county jail in santa rita without bail charged with a half dozen crimes connected to the rape of an oakland woman. >> it's our responsibility to get this information out there. he was a lyft driver, serving the entire bay area. >> reporter: fremont sexual assault unit detective calvin tang april 8th says baireddy, driving a white hyundai elantra picked up the victim at her home for a trip to the woman's friend's house in berkeley. but when they got to berkeley, the friend wasn't home and the driver who had finished his shift offered to drive the 29- year-old woman back to her house in oakland for free. she agreed but police say he instead drove past oakland and south to his house in the 38000 block of camden street in fremont. it's an area saturated with apartment complexes. investigators say the victim went into the house for food and was raped inside an upstairs bedroom. >> after spending some time in the apartment, she was directed upstairs and that's where the sexual assault occurs. >> reporter: after the alleged crime, she was then driven back to oakland. she reported the rape. but to

oakland's mayor is fed up. mayor libby schaaf says illegal dumping is costing oakland more than $5 million a year. the city is now moving forward with a plan to hire three litter enforcement officers. their full-time job will be tracking down and fining the people who dump trash on city sidewalks. the mayor also wants to hire an illegal dumping cleanup crew and improve lighting near duffeling hot spots. she is also calling for the public's help. >> let people know that they are not going to get away with this in oakland. also to know where to call 311, both to get illegal dumping picked up and to provide any information you may know about who is doing the dumping. >> reporter: the mayor suggests, and if you hire a hauler to take stuff to the dump ask that hauler for a receipt proving that your stuff actually made it to an official dump. >> hand over your records. that is the order that san francisco's city attorney is giving to uber and-of-looist. they say the companies are cheating when it comes to driver pay

mayor of oakland. in oakland the oakland police department was facing federal receivership and i worked with the mayor, her senior adviser of public safety and the police chief to ensure that outstanding tasks of the negotiated settlement agreement got implemented. with respect to use of force, we changed the policy regarding pursuits and chasing suspects into backyards, for example. we required officers to create a perimeter around suspects and to call for back ups. we trained to value life and also advise them as to how to deal with prejudice interventions. to make these changes i attended several meetings with the mayor and police chief, the court monitor. i was a public safety adviser and command staff for policies for change. once we changed the policies for body cameras we saw significant reduction in use of force. community policing is not bad. i think that's important that the community has positive interactions with often as possible when issues arise. i attended between seven to ten national
