katy zachry, nbc 10 news. >>> 6:04. happening today kathleen kane will face a judge surrounding the second set of perjury charges against her. kane is accused of leaking secret grand jury material to a reporter and then lying about it. a judge suspended her law license. a senate committee met for the first time to determine whether kane can be attorney general, whether she can do her job without having a law license. the committee could recommend the senate street remove her. the recommendation is due by thanksgiving. >> today a judge will sentence a man who pleaded guilty in the murder of police officer moses walker. chancy mcfarland took a plea deal in exchange for his defendant against jones. officer walker was off duty on his way to a bus stop in north philadelphia when jones and mcfarland try to rob him. jones shot and kills the officer. in june the judge sentenced him to prison without parole. the officer was a 19-year veteran of the force. a man confessed to hitting a 9-year-old and leaving the boy to dry. >> the

katy zachry is live outside children's hospital. that hospital does a lot of work on autism. >> reporter: that's right, chris. children's hospital of philadelphia behind me has a center for autism. this grabbing a lot of attention from parents. now the new data we're talking about focuses on children who are 3 years and older. but the new study finds that in that population, one in 45 children is autistic. they fall somewhere in the autism spectrum. but this is not because, keep in mind, not because more kids are suddenly affected by the disorder, over the years the definition of what conditions fall within the autism spectrum has broadened. researchers now ask parents different questions about their kids' development. as you can imagine there is a lot more to this story. we'll be breaking it down throughout the morning and coming up in the next hour, i'll explain why some parents may actually be pushing for their children to be diagnosed as autistic. may sound strange but experts are weighing in on that. reporting live in universit

katy zachry is live along penn's landing to explain. >> reporter: that's right. this veterans memorial here will no doubt be a destination throughout the day for so many who want to honor those who served our country. but before today even came there was one class we were invited to that was already thanking the service men and women who spent years serving our country.yóvs at the day school about 80 students got a real lesson in what it's like being a veteran. the principal invited several veterans in the community, one student's father who is active in the service joined as well. the kids are young but we saw they were hungry for answers. some asked what's the scariest think you've ever done? did you miss your family while you served? what made you decide to serve our country? the students also had thank you notes prepare forward the veterans and before each of the veterans they read those notes. it was touching and we'll share some of those heart warming exchanges in the next hour. reporting live in penn's landing, katy zachry, nbc 10 news. >> it is now offic

reporting live in berwin, katy zachry, nbc 10 news. >> today we'll hear from the patients of that 11-month-old boy repeatedly given overdoses of chemotherapy by a local hospital. doctors at saint chris ter diagnosed isaac with a rare form of cancer. doctors gave him 10 times the dols he was supposed to receive and we heard from the hospital apologizing for mistakes. the boy is nowing treated at chop. today his parents will discuss his battle with cancer and also discuss what impact the overdosing had on isaac's overall health and treatment. now to a health alert at penn state's main campus. three students have possible mumps. the university has issued a health warning and asking students and faculty to check with doctors to make sure they are up to date on vaccinations. >> another chilly morning though not as cool as yesterday. we'll see brilliant sunshine again today. but tomorrow is a different story. i'm tracking showers, the clouds will start moving in overnight tonight. right now moving out the door, 40 degrees in mount pocono, 48 in northeast philadelphia and atlantic city in th

katy zachry is live on scene. what can you tell us? >> reporter: chris, when we got here flames were pouring out of this home behind me and there was a woman sleeping inside when this fire started. take a look at our video. you can see how fierce the flames were at the height of this fire. you're looking at a single family home in the overbrook section of philadelphia right near 63rd and lebanon avenue. a pretty busy intersection even at this hour. that is blocked off right now while this fire -- it was blocked off initially while the fire was raging and is still blocked off as crews are in the cleanup process. the fire is out. they are touching hot spots making sure they have all of the flames out. firefighters were on ladder trucks at the height of this hosing from above while others worked from the ground. tiffany booker you are about to meet was sleeping inside. >> i wake up and i hear is a glass breaking. and it's a glass in the kitchen. i come out the grill's on the ground, on the side and the yard. the grill is on the ground. ok

katy zachry is live in south philadelphia to explain when this could happen and katy, you traveled with the local team to tour one of these community learning centers. tell us about the trip. >> reporter: it was really eye opening, tracy. you'll see more of what we saw in a moment. first, mayor-elect jim kenney wants more than two dozen of these to open before the end of his first term. many of the key partners necessary are in place. take a look at one of the schools we toured. the new mayor's education team is taking tips from the cincinnati district. there they transformed most of the district schools into community learning centers. the buildings are used for things other than academics. there is a doctor's office that doubles as a school nurse's office, a daycare center, all run by outside partners, so the district does not have to pay a dime for these extra services but kids and their families are benefitted because they are overall healthier and more involved in the school. >> this is exactly what we need to see in the city of philadelphia. we've been talking about it. now mayor

