kristin dahlgren is in north carolina outer banks with the latest. kristen, good morning. >>> good morning, lynn. things have really been picking up along the outer banks. take a look. can you see the wind and rain continuing to wsh apounding. rain was sideways as mountains of surf piled up and took their chances riding out the storm could only hope they made the right decision. while the center of earl has so far stayed offshore, the glancing blow was enough to send many packing earlier in the day. cars and roads filled with hundreds threading off the thin strip of land off carolina's coast. as officials ordered mandatory evacuations for all visitors. >> they have asked us to leave. so we're going to have to cut our vacation short this year. >> to the north of new england, many were making that same decision. ferries filled with vacationers headed out or emergency vehicles headed onto vulnerable islands as last-minute preparations kicked into high gear. >> once it starts, you could sit here and watch and the boats are bouncing and breaking loose. yo

you heard the report earlier, wilmington, north carolina, 18 inches of rainfall, south carolina, extending down through the bahamas right now. all this rainfall continues to push its way, with a few waves of low pressure wrapping around this jetstream. core of cold air will wrap around the storm. until then, we have to deal with the storm through central maryland. what it means for us, periods of heavy rain, on average, two to five inches. some spots underneath heavy rain bands. one area of low pressure pushing south from midday. we enhance the rainfall. another wave of low pressure around this evening to our south. that partial for tornados and spin-ups will be with us as well. we watch the heavy rain try to push to the eastern shore. cutting off our rainfall eventually. cooler dry air spills in for the weekend. we have to watch ourselves, this flood watch and possibility of high tidal surging around portions of the chesapeake bay. just after midnight tonight. and uh, again, around early afternoon tomorrow. these are the two high tides i think we may have running about two to three feet a

not a direct hit on north carolina but the rainman already moving to the outer banks. winds moving into north carolina. i'll talk about where else it's going to affect in a moment. outside this is why we had a spare the air day. look at that dirty air. what higher pressure does when it presses down on the atmosphere. particulates get compressed and trapped at the surface. very little wind, very little mixing and that is why we are baking today with poor air quality in our east bay valleys and also in the south bay. but a wind shift is beginning to occur along the coast. not soon enough though to cool you off anywhere outside the bay, just the immediate beaches. 79 san francisco, 82 oakland, 86 livermore and fairfield. so at this time yesterday, this is where we were in san francisco but we're 8 degrees warmer in oakland. 10 degrees warmer in san jose so this big dome of high pressure is not moving out of here yet but by later on today the winds kicking up out of the west and that will provide slightly cooler air today at the coast. another hot day inland and a cooling
