so the threat from north korea -- missiles. so the threat from north korea is real. and the real threats demand real responses. we have tried various approaches in the past. we tried strategic patience during the last administration. i will tell you that i think secretary tillerson has helped device a strategy of maximum pressure -- devise a strategy of maximum pressure that makes a tremendous amount of success to me. i'll share with you why i think it is very credible. we have seen in the past, in banco delta ring asia, back when north korea was caught counterfeiting $100 u.s. bank notes, we saw at that time a strategy deployed that froze the capability of that regime. to move forward which it's nuclear weapons program. we know from talking to defectors about the impact that that had internally on north korea. because frankly these weapons programs are very expensive to run. it requires billions and billions of dollars every year. north korea doesn't really manufacture much other than some of the clandestine missile parts and so forth that they transfer overseas. an

north korea diplomacy it cannot work. therefore, the thing facing us as north korea should be currently china is using the lateral approach trying to change the south china sea. japan and russia used to have a good relation and when i was the defense minister, it was first carried out very good relationship but at that point russia trade out being electoral the change of status in ukraine in the ukraine from japan but we should not tolerate the coercive that change of status and therefore together with united states japan carried out sanctions with russia and the country relationship have been somewhat strained. i think that is a universal principle for anything that is contrary to this inconsistent with that that is a basic principle of the united states and therefore japan and the united states should be firm up against china to convince to coercive or change the status is not tolerable in the china can respond to that diplomatically. the chinese threat is i don't know if we can call it a threat, it's a long-term threat

with north korea. but bear in mind in the three weeks that he has been president here, there has been a missile launch every single week. so certainly it's difficult to see how that can move forward, how he could have that engagement with north korea that he has said that he would like. and certainly we've seen condemnation from around the region once again with north korea's missile launch. the missile itself at this point is believed to be a scud missile, it's not known exactly what kind of scud. this is a short range missile. so not one of the missiles that is more concerning to the region than the median or longer range, but just the fact that north korea is continuing regardless of international pressure, regardless of sanctions and continuing to test the most intense testing really we've sign over tseen over the past year and a half. >> and now let's go to will ripley in japan. he has been in north korea, as que well. and certainly shinzo abe sounding very upset that yet again a missile comes clo

in north korea's nuclear behavior. worked to change the doctorate that allowed the regime to proliferate, launch a number of missiles and test nuclear weapons. i think important we look at north korea sanctions act as way forward to deter aggression and induce behavior with north korea and others around the region to put more pressure on the kim jong-un regime and denuclearize it peacefully. but in those conversations we have to consider whether or not china is going to in full faith carry out its commitment under united nations resolutions. right now see them taking actions they haven't in recent years, will that continue or slip back into what china does, a policy of its own doctrine of patience as it relates to north korea. what do you plan to do if china fails to uphold the united nations resolutions or fails to use influence over north korea's regime? >> as you've pointed out, they have not abided by united nations resolutions. and i think what's happening right now with north korea is an example of why that needs
