does the first bill passing endangered the second bill passing, and what links them? when is it going to be voted on? >> we'll, if the passage of the first bill didn't threaten the passage of the second bill, it would not have been held hostage for three months. the president could have had a signing ceremony in august, with several republican senators who are supported this bill and instead, we're looking at the barrel of the week before thanksgiving at best. it could go later than that though. i do think there has been enough of a commitment from different factions of the democratic party, and the democratic caucus to each other and it will pass. we just don't know when. i think the problem for democrats, on messaging the second bill, you heard secretary buttigieg talking about the quote infrastructure bill being very popular, with 70% of americans favoring. it they promised a lot of programs that will not attempt in the final bill. the people will be extra confused about what's in, it dual nazi projects in their communities. they drive down the road, that will be a

bill tonight? >> well, first of all, let's just be honest. and there's a reality of writing legislative language. discussions have been going on all weekend. it is going to take time for that language to be finished, and then many members have expressed wanting 72 hours to look at the language. i am hopeful. i think most are hopeful we will be able to do something by the end of the week. but i think it's more important to do it right. i do believe the time is here to land this plane, and i'm -- i think we will land the plane this week. >> every member i talk to tells me there's some other issue they're interested in that they want to see included. how open do you think negotiations still are on prescription drugs or immigration or paid family leave? like, how finalized are we looking at it in terms of a framework becoming a bill? >> you know, here's the way. the president laid out his framework. there are other issues we all care deeply about. when these bills are passed, we'll get up the next day

so we will benefit from the infrastructure bill. but again, there's the concern about voter protection. there's the concern about police reform. none of which has been able to even move forward for a debate. when you can't pass a procedural vote, they're saying they won't even discuss it or debate it, which is the epitome of an insult to many black voters. >> rev, totally agree with you. but when you look at the they you just referenced, how much is that joe biden versus mitch mcconnell or kevin mccarthy? it's the republicans who are really putting their foot down and opposing it vehemently. so is there not an ability to distinguish between the president and those opposing republicans? >> first of all, there's no question mitch mcconnell and kevin mccarthy, but i think what the white house must do is come out and aggressively champion these bills even more by saying they're willing to see a carve out. if they had come out and if they still come out and say that we would support a carve out to the filibuster on voting, a carve out to

, the build back better bill. what's your feeling of the political prognosis there? my understanding is you're essentially waiting on a cpo score and hoping with the president's word backing up the moderates, this thing can at least get through the house? >> well, and that's another important element. obviously president biden and vice president harris have worked tirelessly to get an agreement with our senators, and in the house, we now have an agreement between the moderates and the progressives. why? because the build back better bill is going to cut taxes for the majority of american families with children. it's going to create millions of good-paying union jobs. it's going to address our care economy by providing funding for elder care and home care. and it's going to reduce cost on everything from housing to child care to health care. and i am so confident, and i'm excited, quite frankly, that democrats when we're in the majority, this is what we do. we deliver for the american people. yes, there's more work

i should say this bill includes near and long term efforts. some things will happen very quickly because we're taking grant programs that already exist in my department they're just going to have much more funding to work with. for example, this week will be rolling out the latest awards for what's called the raise grants. that's about a billion-dollars going to projects around the country that enhance safety and economic development and other things that communities need. for that $1 billion of funding, we got $10 billion in applications which means we know there are a lot more projects, good worthy projects ready to go we have a chance to fund next year and we won't wait until november to do it because we know how much interest there is. having said that, this isn't like the stimulus bill back in 2009 where it was all about shovel ready projects getting the money out into the economy as quickly as possible. this is yes for the near term but really about the long term, too and we're as interested in what we call shovel worthy projects as shov

the first bill that passed and whatever comes out of the second bill when it passes, largely because they have seen polling, brian, that shows that americans do not appreciate or feel or remember what they got out of the $1.9 trillion american rescue plan that was passed in the winter, early spring, and that is a huge alarm bell for democrats. that in the height of this before we were vaccinated, americans did not really appreciate and then remember their $1,400 checks and everything else that came out of that. so that is a warning sign for the build back better agenda when they pass it. they better really tell people what's in it because a lot of the money in that bill won't even be spent and felt anyway until '23, '24. the messaging will be critical when looking at the midterm elections next year. >> critically for us both of these guests will stay with us while i fit in a break. coming up, what's at stake for this white house as they prepare to sell all of this to the american people when we come back. to the american people when we come back feel stuck with student loan debt? mov

support that bill so i voted against this bill. that doesn't make any sense. and yet others were saying, well, this is not really infrastructure spending. it is a secret socialist plan by nancy pelosi. but 19 republican senators, including mitch mcconnell, voted for this thing. and what you could see here is this is why the united front basically every single republican always voting against everything is so important for republicans. because if representative x said it is a secret socialist plan, well, if all republicans voted against it, and only democrats voted against it, if your average voter and you look at it and say maybe it is a socialist plan. but if 19 republican senators voted for it, including mitch mcconnell, clearly that is not true. and what you have exposed here and democrats in addition to having done something really good for the country, have an opening here to really help themselves political because the republicans who voted against this in the house have basically caught themselves out by saying, well, i actu

what specifically is passing this bill right now if this bill gets passed and we'll get that process later. what does it do for your constituents right here right now if this bill becomes law? >> jason, it's hard to describe how happy i am. this is transformative life changing legislation. we are creating millions of good paying jobs every year for the next decade. we are saving the planet from climate catastrophe. we are making child care high quality and affordable for literally every child in america. you already talked about universal prek for 3 and 4-year-olds and making health care affordable by expanding medicare to include hearing. this is beneficial to hundreds of thousands of my constituents. in fact, all of my constituents when you think about climate change and how it impacts everybody on the planet. this is something democrats did by unifying and of course, i got to give house progressives credit through insisting that we pass both the bipartisan infrastructure bill and the larger build back better act we're able to get this done and it goes to the senate where democrats

these are bills every one of these republicans would have supported had donald trump signed the bill. right. literally the exact same bill. so, it's illogical, but it could work. what do you do? >> it could. but you still got to run the race, baby. i just can't deal with the position of what may be. if i get in the race, i'm going to run the race. i have a record here in the state as a county chairman, as a state chairman here in maryland. as an activist. my credentials as a conservative have not changed and my views on trump and that has nothing to do with the kind of republican i am or the kind of leadership i bring. and so, yeah, you have to still run the race. you still have to make the case to the base, such as it is. but i think the base is bigger than just those who are screaming trump or for trump. and that's part of any challenge whether you're in massachusetts or maryland that you're going to have to play out is, okay, identifying your base, raising that base in such a way that you can get to that primary and then going into a general election against what in this state will
