commissioners i'm paul scott. i live in the neighborhood of julius castle and have for longer than i care to remember 15 years or so. i just wanted to speak to a couple of items. in terms of my involvement with this building i care about my building i'm the former president of t hd and was the president of save our neighborhoods where we have the america's cup facilities today. i'm a lawyer will i profession but i've done property work on the filner's steps - i'm not sure how to operate this. that's not the after but the before picture. and we did some work on that place which isn't coming across well. we restored that building to the pen of the neighborhood and also to the satisfaction of the folks who were concerned in a historically done fashion. we're coming from the prospective of trying to do the right thing. we want to restore to the historic use. when i bought the people i was told about their prom night or first job interview and the vast vast number of people wanted it to be returned to that use. the rea

and that does not have to be new sales tax it could be extended sales tax as well, i believe, right, scott? so it does not have to be the new one. >> we have modeled out the extension, and what are the assessment and we have calibrated and to put on ranges here and because we are quite sure because we are looking at future values and revenue streams. but the plans will be, and that is the range, and the range of assumptions and in terms of total funding sources. >> okay. >> and the next page. >> a milestone payment, at the end of completion and that is analogous to a down payment and those funding sources were largely a local contributions from the ta and mtc and the golden gate bridge and some cal transfupds. there could be multiple payments halfway through or all of the final and this is the model and we followed the proceedings and the financial model. and the range for the funds for the short term cash infusions for 1.6 and 1.7 billion dollars, and these are critical to the p3 developer and you heard brian talk about the caring costs and you can imagine the caring cost if you are a p3

having had many conversations with scott smith from robert sub she, i don't know if he had a chance to get here. he's here now. i'm glad to say that scott has shown greater personal participation with 53-54 and i believe he's already seeing some successes of that working with local contractors on 53-54 who are not competitive on the 50-51 bid. working with robert sub she we have broken the packages down even smaller than 50-51. partially due to the fact that it allows you to do so because of individual buildings, but we felt that given the lessons learned from 50-51, if we break it further down, we can perhaps increase participation at the local level. we are looking for teaming opportunities between local sbe's and established companies to bring the local contractors, the necessary competitive bidding knowledge and management expertise. in addition to robert soeb she and butler enterprises and cheryl and terry and patrick, i assure you that lawn ar management are engaged in the community and trying to learn from our lessons of 50-51 and implement procedures from the knowledge we gain

to drive tour busses, i no longer do, but i live on alamo square, i live half a block from owen on scott and grove. i live on alamo square and support the tour busses coming as somebody who has worked in the industry. i was a tour guide when i say, i'm sorry, i can't show you alamo square. restrictions are not nice. so i'd like to support no. 2 other than i don't like the davies shuttle -- i am a parent of a 7-year-old and a 4-year-old and having been through hundreds of hours of bus driving training, knowing that if i -- hopefully i will some day -- drive the 21, if i was driving the 21 i would not want the little shuttle vans, they are famous for parking in the muni bus zones. the big busses, a lot of those drivers have been through training and i think the problem is actually the davies shuttle bus which comes through picks up people who are parking in our neighborhood, people park in our neighborhood, the davies bus picks their people up and keep going. my children love the tour busses. i don't think the tour busses are dangerous as a former tour bus driver. and my last name is wilso
