is to blame if there is a shuttown? latest poll shows 46% would blame republicans, 36% would blame the p

or defunds obama care. that's out of here, that's off the table. forget about that. now, this proposal from house republicans to perhaps tinker with obama care, perhaps repeal that medical device tax that helps pay for obama care, that is not going to fly either with this white house. the president has said he is not going to do anything with obama care under the threat of a government shut down or a debt default and it's sort of ir irrelevant, because you heard what dana bash said a few moments ago, it's a nonstarter and dead on arrival in the senate. at this point the white house is sitting back and watching all of this dan pfeiffer, he's been on twitter all afternoon sort of responding to some of the news headlines coming out of the hill. and he said in one tweet, with respect to this proposal, that the house republicans are going to be taking up in a vote tonight, he said, quote, every smart goper is shedding a tear. the white house is trying to stay away from this and probably the reason the president

i think there's a better way of getting rid of obama care. my own view, and that is one, delaying it by at least a year. the other would be potentially working hard to get republicans elected to the house and senate and being able to do it in a traditional way. so that's the approach i would take. but look, we're all on the same page as to where we want to get. i'm not going to get too animated about the tactics of one republican versus another. time will tell who's been the most effective in trying to get this very unfortunate piece of legislation stopped in its tracks. >> the debt ceiling debate is going to be even bigger, probably, than the government shutdown debate. you're somebody who invests money and has built a very successful career doing that. you know what the debt ceiling really means. it's not just a tactic. it's something that could harm the economy, did last time when our bond rating went down and we have ended up, the united states has ended up having to pay higher rates because of what happened. >> well, the reason the unite
