-north korea relations. reporter: he's downplaying expectations of what might happen this afternoon. he says it's just a step. in describing it could be a very important step. you have got to go back to what your previous guest was talking about, the hanoi summit where there was heady expectation that kim jong-un was going to put on the table to sort of deal that might get him relief from sanctions. it might indicate a tangible step. he was going to shirt and dismantle then' nuclear facility. this is something south korea was pushing for a long time of and president moon discussed in that press conference. it may lead to the lifting of some sanctions. so kim came to the hanoi summit and put that on the table thinking he was going to get relief from sanctions. but in the run-up to that we learned that something like that was not going to be enough. president trump was going to ask for more and indeed he did. he said jong bong is just a part of it. he said we need the biological and miss isle program as well.

and north korea but also between north and south as well? >> reporter: jim, i should add that we saw donald trump's motorcade pass by a few minutes ago, and then his helicopter, so he is on his way to where you guys are on the dmz. what does this mean? look, donald trump is hoping that this is a recess in relations between the united states and north korea. obviously those talks stalled in february after the hanoi summit abruptly ended, but certainly donald trump is looking at this gesture as a way to regain momentum on denuclearizing the korean peninsula. certainly speaking, jim, to many analysts, they feel this is theatrics, this is a photo opportunity albeit a symbolic of a photo opportunity. it legitimatizes kim jong un. this man is a dictator, a human rights abuser and he's also somebody who executes, orders the executions of his family members. here to talk about this and much more is an adjunct senior fellow with the center for new american security and columnist for the atomic scientist. does this legitimatize kim jong un? >> absolut

and north korea. a third north korea-u.s. summit and the timing of that, really that would depend on what kind of change today's encounter will bring about. but we have expectations for future developments obviously. the last portion of your question related to yongbyon nuclear complex and whether if that is completely dismantled with sincerity then that would mean irreversible denuclearization, or the beginning of an irreversible denuclearization from the part of north korea. so if those types of actions are taken out in sincerity then a consideration of the international community for sanctions relief could happen, i was giving you a context or a background to my thoughts. >> -- this afternoon. however, as i mentioned, the focus of the dialogue today will be the dialogue between the united states and north korea. and of course president trump and chairman kim will have a reunion and have subsequent dialogue, and i hope and i do believe that this is vastly significant for the dialogue that will follow after the meeting today

to north korea. so contrary to very hastily arrange but contrary to that it is not the will to continue the dialogue. so he does want to appeal directly to president trump and then pass that engagement of dialogue. and obviously we have seen president trump on his part with negotiations shooting with those short range missiles and with the prime minister of tokyo. and he said he is open to another summit. so i think that is positive. so that we have at the moment with the intercontinental and nuclear we have a freeze on that. for the us and south korea doing military exercises and therefore speaking wrongly of each other and we have not returned to those days. so where are we with that? so i do agree with the first panel i do think it is certainly possible and the united states reportedly was ready but now all of that remains in play. the difference has not been given because i think it was over reach. but all of this could be forthcoming in the future. so what we all talked about today and the scena

korea, you said on north korea there's no way -- north korea and iran -- there's no way to exercise maximum pressure particularly in north korea without buy-in. you followed xi ginpijinping's . >> i think north korea is playing a long game, going to be building n ining infrastructure to include north korea in all these things. i did something that's very dangerous for an kdic academic in 2017-2018. i praised the trump administrati administration. i think they did a very good job of getting kim jong-un to the table in singapore. but i felt, you know, i said they had to do two things to get china to pressure north korea to get to the table and two things at once which are kind of opposite. president trump had unique capabilities. they had to credibly threaten the conflict and i think a lot of us were very concerned there was going to be a conflict in late 2017 on the korean peninsula. and at the same time, they had to convey that they didn't care about the north korean regime and weren't going to try to seek to overthrow it. and it's very difficult to do those two things at once. and

risking the defensive posture of north korea. >> how confident are you that north korea is going to come to the table with president trump and have some sort of substantive change? i remain kept cskeptical. as we've seen in the past, from a military perspective, we judge things by what has occurred throughout history, and the potential for things happening in the future. hi historically, they have brought things to the table, only to have it squashed, in terms of what could result. we've seen that, in the last two years, as president trump's reached out. that's not any different from any past presidents. that's always their hope, that north korea will come to the table and join the league of nations, as it were. there hasn't been the results coming from those meetings. north korea wants sanctions released desperately. it depends on what kinds of those meetings, that will get over -- not only that, but how it will come about. this is what i'm talking about. he said, good luck, steve. we don't know how beigun will be. part of it said that kim jong-un received certainly disappeared. can the
