bob redell joins me now. there were some suspicions among neighbors that this was a problem even before yesterday. >> reporter: correct. i'm located on the south side of the fire, at the command center. pg&e won't comment on the allegations, they want to see how the investigation plays out. one neighbor said they had the smell of gas in this neighborhood a few weeks prior. they said it was a distinct smell. then a week and a half ago, they said pg&e came to the neighborhood, told residents to stay inside, close their garage doors that they were investigating the smell of gas. then they took off and that was the last they heard of them. >> it's very, very disturbing that innocent people, innocent lives, the burn victims, people losing their houses, it's ridiculous. pg&e should have had a better grasp on the public cries for help of a gas smell. gas is nothing to mess around with. this is ridiculous. >> we know we have a gas line in the area and it has a rupture in it, but we don't know what the cause is. it's

bob redell is joining me live with more on that part of the story. bob? >> reporter: good morning to you, garvin. that information coming from at least one neighbor that we have spoken with who told us that within the weeks leading up, a few weeks ago, they had smelled gas, pg&e came out, we'll hear from that neighbor in a moment. i want to give you a little bit of a lay of the land. we're about -- if you look where those flashing lights are, to the right of that, which might be hard to see in the darkness, about a half mile to a mile south of where the fire scene is now. you can see the trucks out in the distance, to the right there's white smoke where the fire is. if you were to go to a live picture from our chopper, you would get a good sense of what the situation looks like now, compared to last night which is much improved. there are still little hot spots out there, but i spoke with a fire official with the california department of emergency services, they said the things they have going for them are the moisture, the fog, the inversion and the lack

bob redell is live where many people are still in shock. we heard people say they have been to war zones and even that doesn't compare to what's in san bruno now. >> reporter: that has been a comparison hearing from the people let into the neighborhood. that is still not the case for many with the road blocks are set up. that could change today. the city manager saying it is possible that homeowners could be let back in the neighborhood today to take a look to see what is left of their homes. it's going to depend on the safety of the neighborhood and how the investigation is progressing. right now road blocks have been set up to keep the public out because this neighborhood has been considered a crime scene. no one is is suggesting there is a crime. this is more standard operating procedure until foul play can be ruled out. the general thought is that this was an accidental rupture of a pg&e gas line. authorities gave us a tour of the neighborhood yesterday. a different perspective from what we see from the helicopter footage above. amid al

bob redell is live in san bruno this morning. neighbor says they smelled gas coming out of street gutters for a week? >> about a week and a half. good morning to you. you are correct. i'll have more of that in a minute. i wanted to update you on information. the last we heard officially from the fire officials was this this fire was roughly 50% contained. but this morning, about 20, 30 minutes ago i talked to a fire official with the cal department of emergency services, and they tell us that they believe that number has increased. let me give you a lay of the land. we are on glenn view that cro cross street is san bruno. if you zoom in, will you see a white glow of smoke. that's where the fire is contained. this person i spoke to said they were under the impression that this fire should be close to 100% contained by dawn. right now everything in that area that is going to burn has burned, according to him. in other words, the homes caught in that zone are gone. the foundations is all that remain. what they have is smoldering deb

bob redell is live with more on where inspections all across the bay area stand this morning. bob? >> in the state of california, eeg result oarors reassess the high risk gas lines that run through densely populated urban areas after a series of accidents about 10 years ago. these inspections have been going on since 2002. to date, a quarter of those lines have yet to be looked at. let's give you a break. pg&e has 21 miles of gas lines classified as needing stricter inspections. they looked at 750 of those miles. in those lines, pg&e found four leaks and five failures like a knick in the wall of the pipeline. that means there over 270 miles of high risk lines that need to be looked at. the utility is on track to have those inspectioned by 2012. that's on schedule with the original mandate issued by regulators. because of the explosion here, there is now a call for pushing up the schedule. the california public utilities commission that regulates, they are asking to speed up the inspections. saying it's an adequate and inappropriate inspections are taking so long. where are the high

bob redell is live outside adson elementary school in palo alto with what's behind the crack down. bob? >> research nationwide shows one in six drivers in a school zone is distracted. basic like a drunk driver according to the group that ran the research. hence the reason why police will be running operation safe passage this week. this is something to do a few times a year through friday. they will be patrolling school zones outside adson elementary. they will be at other locations and in the south bay. officers will be strictly enforcing the traffic laws to get drivers to pay attention. accidents in which a child is hurt. stop for school buss with stoplights and a slow down. stop at stop signs and yield to pedestrians, don't jay walk and make sure your kid is wearing a bike helmet, buckle up in your cars and make sure your child as a child seat. don't text and drive and who is more likely to drive distracted in a school zone? in research put out by safe kids usa, a grass roots group that promotes safety, those people are women and drivers who don't wear seatbelts. the thinking go

nbc bay area bob redell has a look at how victims are being help and what needs to be done. bob? >> good morning to you, brent. the response for red cross in terms of what they receive friday donation run from the public has been tremendous. what are you telling people? >> we are saying thank you for the overwhelming response from the communities and our partners, et cetera, that we now longer are accepting funds or donations to this disaster relief. we are always needing donations of time and money to maintain our relief responses to local disasters which are ongoing. we have that on a daily basis. >> for people want to donate, you are asking them to not to designate it for san bruno, but you can donate your time. there have been two other fires on the peninsula that could have used the attention of volunteer efforts. i got that straight, correct? salvation army in conjunction has been receiving clothes and i noticed at the recreation center, they have more clothes they could need. >> correct. the response of donation of time and money has been overwhelming. the community and th