katy zachry is live at southwest detectives, katy, he has been charged as an adult. tell us more. >> reporter: he's teenager, 17, being charged as an adult and charged with attempted murder of a state trooper. not long ago we checked in with arraignment court to find out if he has been arraigned. he is facing a list of charges. i'll told that has not happened. look at this video, new video we got of the suspect being led into southwest detectives. investigators say yesterday morning he and several friends were pulled over for an expired vehicle registration, during that traffic stop the suspect is accused of getting behind the wheel and driving off. he forced troopers into a high-speed chase thorough morning traffic on the busy vine street expressway, threatening every life around him as he drove. >> the shooter was shooting from his moving car at our trooper who driving. he lost control, hit the barrier and into the back of the bulls. >> fortunately there were no students on the bus. pennsylvania state trooper patrick casey you see there was following the suspect an

katy zachry is live where one of the suspects was last seen. walk us through this. >> reporter: tracy, that suspect was last seen inside this wawa store along delsy drive. where we're standing this is just a short walk from the scene of the home invasion, and police say it was at that scene where they had the suspect nearly surrender. here is a picture inside the store after he walked in sunday evening. franklin township police say he and another man are wanted for tying up, beating and robbing a middle-aged man in his apartment on old dutch mill road. police were called there and they got on scene fast enough to corner one of the suspects. >> i stopped, you know, i submit and then he hopped the fence, boogied out of here. and then boom, cops just swarmed up, he bolted, and the whole place turned chaos. >> reporter: and that suspect, the one who ran away, he was last seen going through a swampy area and soon after he appeared in this wawa, again he was caught on store video. police do not know where me is at this time or where his accomplice is

nbc 10's katy zachry is live for us outside school district headquarters in spring garden. katy, how bad is the money crunch for schools right now? >> reporter: chris, we've been talking about it for months. it's almost four months to the day where the school district of philadelphia and no school districts across the state have gotten any money from the state in nearly four months. so this morning inside school district headquarters leaders are going to be asking for pretty hefty loan. the district needs its loan request approved by the school reform commission first. that's what today's meeting at 10:00 a.m. is about. if the committee agrees the district will seek $250 million from a source other than the state. that's because governor tom wolf made it clear they will not advance money during the budget stalemate. with no state funds classroom resources and text books are low. some students don't even have adequate supplies. fortunately, a person for the federation of teachers tells me he is not aware of salaries that have been in jeopardy in the last few months because o

katy zachry is live in franklin township. police say that man showed up dripping wet at the wawa behind you. >> reporter: yes, that's right. he did not do a good job of blending in when he walked into this wawa. police say he was soaking wet and was asking strangers for a ride. franklin township police connected the man here inside this wawa to a violent home invasion that had taken place earlier in the evening and just a short walk from here the man in the wawa was the one who started to surrender at a scene on old dutch mill road sunday night. then he bolted. his accomplice ran too. there is no sign of either since the attack. the men are accused of tying up a 42-year-old man in his apartment and beating him as well as robbing him. one victim or one neighbor, rather, saw the victim after. >> he was banged up pretty bad. his ear was split in half. he had multiple blows to the head so he had you know, like almost looked like holes in his head. >> reporter: some pretty scary moments there. a lot of damage to the victim. he was

nbc 10's katy zachry is live in south philadelphia. you are the only reporter to travel with the mayor-elect when he toured one of these schools in cincinnati. tell us more. >> reporter: i was. it was pretty eye opening. they are called community learning centers for a reason. the idea is you open up a school building, traditional school building, to things other than classes for students. in cincinnati where i went with my photographer matt and we went with the mayor-elect education team, it is working. take a look. we toured one of the most successful community learning centers in the country, the oyler school. in addition to regular classes for grades k-12, they have a doctor's office, a dental clinic and a vision center all run by outside partners in the school so it's there for students as well as the greater community. there's also a 24-hour police substation in the school, a daycare center and food and clothing services. >> we need to find partners and expand this to the schools first that need it the most with the most need and

nbc 10's katy zachry is live outside of the house where one person was shot. ka katy, knew new information on this? >> reporter: in the last few minutes, i got information on the home invasion. police tell us there were actually three men who broke into this home behind me around 3 this morning and since that time, they have been on the run. neighbors who live right next door tell me they woke up to a woman screaming around 3 this morning and their stair railing was actually shaking from the commotion next door. some neighbors heard a loud pop, assuming that to be a gunshot. police tell us a woman inside the home was shot three times by the men who when they broke in, they say this is a robbery, give us everything you've got. now, it's still unclear why the woman was shot three times. police say the men ran away from the scene without taking anything. there are a lot of children on this block and we are told by neighbors that three children live inside this home where it happened so you can understand that parents in this area are quite shaken about what happe

