peter with the news tonight from washington. peter? >> reporter: harris, a 29-person budget conference committee made up of democrats and republicans from the house and the senate is up against a december 13th deadline to present the plan that bridges the gap between the budget passed by the senate and the budget passed by the house. it's a $91 billion gap. and prominent democrats are hoping to get new revenue out of any potential agreement. >> we've got to be able to put everything on the table. that means republicans have to be willing to put revenue on the table. i just can't understand this basic premise, that this tax code is sacred, that there aren't loopholes in there that should be closed, and the savings be dedicated to reducing the deficit. >> the republican minority leader, senator mitch mcconnell, told cbs today, he does not think shutting down the government is conservative policy. the republican in this round of negotiations is entitlement reform and replacing the next round of harsh sequester cuts at the pentagon. higher

picking up breaking news from washington. we are waiting to see what happens next in the drama over the debt ceiling deadline. with three hours to go we are, pkt ing a vote in the house of representatives starting any second. the house reasonable doubt di to take action now after the senate approved a short-term deal to raise the debt limit at least through february 7. that's a move that allows the administration to borrow money to pay the debt for the next couple of months. while completely avoiding the issue of the debt itself. as you can see here it's inching closer to $17 trillion by the second. the president walked to the lectern after the senate vote a half an hour ago. he acknowledged the poll showing how angry america has become. but hanging in the air was the bigger question. watch. >> there is a lot of work ahead of us including our need to earn back the trust of the american people that's been lost over the last few weeks. we can begin to do that by addressing the real issues that they care about. thank you very mu

allison barber is a reporter for "the washington journal" and joins us now, they won't tell us explicitly, but we're hearing now that 67,000 have enrolled in the private exchanges so far at the state level. 286,000 have enrolled in medicaid. the first group is supposed to fund the second group. the ratio is not looking so good so far. what does it mean? >> it could be a catastrophe if the pattern continues, it could be catastrophic for the law itself. the whole premise of the law is based on healthy people buying into it. so the theory those enrolling in the medicaid program is different than the exchanges. but if you have more people enrolling it in the broader numbers, that increases the help. it increases the people for free insurance, and the number in the high risk. >> but not free for the american taxpayer. this was part of obama care's vision, though, to get more people onto the medicaid rolls. these are people who are uninsured, they show up at the emergency room and we wind up paying for them anyway. this was part of the vision. that we would get them on a program like medicaid,

the same as they've come to washington to destroy. i mean it's sort of a, i mean, full-scale attack by democratic party on the tea party. your thoughts about that? >> my thoughts that are you know tea party did a great thing for the country, reminding us what the role of government should northbound our lives and importance of the constitution. you know? this idea tea party about shutting down government closing up washington is just the kind of rhetoric you see from folks who don't want to argue the facts. bottom line is that government is hugely expanded. the idea that republicans are willing to spend as much as we spent last year, it's a concession of itself. and the tea party i'm sure is not happy about that particular thing. even in spite of obama care. just look at the rest of government and how much we're spending. i think they've been reasonable in approaching this saying it's a bad law hurting the economy and families, and to fight to repeal it or to not fund it was a reasonable thing to do. at this late date we've made the c