bob redell is live to explain why. bob? >> when california enacted the ban on texting while driving over a year and a half ago, it was supposed to make roads safer. if you believe a study from the institute, it is actually having the opposite effect. the institute compared insurance claims in california and 300 states before and after the bans. it found that in states, the number of crashes actual low increased slightly. california there was a 12% bump in crashes with drivers 25 years old and younger. the theory is that people are ignoring their bans and they are texting while driving. instead of texting up here like you used to when it was legal, they are texting down here to avoid police. they are texting in their lap and obviously their eyes are further away from the road. there is the increase in the accidents you are seeing because people are not able to react as quickly. the institute which is funded by insurance companies is releasing this information and the study today at the governor's highway. it is not expected

she is in san bruno and so is bob redell. we tried to getting to w him and had a problem with his signal, but got it worked out and he has the latest on the ntsb investigation. >> good morning. the ntsb is focusing on wells that has been made on the pipe, the rupture from the crater at the end of glenview drive and levelled the neighborhood with the explosion last thursday night. investigators are also reviewing videotape of the explosion and in particular, this is video from the econogas station up the street from the blast site. this footage will be helpful because it shows the explosion itself. you can see customers responding to a sound and there is a blast of debris and the massive fireball. one drives off without filling up and the other runs inside. what's interesting is how other people respond. in one shot a woman is running away from the fire towards the gas station with her baby in her arms. in another shot, people are running towards the fire presumably to get to home, cars or loved ones. this documents some of th

bob redell is live with a run down of where the pipelines are located. bob? >> reporter: good morning. turns out the bay area is littered with the pipelines, some of them on the peninsula and others across the bay. let's take number 14 on the top 100 list. a three-mile long section between vargas and mission. santa clara county is home to four pipes. some in san jose. novato and an 1800 foot segment that runs through a suburban area of lynn darro street. the 6,000 footlong pipeline between page mill and sand hill. segments of that stretch of line made the top 100 list around the middle. because there was potential for corrosion that pg&e is monitoring. a university spokesperson said they don't want anyone to be alarmed, but they said they want to meet to find out what pg&e has done and will do to improve the segments. . >> get pg&e on it right away. this was good rchb at stanford that i would hate to see the campus injured for lack of a better term from an explosion. >> do you trust pg&e? >> trust is an interesting word. what else can we do? >> interestingly,

today the bi's bob redell has new information about the pipe that rupture. bob? >> the ntsb is focusing part of the investigation on the wells that were made on the steel gas pipeline that ruptured from the crater at the bottom of glenview drive here in san bruno. investigators are reviewing videotape of the explosion. it does exist and this is surveillance video from the gas station a few blocks up the street. the ntsb said the footage will be helpful because it shows the explosion itself. it is responding to the sound and in the upper left part of the screen, there is a massive debris and a fireball. one customer drives up and to give you a sense of how frightened they were, person runs inside. in shot you can see a woman running away with her baby in her arms. you can see people running towards the fire, presume ebl to get to their hopes, cars, loved ones. a rupture caused this inferno causing the section to blow. it has several welds in it. the thought is they pieced it together so it curved with the terrain. investigators are driveing it to a lab in washingt

bob redell is live and it's only been a week since the explosion, but already they caught several people trying to take advantage of free food and take aid from the people who need it most. >> that was their intent according to police. police arrested four people for trying to pretend to be san browno fire victims. they were caught trying to apply for new driver's licenses with that id and new driver's license and they could have been eligible for financial aid being handed out to the real victims. some of whom are seen sift their homes at the blast site. they want all homeowners to be careful about being victimized a second time. the state licensing board and the department of insurance will hold a news conference to warn homeowners about possible scam when is it comes to having their home repaired or rebuilt. the differently insurance made a few recommendations. you see the pocket license and you know they are licensed and they have the license number off that. you can go online or call the california department of insurance and check the status to see if they have major violations to

today bob redell is live in san jose with more on that report that we expect to see soon. bob? >> yes, good morning to you. soon as in the next several hours. pg&e is expected to release the list of 100 riskiest gas pipelines that run throughout the state of california. at least four are located right here under our feet near the intersection of north first and taz min in north san jose according to the mercury news. the paper reporting that the utility called mayor reed of san jose to let him know about this gas line and the other one that runs within the borders. they were asked to release the list after the pipelines exploded a week and a half ago, killing at least four people and another three still missing. presumed to be dead. pg&e made the calls to other cities to give them a heads up. milpitas being a city that received such a call and the city has two risky pipelines within the borders as well. both located west offa 880. milpitas saying it's supposed to be meet being those lines. prior to today, pg&e only disclosed the location of three high risk gas lines in the bay

today in the bay's bob redell is live in san bruno this morning. bob, a family of one of the victims say they smelled gas before the blast. >> reporter: elizabeth torres who lives in this neighborhood had called pg&e thursday the day of the explosion because she said she smelled gas and her stove wasn't working. she was waiting for the utility to arrive when the pipeline blew up, killing her at three other people. the ntsb is looking into this report and is asking anyone with any more information to please speak up. >> we've had almost 90 e-mails in response to our request for that information and so far only one of them has said they called pg&e, but that was two or three weeks before and pg&e responded to that. >> reporter: the ntsb is taking a section of the ruptured pipeline to washington, d.c., for analysis to see if the welds might have failed and caused that gas line to rupture. coming up we'll have rob mayeda with our forecast right after this. >>> welcome back. our cloudy skies eventually will clear up inland with 78 san jose, 65 around sa
