christie smith is live from tenant avenue. christie, when are these lanes going to reopen? >> reporter: well, good morning to you, scott. earlier we had reported that possibly one lane of southbound 101 would reopen by 6:00 this morning. here it is 6:00 and obviously that hasn't happened yet. you can see emergency vehicles there in the distance. that's where the crash site is. this is where an overturned tanker is just past tenant avenue. there is a lot of work to be done after a vehicle lost control on slick wet roads. it's still raining this morning. went across the southbound lanes into the center divide and hit that big rig tanker truck carrying gasoline that flipped toward a ditch. it was carrying about 8,000 gallons of gasoline. 4,000 spilled. 14 homes were evacuated as a precaution. i'm told the closer you get the more you do smell gasoline. hazmat crews are also dealing with the spill. >> there is a drain about 50 to 70 feet south of the spill, and the spill was viewed going into the drain. unknown amount. >> reporter: right now there is a second truck that was brou

reporting live in mill valley, christie smith, nbc bay area news. >> thank you, christie. the north bay got most of the rain, some of it got to the south bay. this is only the second storm this winter. water experts say it did little to quell drought concerns. there needs to be several big storms to make a marked difference. >> i think it would take a good eight inches of rain basically to start seeing any measurable runoff into our local reservoirs. the water sheds are that dry. >> so here's a good example. lexington reservoir, people walking around in an area that normally would be under water. the reservoir part of the ground water system that collects rainfall that the water district then releases throughout the year. the district has already set a preliminary water use reduction target of 10% and would consider additional recommendations at a meeting later this month. >>> take a look at fulsome lake near sacramento. there's been a dramatic change in the amount of water flowing into the reservoir there. water levels have risen at least eight feet in the last couple of

christie smith is live in san francisco. christie, police hope surveillance video is going to help. >> reporter: yes, good morning. that's exactly right. right after the shooting as you can imagine it was complete chaos out here and the shooter ran off into the crowd. so police are checking a number of sources of surveillance tape. the victim was shot there near the mall entrance but made it down into the powell street b.a.r.t. station, the bottom of the steps where he collapsed. you can imagine it was chaos. shoppers and residents running for cover around 7:15. this is a busy corner. the westfield shopping center is here. across the street cable car turnaround. at the time muni and b.a.r.t. trains bypassed the b.a.r.t. station during the investigation. we spoke with a witness who described the first moments after the shooting. >> the first thing you're thinking is there going to be more, you know, where is the person that had the gun. it was chaotic. once i third cops coming i felt a lot better. >> reporter: police picked u

"today in the bay's" christie smith is live in san francisco. have people been allowed to return home? they're probably cold outside. >> reporter: yes, good morning to you. they have. we're talking about 200 or so people back in their apartments, most of them. firefighters are saying no one has requested help from the red cross finding a place to stay, after a rough night, these people being rattled out of their beds by a fast-moving fire, in this 12-story apartment building firefighters say burned hot and kick on camdon drive near san francisco state. flames were shooting from a sixth floor uninit the back. the building is blackened where that was. on the way here it escalated, reports of oxygen tanks exploding here at the park merceda apartments and they had to dispatch more units because of that. firefighters helped two people out of that sixth floor unit, two people injured, one needing oxygen. with such a large building, the concern getting everyone out safely. >> it's a high-rise building, requires evacuation, that's one of the big efforts

nbc bay area's christie smith live at the berkley fire department headquarters. christie, chief says it's a tough time for all of his crew. >> reporter: good morning to you. the berkley fire department has suffered a huge blow. you can really see it on the firefighters' faces this morning, that they're just struggling to deal with this. it seems everyone knew tony nunez. today would have been his 28th year with the berkley fire department. we're also told that his brothers work for the contra costa fire protection district. the 54-year-old veteran firefighter was killed in an off duty accident sunday. his tractor flipped over and rolled down a hill in his property. firefighters tell us they believe he may have been preparing for the storm coming up or perhaps moving things around for fire season. fellow firefighters stood with their hands over their hearts as a vehicle carrying his body drove by to the coroner's office in martinez. at fire station 7 in the berkley hills where he worked, flags were at half staff this morning. that's where we spoke with the fire ch