katy zachry is live in the digital operations center with more. >> big tax changes for people. the call is for no more school property tax. a lot of taxpayers like the sound of that there is a catch i should warn. the plan authored by senator david arguele calls for a rise in the personal income tax rate. it would jump nearly 1.5%. the plan would increase state sales tax on many items. the increases i laid out, however, would end the collection of school property taxes for millions of households and businesses beginning next july. except in cases of school debt. school property tax would still be collected for school debt. there are a lot of layers to this new plan. i'm sifting through all of them before today's vote. coming up we'll takÊ-k a closer look at this plan. katy zachry, "nbc 10 news." >>> ten people had to find another place to sleep last night after fire ripped through two north philadelphia hopes. they started just before 6:30 last night. two houses have a lot of damage as you can see. no one was hurt. fire crews are investigating the cause. >> happening today pol

nbc 10's katy zachry joins us live where the suspects were last seen. >> reporter: yes, that's right, chris. sunday night was when the attack happened but it's having a serious ripple effect in this area. people are on edge. one of the two suspects was last seen at this wau wau in mala ga. so it did not take long for the suspect to get here. police do not know where he is now. coming up in the next half hour we'll have a picture of him taken from surveillance video inside this wawa. franklin township police say he and another man are wanted for tying up and beeth and robbing a middle-aged man in his home sunday night. that man lived in an apartment just .2 mile from where i'm standing. one neighbor described the cries she heard while that man, her neighbor, was getting beaten. she did call police. when police arrived they were able to corner one of the suspects. coming up we'll show you a picture caught on surveillance video of that suspect who nearly surrendered and you'll hear what neighbors are saying of the ordeal. reporting live in franklin township, katy zachry, nbc 10 news. >>>

katy zachry takes the closer look at the numbers in the rise behind autism. >> reporter: the national center for health statistics now says one in 45 u.s. kids has been diagnosed with an autism spectrum disorder. that's dramatically different from previous estimates of one in 68 children. however it's not because more kids are suddenly affected by the disorder, rather, researchers have changed how they ask parents about their kids' developmental delays. >> what it suggests is we're asking questions better. and that people are aware of the diagnosis and using that label and perhaps this is a label or diagnosis that's being used instead of other diagnoses that may have been used in the past. >> it's now a much wider variety of children at all levels of intellectual functioning with different types of language skills and autism spectrum disorder diagnosis. >> and while more children are being diagnosed as autistic, the percentage of other developmental disabilities has fallen. >> money follows diagnosis and there's a lot money in the diagnosis of autism than developmental language disord

katy zachry is live on scene in overbrook with new information on what might have sparked that blaze. >> reporter: tracy, first off it is a cold morning and there are several families here who are not able to be back in their home and seek warmth there because of the damage that this fire caused. in fact as we push in, the twin home where this fire started as just in the last bit been condemns by lni because the damage is so bad. the house collapsed during the fire fight. you can see how fierce the flames were at the height of it. people poured out to the street along columbia avenue to watch this home burn, this happened around 1:15 this morning. neighbors say they were concerned late last night that the woman who lived here was grilling and the flames were getting too big. i did speak with the homeowner about the claims. she tells me before she went to bed she secured the outdoor grill like she does every night. >> there was a grill in the yard and the grill was locked, covered, you know. and i wake up and all i hear is glass breaking and it's a grass in the kitchen. i come out the

nbc 10's katy zachry has a look. >> reporter: we're not talking about textbooks, these are books kids read for fun outside of the classroom but it turns out students at one west philadelphia elementary school were not doing this. >> one of the questions that with ask is what type of books do you like? what's your favorite author? fantasy. what type of genre. and they didn't understand what we were talking about. >> reporter: that's because there are many kids at alan locke elementary school who don't have books to read at home. their principal catherine mceller carter wants to help build those home libraries so she's asking everyone, her friends, family, even the public, to donate elementary-age books. she gives out a few books a day to students for good behavior and they love it. >> i believe that if they don't start reading for fun then how are we going to expect them to read in the classroom? how are we going to expect them to understand how important reading is to get information? >> reporter: turns out they need this extra reading at home because many older students are choosing

katy zachry is live on scene with more. >> reporter: that's new information i learned the last little bit that several families on this block of columbia avenue have been displaced. the fire marshal and the battalion chief, they have been busy inside the house investigating how this fire started. but i am told by some first responders that it may be an outdoor grill that started the fire which spread to three homes. here is a look at our video. you see how fierce flames were. it broke out on one side of a twin home on columbia avenue near 63rd street. columbia and a nearby intersection are still blocked off. we are told this house caught on fire around 1:15 this morning. there was one woman sleeping inside. i spoke to her. she said she woke up to glass breaking. hours before the fire one of the neighbors i'm told claimed that she was worried about the flames coming from the woman's outside grill. >> there was a grill in the yard and the grill was closed, covered you know. and i wake up and all i hear is a glass breaking. and it's a glass in the kitchen. when i come out the grill's on
