this is a poor reflection on the city of oakland. what's the reaction from the community leaders there? >> yeah, it's a revolving door as they tell me. they're sick and tired of doing this over and over again. but i will tell you that the one positive we got was from the anti-police terror project, calling this a courageous move on the mayor's part. but as i talked to so many people tonight, they have said for the most part chief armstrong was well liked by the community. the naacp just put out a statement saying that this action erodes community trust and that mayor sheng thao failed to listen to the voters of oakland. we also talk earlier tonight to john burris, a civil rights attorney based here in oakland. here's what he had to say. >> i've never met or seen a police chief that active in the neighborhood. but he also had the greatest respect for the police officers. and so i'm disappointed that we once again fired another police chief. >> i'm disappointed because i didn't think there was sufficient evidence to justify termination

leaders, including the oakland chapter of the naacp, the federal judge overseeing oakland said that he was disappointed in the evidence that he'd seen and the federal oversight report which e% demonstrated significant problems within the department. armstrong also called the report on this alleged misconduct, quote, embarrassingly inaccurate and contradictory since the beginning. mayor tao has maintained that accountability has been the most important thing throughout this process. and here's what the mayor said. just a short time ago >> it's an absolute requirement that my administration, including the chief of police be able to work closely with the monitoring team. and to speak credibly before the court. but i am no longer confident that chief armstrong can do the work needed to achieve the vision. so today. i have decided to separate from chief leronne armstrong from the city without cause. this is not an easy decision. but it's one i believe it's necessary for that progress to continue. >> the mayor went on to say that this was not a disciplinary action. the decision was based

we haven't seen that in the oakland hills just yet. but these winds are likely going to ramp and the fact that they're up on the top of the hills where that fire located. that's we're going to see the stronger gusts moving in. so that's what the big concern is with this fire. now, those winds coming up out of the south. you can see where the fire is located there right near the top of the oakland hills there. and so we're getting the southerly wind that is taking the fire up in this direction. more further to the north. so if it's going to push anywhere, it's going to push in that direction. generally and probably try to run up the hill a little bit. fires tend to run up the hills as they begin to burn. so that's a concern for firefighters. now they're going to have to deal with that. is if this continues to burn, these winds are going to be ramping up this evening. and so there's a lot of homes in and around this area. taking in for a closer look now you can see some of the in and around the fire area. they continue to see that burnin

but first an historic church in oakland is gone. the first african methodist episcopal church known in the community as fame was destroyed by an overnight fire. the flames started outside and spread fast and now all that is left of the building are the exterior walls, the inside of the two story church is gutted, and nbc bay area's robert handa was at the church all day today and joins us live right now. you've been busy trying to get more information for us. what are you learning? >> reporter: well, basically obviously right now so much of it is geared around cleanup and trying to grab whatever it is they could grab from inside the church. they were actually able to salvage quite a bit. but as you saw and mentioned before, the flames could be seen from all over the city. it was roaring through the building. some people were talking about the fact they believe it started somewhere near the entrance on the 37th street side. maybe outside and maybe inside. they are not sure because the fire raced through the building so fast, up the w

by oakland mayor xiang tao. said that armstrong was fired because she no longer was confident he could effectively lead the police department. armstrong for the past month, as you know, has been on administrative leave after an independent report concluded he failed to properly investigate misconduct among police officers and hold them accountable. many say that jeopardized the police department's effort to end 20 years of federal oversight. it is clear to me. that there are systemic issues. and the city needs to address them. and that we cannot simply write them off. as mistakes. i didn't get into specifics, but a confidential report obtained by ktvu accused the police department of mishandling investigations of a sergeant who crashed in opd vehicle in hit and run and fired his service weapon inside an elevator at opd headquarters. the mayor said the city will launch a nationwide search to hire its next police chief. now, armstrong, you should have written response to his firing, saying after the relevant facts

this is a fire that started in the oakland hills late thursday afternoon. and it quickly spread to 3 homes. no one was hurt in that fire, but had a lot of people really nervous after a neighborhood was destroyed by a fire storm back in the 90's. kron four's dan thorn has that story. >> crews have been on scene here for several hours after a fire chewed through 3 homes here in the oakland hills. we've learned this fire first broke out around 4 o'clock thursday afternoon. 50 firefighters rushing to the scene to battle the fast-moving flames. are cameras capturing the fire burning through one of those houses. smoke was seen billowing up into the sky as firefighters. >> douse the flames. that smoke was visible for miles throughout the east bay. neighbors are reacting to the blaze. >> first i heard the helicopter and didn't hear any sirens. but then when i heard the sirens, i walked out the door, saw flames shooting at least 50 feet in the air, frying completely radical. there was no wind which is a good thing. >> we also heard from one person who says they had