lot of students forced from their homes overnight, christie smith. >> reporter: the good news is most residents are back in their apartment after a scary night while they were sleeping they were rattled from their sleep to find that their apartment building a 12-story high-rise was on fire, that fire right in the middle of the building. san francisco firefighters say that on their way in before 1:00 this morning on cambon drive right near san francisco state they were getting reports that residents were seeing flames shooting from a unit on the sixth floor, and then reports of oxygen tanks exploding inside the building. now what they did was they quickly started an aggressive attack on that sixth floor unit, helped two people get out of there, while up to 200 others sheltered in place away from the fire or they evacuated into the cold outside up to 200 people. >> high-rise building, requires evacuation, that's one of the big efforts we have to do, evacuate the personnel because of the smoke so we have precautionary measures we took to evacuate the building. >> two people were injured

christie smith live at the university. christie, tobacco products being snuffed out all over campus. >> reporter: good morning. the university is saying it has been considering doing this for some time, that it's an advocate for health and well being and the sales of cigarettes aren't consistent with that message. so, starting very soon the two retailers here on campus that do sell cigarettes, the union and also the gas station, on the other side of campus, they will end the sale of all tobacco products. this gives stanford smoke-free environment policy the ban that it has in place. it applies to classrooms, offices, buildings and all facilities. you can't even smoke outside during organized athletic events if you are close by. smokers have to go more than 30 feet away from the nearest building outside to smoke. so with this new rule, no tobacco products will be sold, we're talking about cigarettes, chewing tobacco all the way down to e-cigarettes. cvs had a similar announcement. uc-berkeley went smoke-free. the use of cig

christie t bay area super bowl host committee trying not to repeat what we just saw in new jersey. >> reporter: no one wants to see that here. all along football fans were urged to go ahead and take the trains to the super bowl as a way to avoid congestion, but a record number showed up and it was more than the new jersey transit system was ready for. i wanted to show you two photos tweeted out after the game of broncos and seahawks fans at a standstill just trying to take the trains home. one an ap photo, the other by a snort w senator. new jersey unprepared for the number of people using the train. eventually 50 buses were brought in to get things moving. that was two hours, though, after the game had ended. the 2016 super bowl at levi stadium could see more than 70,000 people show up. of course plans are under way right now to improve access to vta's great america station, saying it's hoping to double tracks, a third on tasman drive, super bowl trains and lanes for carpools between san francisco where many of the parties will be held and of course santa clara, so certainly the bay

christie smith is downtown with more on the vision safety campaign. >> yes, here it is february and two people have been killed trying to cross this year alone. it's a busy street, six lanes, and even police say drivers turn without even looking. this morning there is a loud call to do more about it as the coalition of pedestrian safety advocates for police and survivors held up hearts for those hit and those hit and killed. last year 21 pedestrians were killed, a 6-year-old was among those killed. 60% of the wrecks, according to police, occur on 6% of the streets. they're busy and wide. police say a woman on a bike and a tow truck collided. fortunately she was expected to survive. the city put together a plan to promote pedestrian safety and millions of dollars pent. others say things like a turn signal, that needs more time. we spoke with the transportation department about what is being done and an advocate hi by a car, ran a light and changed his life. >> i went through the air, roughly 20 feet. and then landed on the pavement and did a roll of which they later determined that i had

christie smith has the details. >> reporter: we just heard from san jose fire and it's a tough day for them and the entire community. a veteran firefighter accused of drug and sex offenses with minors. he is a man they trusted and liked. he was a community outreach officer just six months ago. >> he has worked at the fire department since 1994. a job helping people in distress. now he is facing serious drug and sex crime charges. >> possibly child molestation. >> she says the drug is is methamphetamine, and it's believed he provided it to high school age teens and found them online. the 53-year-old was arrested yesterday afternoon on the job doing admin work. he was previously assigned to station one where firefighters are stunned. >> i think everyone in want department was shocked. i don't think this was his character that we knew at all. we reserve the criminal justice system a chance to do it's job, and we'll hold off any thoughts of guilt or innocence, but it's very difficult for everyone. >> the doj says computers and records were seized from work and home from the east bay. the a
