i'm derek mcginty. >> the story has changed a bit. i'm lesli foster. debra alfarone is live at police headquarters with the latest developments. what do we know about the mother? >> reporter: we know the mother told police she was overwhelmed, but i want to be clear that baby was never abandoned. that baby was never in danger. the mom simply said to police that she was overwhelmed and told them that she basically lied and found the baby in the backyard when in all reality apparently she gave birth to that baby inside that beltsville home. the good news, of course, is the baby is okay. the baby is still in child protective custody. police say the woman who called 911 is actually the little girl's mom. she questioned her yesterday. today she came clean and told them the little girl is hers. they say she's getting the help she needs. she will not face charges and here's why. >> in maryland there's a safe haven law where essentially any parent can relinquish their child or responsible adult within the first 10 days of the ion or hospital. so again in this

. >> i'm derek mcginty. she was arrested shortly after president obama addressed the nation. mola lenghi is life outside the white house. what do we know about this woman? >> reporter: it was around 8:30 tonight when the secret service spotted a woman walking along the north fence line here of the white house. a secret service spokesman tells distribution news the special agent spotted a 9- millimeter gun in a holster around the woman's waist. that's when she was arrested. president obama was home here at the white house at the time of that arrest just finishing up his address to the nation on immigration. the woman is identified as 23- year-old april lenhart of michigan. this comes one day after an iowa man was arrested around the white house when a rifle and ammunition were found in his car. also two fence jumpers in the last few months, one as you probably remember who actually made it inside the white house through the front door and inside the white house before he was finally arrested. it's certainly an embarrassment for the secret service. they caught some heat for tha

. >> i'm derek mcginty. a grand jury decision in the shooting death of the unarmed black teenager michael brown is expected any day now and tonight according to cbs news two men were arrested in an undercover fbi operation near ferguson. those men live in the st. louis area and they were arrested thursday night and are allegedly members of a group known as the new black panthers. a cbs source says the suspects intended to use those explosives in pipe bombs. >> there are nearly 100 fbi agents in the st. louis area in case demonstrators take to the streets. there are 400 national guard troops requested to help keep the peace. brown's family, president obama and attorney general eric lder urge the community to remain calm no matter what the grand jury decides. here in d.c. attorney general eric holder is laying out new guidelines on how police should prepare for and handle protests. >> he's calling for restraint and asks the cops to work with community leaders. police are preparing for local demonstrations here

. >> i'm derek mcginty. the same administration that pledged to get troops out is asking congress for $5.6 billion to battle isis in iraq and syria and send troops back in. president obama is doubling down on his strategy to defeat isis sending about 2,800 additional troops into iraq and spreading them out to half a dozen locations around the country. until now u.s. troops have been confined to baghdad and the city of irbil in the north. now 630 will be shipped out north and west of baghdad to act as advisors to iraqi units fighting isis including in anbar province where some of the bloodiest fighting of the iraq war took place. 830 of these new soldiers will be trainers stationed at iraqi military bases around the country to train a total of 12 iraqi and kurdish brigades, roughly 54,000 soldiers. the aim is to regenerate ground forces that with the help of those american airstrikes are supposed to retake the territory seized by isis earlier this year when the iraqi army broke and ran away. but the americans
