i'm a san francisco native. i'm interested in this position because about five years ago i was in jail and i decided to turn my life around after being in jail about 25 times and prison about 10 times. i got out and used the resources from san francisco and i went back to college and i got a community health worker certificate and from there i applied to some jobs and i was case manager for hospitality house for a year. now i'm current the program coordinator for hospitality house and help people who are homeless, incarcerated, getting out of jail, i help them all day, everyday. i feel i'm a good person for this because i spent 20 years on the streets, and had a life addicted to drugs and i am living proof that the san francisco resources work. i was a knuckle head and then i started to do things and listened to people and took their advice. now i go to work everyday hoping to make up for all the harm i caused in san francisco. i love this city so much because it is my hometown. i want to continue to show people

was born and raised in san francisco and died of a drug overdose on our streets in san francisco just two months ago. we have an epidemic on our streets. we need to make sure we have treatment on demand and the services that actually deliver for folks like that. this is an issue that hits folks of all backgrounds, of all neighborhoods, of all parts of the city, and i think the city has been slow to respond. you see it in the numbers, you see it in the raise in fentanyl deaths. mental health sf is a good program, but in a way, it's a repaneli repackaging of the services that already existed. it really is just the first step forward, but we need new services, and that's what i'll do as supervisor. >> thank you, ben. the next is joel. >> we will be solve our homeless crisis until we deal with our mental health crisis. in san francisco, there's something called the mental health court. this is if someone attacks someone while having a mental health attack on the street, they don't get jail time. and this is a good thing because we don't want jail to be the de facto services. i think we sh

san francisco has become the place to go to sell drugs. it is known widely. and that has got to stop, because there has to be consequences. look, i understand there might be financial challenges, but the fact is, we can't tolerate what we see happening in the tenderloin or any other neighborhood in our city. people have got to be held accountable for the destruction they are causing to these communities. and when we talk about destruction, we're talking about the people who are dying in record numbers from drug overdoses right in the tenderloin. this is a commonsense solution to a very, very complex problem. and i really want to, again, express my appreciation to our city attorney, dennis herrera, for not only putting together a unique plan, but for caring about this issue in the first place. and i want to thank him for working with the san francisco police department to actually use data to inform this decision. we know that there is a lot of work to do. and we can't continue to let the tenderloin be the breeding ground for all that is problematic and challe

san francisco has been a great home for me and my family. today, my partner, a firefighter, we are able to afford our home in the richmond, raising our child, a second greater, avenue lafayette elementary. i've spent the last five years in my life working in city government the, starting out at a legislative aide on the san francisco board of supervisors. also advocating for more than $500 million grants and funding to improve our park system at rec and park. last, but not least, but also at the city college of san francisco, champion free city college that is a higher education program froee for al san franciscans. i'm proud of the things that i have accomplished, but also, at the same time i have seen the income divide significantly increase in san francisco, especially during this pandemic, it has disproportionately hurt something the working people in our communities. it's the reason why i'm running, that i want to bring my skills and experience to the table to help close that income divide gap and making sure that all working people can

update on covid and the election and halloween in san francisco. we have 12,320 cases of covid total since this crisis began. 37 hospitalizations, 147 people have sadly lost their lives. san francisco has really stepped up its pace around its testing. we have been doing around 5,000 tests a day, which is absolutely incredible. right now our positivity rate is 0.89 and i know that so many san franciscans have been hearing the stories about how great san francisco has been doing in fighting the virus, but the fact is we're still in the midst of a pandemic. so today is just a reminder that not only are we doing well, we are starting to see a slight uptick in the number of hospitalizations, which puts us in a situation where things could possibly get worse than what they are. it's just a reminder. in places like france and germany, they've had to make adjustments. france is in lockdown again. and germany, which has been a model in the rest of the world, is looking at restrictions. it's not just what is happening here in the united states, it's still ch

i'm walk san francisco organizer. i'm speaking because walk sf is concerned about the outreach process the city is undertaking on this major revision to better market. in january, we were proud to be there. city officials and celebrate the opening of market street when it was implemented and we took cars off market. and better serve the half of million of people who walk and the tens of thousands of people who bike and take transit. i know it's the beginning of this major vision zero project that the city and the public had worked collaboratively on over ten years. better market street was slated to be the crown jewel and the grand boulevard of the city. now nine months later when the city does face very real financial challenges, we're talking about a pretty radical change to the project, but without the outreach and engagement to support that. we're shown one version of the new plan on only three blocks on a rushed time line. is this new version being shortsighted and reactionary? this is the moment we need to be as

it will offer flexibility for workers in san francisco. this would allow san francisco to collect data from food delivery workers to better understand who the workers are and what resources they might need. ideally this rebate would completely cover the cost of the electric bicycle for workers in san francisco and be offered in partnership with local bicycle shops throughout the city. it is required to qualify for an electric bicycle rebate. while conducting my research for this project, i came to the conclusion that many of these programs were not actually geared towards assisting food delivery drivers or had equity at its focus. by implementing a worker pilot program, san francisco had the opportunity to become one of the first cities in the country to meet the needs of food delivery workers in san francisco. next slide please. additionally, the city should establish a citywide rebate program accessible to all san franciscos. this could be administered through the department of environment. it would mitigate traffic congestion and increa

francisco but also makes you a success in san francisco. that is my goal. that is why i'm excited about this incredible program. i've worked with this program directly, as i said, before, and because of my experience in the jobs now program and getting my check late, i made it clear to trent that we have to do better with not this reimbursement model. we've got to get folks their payroll. so at this time, i want to introduce trent rorrer who's going to talk a little bit about the program, how small businesses can connect to the program, and how quickly they're going to get reimbursed from the program. trent? >> thank you, mayor breed. as mayor breed said, i'm trent rhorer, executive director of the city's human services agency. the jobsnow was borne out of president barack obama's jobs program. we immediately in the city seized on the opportunity right after 2009, when it passed, which, in its first year under the stimulus act, placed over 5,000 people in subsidized jobs. this went to unemployed san franciscans, san franciscans on benefits,

where does san francisco lie here? most recently our numbers showed that our percent positive number as of the 23rd was 1.58. that puts us in the yellow minimal tier. where it's more problematic, however, if we take a look at these cutoff, 5.9 in terms of the number of new cases per 100,000 as of the 23rd of the month. but you probably have heard that san francisco is actually in the orange tier here this week. and the results of that is mostly because the state provides 40% discount on the number of cases because we test much more than the state median. and so while it's debatable we should have that level of discount, it is what it is and that's where the state puts us. what does that mean for san francisco? well, essentially, if you can imagine it, because our case prevalence is still at the red level, but the state has designated us at the orange level, we're operating more in between. frankly, we're currently opening things that are really in the substantial red tier so that you can see that this is one example of

in san francisco. and finally, san francisco residents purchasing homes in the program areas. on november 18, 2019, the legacy foundation board voted unanimously to -- mayor's office of housing and community development as the administrator for the legacy in town grant program. based on their experience and their expertise in administration of existing homeownership assistance programs for the city and county of san francisco. ocii can make a one-time payment of $180,000 to the mayor's office of housing. they would then make available five loans of $32,500. these loans are no interest and no monthly payment loans. the loan amount decrease 20% each year. and the loan would be for -- in its entirety at the end of the fifth year. the mayor's office of housing would be entitled to 9,000 or 5% of the fund to cover the administrative fees associated with administering the program. the funds will be transferred to the mayor's office of housing within 90 days of execution of the m.o.u. i would like to give inf
