congratulations, scott. on another item today, today's "chronicle," great area -- great article on the area south of the china basin. there were a couple of things i think the public should know about that. the area is large, and there is talk of an arena that would only take up a portion of that. my calculations are only maybe 25% of the available area, so there is room for more development, still consistent with the parking needs which the giants have, which i think would be sufficient for the arena use. the second thing about the rain is is not just focused on the warriors or an nba team, which is very important, but i think that arena, that facility would get used as many as 300 days a year because it is such a good location. i have talked to a number of people in the entertainment area, and they feel it might be a site for major concerts' because people want to be in san francisco and its accessibility is terrific. i think it would be a great economic boom, not to mention other things we cannot have now

scott mcgrew has the details on this. >> reporter: this is just horrifying. it's a fund set up by the german government to make some kind of reparation for the world's worst crime. american prosecutors say that fund has been robbed by the very people who manage the program in new york city. six of them, all insiders, accused of working with 11 outsiders to create fake victims to steal $42 million. now, the program set up to help victims of the nazis pays a monthly stipend. in many cases clerks were helping people change their birth dates so it appears they were alive during the time of the war and then paid out the money and got a kickback. >>> on a happier note, the san francisco board of supervisors last night passed a law forcing the city to open its records wherever possible. the concept called open government. the idea has been around for a while. last year mayor newsom ordered city departments to start considering all city data open instead of confidential. the board is backing him up with that law. now what does that mean? it just encourages, let's say

. >> good morning, scott. police are here processing the scene at east 25th and highland, paying particular attention to this white car here that you see behind me. they got the third suspect in custody after he jumped out of the car and started running into back yards. this is also the car that investigators believe could be tied to a string of street robbers, as many as seven in the lake area recently. i spoke with police and they told me they have three in custody. apparently one of the victims gave a description of three people and the car. very likely a stolen car. there no plates on it this morning. officers spotted it overnight near interstate 580. police followed the car and the chp pursued the car over the bay bridge. the driver turned it around at the island and went back into oakland. police followed the driver to where we are now. the chp told us they used a pit maneuver to stop the car and crash into a parked car here. they were able to arrest two people inside immediately. both a man and a woman.

scott has the latest for us in the newsroom. scott? >> good morning. north korea dared the south to move just 1/1,000 of a millimeter. how tense they are after artillery fire overnight. north korea fired on south korea, a small island that is mostly military bases. you can see the smoke rising in the background after the attack. two south korean marines were killed. south korea fired back and the exchange lasting about an hour. the united states has 28,000 troops in south korea. none of them were involved in the firing and no one was hurt. the white house condemning the attacks and we are waiting to see what happens here. tense on both sides. >> could be volatile. hope not. a joint safety patrol between uc berkeley and city police is making a difference on reducing crime and violence. three months after the program rolled out, emergency calls south of the uc berkeley area were reduce bide about 2/3. the joint patrol is made up of two uc berkeley police and two berkeley police from the city. they patrol from 10:00 at night until 2:00 in the morning. thu
