republican michael steele and democrat joel payne. let's go to you first, joel. what do democrats that are trying to break through, whether they're on what is called the top tier or lower tier, what do they need to do on this coming week in the debates? >> well, i think all of these candidates are focused, depending on where you are, you're on a couple things. if you're joe biden, an elizabeth warren, a kamala harris, it's about maintaining your momentum or about padding your lead and that means trying to avoid getting dragged down into fights. these candidates are going to have to defend themselves but they're not going to want to provoke controversies most likely. if you're a mid-tier candidate like a cory booker, a pete buttigieg, someone like that, who's maybe a step below the top tier, you're looking for opportunities to draw distinctions, but you're also looking to demonstrate that you can -- you can be a viable alternative to donald trump. you know, what we're seeing is that joe biden is rating very well as the number-one democrat who can combat the presid

i am joined by michael steele. a man, government experience who also ran the republican party in a different era. >> it's good to see you, aere. >> what do you think is important on the policy side? donald trump talks this way and then what is he doing running the country? >> well, they are very much two different things in some respects. but there is the sort of the reinforcement of that hot rhetoric through some of the policies as you noted from immigration to health care to other issues that really impact people day in and day out. as we heard during the big debate on the tax cut, that a lot of the people who would not benefit from this tax cut interestingly enough were people who fervently support the president. so in one twisted sense, a lot of this hot rhetoric that seems to be aimed at you know minorities men and women of color, seems to have as equally if not sometimes disproportionate impact on the very consumers of trumpism that support him. so that for me is a very interesting sort of narrative to watch

let me bring in michael steele for john boehner and donna edwards. do you believe that joe biden is simply not up to the task with grappling with these issues? >> first of all, i think it's too early in the campaign to tell who is up to the task of grappling with those issues or being president of the united states. >> do you think cory booker not to say what he said? >> i do think joe biden has to do a reset on his campaign when it comes to having a conversation about race, injustice, about the criminal justice system and about his record. i think there are other candidates who have to answer questions about their record on some of these issues as well. i mean, we have seen the difficulty, for example, that mayor pete buttigieg has had on the campaign trail when it comes to race. but, you know, for democrats, i don't know that this is the end of a conversation that we want to have within the democratic party, especially when you have the challenges of a president of the united states who every single day either says something that's racist or miss o
