they meet both thresholds, including andrew yang, as you see there. the others meet one threshold. what's the most important thing for them to do right now on the campaign trail as they head into the debates? >> well, i think that for a lot of these candidates who aren't in that upper tier, what they need to focus on is making the case to these voters that they deserve a spot on the debate stage. that's going to be their best opportunity to breakthrough this log jam of, you know, 20, 21, 23 candidates who are running. they need to be on that stage because that gives them the opportunity to have that launching pad, to have that moment that will allow them to maybe gain some traction. if they're not on the debate stage, there's no chance they're going to win. they need that exposure so desperately. they certainly deserve a donation, something that will help them make that threshold so they can appear on stage with their colleagues. >> and joel, in the meantime, as we pop up that graphic one more time that shows who's making it to the debate stage, who's qualified, as you take a look

yang has been out there campaigning on. sort of universal bake income notion. i think a lot of people across the political spectrum thought that to be an interesting idea. you might contrast that, for example, with some of elizabeth warren's policy proposals, which, for example, free college, forgiveness of college debt. a very, very high taxes on people who have done well. some of that may be effective in a nor populist sense but obviously less appealing to republicans. for these candidates right now, craig, the focus i think really is on coming up with policies that will appeal to the progressive base. remember, this is a primary election. a primary electorate they're speaking to. while some of these ideas eventually they'll want to sell to a broadest audience, right now it's about getting that base support. why you're seeing warren talk about the things she's talking about in particular. >> adrian, "the washington post" reports joe biden decided to run a "campaign of limited exposure." how effective of a strategy could t

bernie, warren, who are both running on progressive economic issues, andrew yang is running on universal basic income, and pete buttigieg is running on a generational message. everyone else in the field has not been able to answer that question, why are you running for president in a very clear way. o'rourke hasn't really done that and it's happened at the same time as buttigieg has come along and sound to many people as more cerebral, more academic, he's telling a story about who he is and what he represents. his identity, his sexuality is a big part of that. i was with him in west hollywood at the abby, a very famous gay bar in west hollywood last thursday at a small donor event. he was mobbed. he was mobbed. and you can -- you just feel that sort of like passion at a grassroots level about him and you also see him doing tons and tons of media, as you guys have talked about. that's really helping carry him, too. >> let me go to karen tumulty right now. first of all, with pete buttigieg, i just can't stand how much i love his response to donald trump comparing him to the "mad" magazine

andrew yang, of course, has made it the centerpiece of his campaign. joining me now, michael tubbs, mayor of stockton, california. he's launched his version of universal basic income, first in the nation to offer it as a city. michael, a big welcome to you. you started it in february. the result of a million-dollar seed grant to give 130 people $500 a month. how is it going? what's the reaction? what are you seeing? >> it's been fascinating how something as small as $500 a month is making a meaningful difference in people's lives. anecdotally, i've heard from folks that $500 is enough for them to pay for car issues so they have more reliable transportation to get to work. that $500 has been enough for them to pay off credit card debt. that $500 a month has been enough for them to make sure their lights are on. i think the tragedy, alex, is the fact these folks were selected at random. there's probably 300,000 other people in my city who could use something like $500 a month not as a handout but a real economic flora to reward the ways they're working a
