the gentleman from california. mr. herger: mr. speaker, i rise in support of h.r. 3663, which very simply delays the quality accreditation requirements for pharmacies until no sooner than january 1, 2010. without this legislation, accreditation requirement would go into effect tomorrow and many pharmacies would not be able to supply our medicare beneficiaries with needed durable medical equipment such as diabetes testing strips or canes. i heard from a number of independent pharmacies in my rural northern california district who have expressed serious concerns about the cost of complying with this new regulation. in many cases these pharmacies are the only source of basic medical supplies for miles around and they are already strapped for cash because of reimbursement charges at the federal and state level. along with many of my colleagues on both sides of the aisle, i have taken the position that state regulated pharmacies should be completely exempted from the accreditation requirement. at a minimum i believe all mem

one blaze has destroyed more than 50 homes in southern california. and it's threatening thousands more. >> the flames are raging on with temperatures above 100 degrees and with humidity hurting firefighters. adam housely is in tujunga, california. >> reporter: this morning we got here and this hill is burning. firefighters like to say its backing down or burning downhill and burns slower and gives firefighters a chance to get in there and knock the flames down. and to the right is an area flurrying up. you have hand crews down there. you ve a firefighter engine in every neighborhood. this is not the wildland. this is a neighborhood that has been here 33 years. most of the areas haven't burned in about 60 years and when you add severe drought to california and then the hot temperatures, triple digits and the low humidity which is down around 8 or 9%, it's ripe for fire. normally we show you the fire coverage here in california, it's all having to do with santa ana winds but those winds don't come up until late september, early october. look at that fl

reynolds wolf is live in lake view terrace, california. that's what everybody wants to know, what are we seeing this morning and what about evacuations? >> i tell you what we're seeing, we're getting information that came in moments ago from incident commander mike dietrich. he was telling us moments ago that overnight they got new information telling us the fire did grow as expected from 140 to even 150,000 acres. right now the fire, about 22% contained. last night the weather did help, higher humidity made a great deal of difference. the firefighters still out there on the line doing everything they can to battle the blaze. though it is 22% contained there are parts of the fire that continue to grow, mainly some of the fire action moving more to the east to an area called devil's canyon. so, the latest we have in terms of the number of homes destroyed still about 62 or so. but as the fire spread there is is no doubt we could see more of that. one of the incidents that we're having, one of the issues mere mt. wilson. we've been telling yo

let's get to our own dave price out there in lake view terrace, california. good morning, dave. >> reporter: good morning to you, maggie. we're in the area so badly affected. we're in the angeles national forest, and 20 of the homes destroyed are along this stretch of neighborhood. you can see fire completely overran this area. you may see my camera man's shadow. remnants of a home of a family of a life here. and oddly enough one of the things we found here coming in here, a fire extinguisher, unhelpful in this situation. it was so strong. now, the good news is overnight firefighters were able to take advantage of the weather of the humidity of the cooler temperatures and the fire this morning now 22% contained. but tell that to the people who lost these homes. and this fire and this battle are far from over. as of early this morning, this massive fire has consumed close to 130,000 acres. 200 square miles, but containment is up and fire officials hope they've turned the corner. >> this is our first increase in containment since the beginning of the fire. >> r

>> there's 12 fires burning in the state of california. and behind me is the angeles national forest. i want to walk a little bit, diane. want to see if we can get past this tree. you can see the hellish scene that's behind us. the entire hill is on fire there. that's the san gabriel mountains. that's a controlled burn by the fire department. the idea here is they know the season is going to get much worse. some of these areas have never burned on record. they're trying to get that thick, dry grass and trees out of the way, so they can at ast control where this fire is and where it isn't going to go. incredible fire tornadoes whipped across the sky in los angeles county monday, part of a massive wildfire, that's more than tripled in size since sunday. dozens of homes have been destroyed. thousands more are threatened. >> the last one that came down the hill is what ignited everything. and came down in such a rush of fury. >> this is a dangerous firefight. it's treacherous. and i wish i could be more optimistic. >> reporter: two firefighter
