if you look at carpenter's, laborers represent the bulk of the hours. both are above 40% participation rate on these projects. a lot of this is opportunities that lbe businesses in san francisco have to participate. we are trying to encourage them to do more. to give a sense of the trades that are more middle -- where we did not have too much representation -- you have a whole set of additional trades that are at 10% or greater in terms of participation. again, i wanted just to give you an illustration that there are san francisco residents in a vast majority of the trades that touch public work in san francisco. there are some here that you can see we did not have very many hours. if you look at the brick tenders, elevator construction, and the field surveyor, we did not have a lot of hours. we spent a lot of time focused on the craft that have opportunities and hours in order to try to make some changes. quickly moving on to the pipeline in terms of how we can influence -- chairperson maxwell: every tall building has elevators. we are not letting them

after ernestine, we have adele carpenter. >> i am rachel and i am here for the same reason as barbara. i am a resident here in san francisco and a senior at usf. i will talk about the pacific recycling water project at sharp park, which is not on the agenda. i wanted to bring attention to the fact that this recycling -- recycled water project is going to devote 80% of the water to this golf course, which in no way am i against the use of recycled water. unfortunately, the future of sharp park golf courses on certain. the use of sharp park may soon change, which means the $5 million recycled water pipeline project may be a waste of federal stimulus dollars. furthermore, sf puc has said during their meeting held on september 28, 2010, that redirecting recycled water from sharp park would be difficult. the city should not be wasting stimulus bonds. restoration, species recovery, and building a better part aligned with the public values of not wasting any of our tax dollars and money, and water. the reason why the species recovery is so important and the reason why we should not give so m

i am a carpenter's apprentice. i am glad you are bringing this up, because it is a big issue. i do not know where to start, because i have a lot of things i have been dealing with. what is the the top of my head is that the contractor -- they are telling me i have to talk to the contractors association as far as changing the bargain agreement as far as how behind the process is. a contractor can come in here, and if they want to hire someone, they have to give a request. they can do of course job and not hire new ones. they're bringing workers from other jobs, and that is giving them credit for having 50% that they are supposed to meet their goal. this did pass. it is a good dana you are talking about this. -- a good thing you are talking about. i got laid off and had no one to back me up, and i thought that was not right. i feel this is a good legislation to pass. >> thank you. next speaker. >> i think the big picture is you do not have enough jobs. we need to work harder to get more jobs. all these people are asking for jobs. that is the big picture. local hiring is gave, bu

that means a lot, maybe not to the planning commission, but it means a lot to union and nonunion carpenters and laborers and engineers. we don't have a lot of good news happening right now. this is exciting for me, and i would kind of like to see some commissioner step up and see if we could increase the density. the knee-jerk reaction is to find a way to reduce the density. it seems like the answer, the green party gentleman earlier was suggesting we do very little or retrofit with the existing, but density is the answer. density is the greenway to live. manhattan is the greatest way to live, and we all live in a tower and everything is centralized and there is large space between the towers. that is actually a greenway to live, greener than 25-foot high house is, as we were talking about earlier. it was almost like we were trying to talk about the project as if it should be in the context of sunset. those are endless two-story houses, that is not the green way to live. i would challenge some commissioner to say maybe we could increase the density. commissioner moore was talking about the
