gwen: we do nothing better in washington than send messages. sometimes they get received and sometimes not. but try as you might, the president can't spend every waking moment on the economy. especially when world leaders like mahmoud ahmadinejad are in new york stirring up trouble. or when there's a chance to make another pitch for the middle east peace process. but what a difference a year makes since the last time the president visited the u.n. general assembly. what's the same and what's changed, tom? >> well, what's changed for one thing is the fact that president obama is now much weaker than he was a year ago. when he went to the united nations last year, there were cheers. there were applause. delegates were taking pictures of him. his main message is we're going to re-engage with the united nations. it was an end to the so-called go it alone years of the bush administration. so he was really given a very warm welcome. and now he has been criticized over the last year as you know for having been naive perhaps in his faith in engagement.

our problem is that washington spends too much. in the pledge to america, we call for cutting discretionary spending to prestimulus, pre-bailout levels. cutting the amount of funding allocated to congress, freezing all pay on nonsecurity federal employees, ending federal control of freddie mac and fannie mae. understanding t.a.r.p. that would save $1 trillion in ten years alone. reducing the discretionary spending back to those 2008 levels, that would be, that would save $100 billion this year. we can get there through fiscal discipline and reform. >> that doesn't tackle the deficit completely. congressman van hollen, the question for you and democrats, can you allow tax hikes as we move forward to be serious about cutting the deficit? >> i'm sorry, david, what was the question? i couldn't hear you. >> can you rule out tax increases, not just for the wealthiest americans, but for the middle class if we're going to get serious about dealing with the deficit? >> well, yeah, we think it would be a big mistake to raise taxes on 98% of

i mean, what happened in washington, d.c. and the unions who were a part of this in terms of opposing what the mayor and michelle rhee did, if we make it about individual jurisdictions, the unions are powerful. some of those who oppose the refofrms in the status quo are powerful. is it good enough to step back and allow the district to have themselves. can you prevail and perform when it's this tough? >> the national leaders have to be involved and engage in the local level as well. i mean, the reform movement -- what we're doing in detroit cannot take place without very strong sup from governor granholm , mike flanigan, and michelle's case, adrian fenty. every major decision that i have made i have been sued either by local leaders, school board members, and there is a sense of urgency in these urban school districts. you cannot sit back and let children and not take care of what's needed for children, particularly more rigor in the classrooms, more effective leaders. not just teachers effective leaders. i moved 51 principal

these are fundamental things among others that people are looking for from washington. if you say you're going to do that and you get elected, then do it. there's got to be some level of accountability. unfortunately, politics today are full of people that think they can say or do anything because once they get elected they think they'll raise so much money they can make you for get. >> schieffer: you come from a state and are running in a state where a lot of folks are on social security. do you believe that it's time to privatize social security? has it outrun its usefulness? >> no, i do not believe it should be privatized. i don't believe it's outlived its usefulness. i think it's an extremely important program and it should be preserved and saved. i view social security through the eyes of two people, my four children and my mom. my mom is a beneficiary of social security. she turns 80 this year. it is her primary source of income. without its existence, her life would be very hard and difficult. i think social security faces long-term challenges that need to be con
