we have been foming following all of the developments in washington. what do we hope to learn from the documents? >> the major focus in washington what it is going the reveal about the deliberations with hillary clinton. there are other sensitive issues disclosed, a document surrounding the issues, genocide in are you wanda and appoints to the cabinet and deliberations anning the aides. it is interesting, del, when you look into the records, most of the presidential records are released immediately at the conclusion of the presidency and many of the documents that are deemed private and taking 12 year process and at the end of the the process they decide what to release. today is the first of some 28,000 documents following into that category and much has to do with the first lady's office and the deliberations on children's issues and women's rights and the deliberations with the speech writers and communications and even perhaps not today but in later documents that deal with the white water scandal, a blast from the past there, so all eyes in about

joining us from seattle washington, the professor of biology at the university of washington and director for the center of penguins. she is the lead author of the study. great to have you with us. in your study, you track the survival rates of nearly 3500 penguin chicks in that area over the course of nearly three decades. what did you find? >> well, i think that the thing that people have to realize is that it is really hard to do long term studies. but long term studies really inform us about the world and what we should worry about and not worry about. that to me has been the exciting part of doing this study. >> it must have been exciting. but what did you find? >> we found that climate has already changed and increasing the reproductive failure of the penguins. there is a lot of let the the penguins face. there are 17 species of penguins. 11 are considered endangered or vulnerable. penguins have a tough time making a living. they are also ocean sentinels. they tell us what is happening to them is also happening to us. and climate change is taking place and is affecting penguins. not

so for washington, d.c., right here, you can see they had rain. now it is turning back, and once the system comes back it will be turning back to snow. we did have a break, picking up rain sweat some more icing and more snow coming into play. here in central park, 9 1/2 inches it was quite pretty there, but over towards new york which is out on long island, they saw about 14 inches of snow. we are not over with it yet. especially across parts of new york, that's going to be really big snow event there, they expect to see another 30 inches of snow. boston can see up to 12. 11:00 o'clock this evening all the way to 6:00 o'clock tomorrow morning. and washington, well you will probably only see about one to two more inches. tomorrow, things will be better, but we will see light snow across pennsylvania. up towards the northern part of new england, so we will keep you informed on this. nose snow totals continue to rise. >> about 25,000 of those are in atlanta. maybe you can cecotto me on my numbers here. on what looks like a darn nice day. >> it is wha

we're seeing signs of that now, so what is washington waiting for? joining me now, correspondent, libby casey, and she spends a lot of time on adapt hill. and libby, john boehner insists there will be no default so congress has to vote to raise this debt ceiling. this is weird. and we're in the vortex, and john boehner doesn't want it to happen. >> speaker boehner carries a lot of weight, but republicans are not ready to come to the table quite yet. and they're talking about raising the debt ceiling, as they have done before, and they want something in return. so a couple of ideas, tying it to the approval of the keystone pipeline. saying that president obama will vote to raise the debt ceiling if you lift the keystone pipeline, and another shocker, obamacare, and one thing that they're dangling out there, a reinstatement for cuts for benefits for veterans. $6 billion. and that was cut as part of the budget deal just a few weeks ago, but here's the problem, $6 billion, that has to come from somewhere, and republicans don't want to do more spending wi
