her killing is just one example used at a press conference in washington, d.c. where two high profile human rights organizations teamed up to issue dual reports of victims of u.s. drone strikes specifically in pakistan and yemen. the story is far from an isolated incident. >> u.s. drone assisted strike killed 12 people in a passenger van . the target of that strike was an alleged militant. >> reporter: according to a report dozens if not hundreds of casualties in the region are because of covert strikes of suspected drones targeting militants but killing innocents. these non-governmental organizations teamed up in hopes of getting an explanation and accountability from the obama administration. in pakistan alone amnesty international reports there have been at least 300 drone missile attacks in less than a decade. the government in pakistan estimate 400 civilians have been killed as a result of drone strikes. in washington this week for a meeting for president obama pakistan's prime minister naw az sharif has under scored the concern. >> i would therefore stress

libby casey joins us from washington. lots happening on capitol hill. both democrats and republicans continue to battle over the budget. can you give us a bit of a recap on what's happened today? >> reporter: sure, tony, a lot of talking, and a lot of talking past each other. we heard both sides call for compromise for negotiation, but they're very different in where that negotiation process has to start. president obama talked with the media today in a press conference that lasted an hour, and he said he's not willing to negotiate until the federal government is funded and the debt ceiling is lifted. >> obama: the only thing that our democracy cannot afford is a situation why one side says unless i get my way and only my way, unless i get concessions before we even start having a serious give and take, i'll threaten to shut down the government, or i will threaten to not pay america's bills. >> reporter: meanwhile, in the senate democrats have put forth legislation that would raise the debt ceiling and is originating in the senate. it needs 60 votes to

according to a new abc washington post poll. public approval of the gop is at its lowest in 30 years,. >> reporter: as congress tries to shift through the wreckage and make sense of the shutdown and debt ceiling crisis, there is bad news as far as the public ainger and political fallout is concerned according to a new poll. the washington post and abc out with a new poll. 12%, 12% approval rating now for congress. that is a new low in 40 years of polling in in washington post abc news poll. 85% disapprove of the job that congress is doing. congressional republicans their approval rating also in the tank. 32% favorable. 63% unfavorable. that is the lowest in 30 years in that poll. now, a year is a long time. an eternity in politics as they say, everybody in the house of representatives is up for election next november. so there is plenty of time for republican asks democrats to recover. the more important question, how will this affect the items that are on the docket right now in the immediate future for congress, chiefly immigr

. ♪ >>> after weeks of finger pointing and name calling on capitol hill the mood in washington is shifting. is growing optimism about reopening the government and avoiding default. both democrats and republicans say they are confident a deal will be done within days. mike viqueira joins us live from the white house. what has changed? >> a deal may be in hand at the senate. but the same internal g.o.p. politics that have brought the nation to the brink mean there are no guarantees that a senate bill can pass in the house. >> i'm feel la -- ing a little sticky. [ laughter ] >> if republicans weren't willing to set aside some of their partisan concerns in order to do what is right for the country, we stand a good chance of defaulting. >> reporter: between closed door back and forth talks in the capitol, senate leaders were saying all of the right things. >> i am very optimistic that we will reach an agreement. >> i share his optimism. >> i think it will work oured. >> on the table, funding the government until january 15th and raising the debt ceiling high enough to last until mid-february. b

either way the stock market rallied on the news out of washington with the dow more than 300 points in trading. investors assume the republican offer is open and shut, and democrats will probably warm up to some kind of deal. much focus has been put on the level of debt the government is running. currently running up -up -- current $16.7 trillion. the only way to bring this figure down is to start paying it off. something that depends on a budget surplus, and that's not happening any time soon. what both sides can address is how to bring down annual shortfalls. the amount the government takes in and the amount it actually spends. lawmakers can shrink amount by cutting government spending, and raising taxes or a combination of boths. democrats have traditionally favored raising taxes especially on the rich, and republicans prefer to cut social programs. budget deficits and all of that go under running them up are now on the table again. patricia has more. >> reporter: when the united states spends more money than it takes in during the year, the resulting red ink is what is known as the
