carmen chu, our city supervisor. then rosenfield, the city comptroller. and nadia, our city finance public director. welcome all. without further ado, let me give you our mayor, gavin newsom. >> thank you all for taking the time to be here. this is an important moment. we have been working diligently behind the scenes for the last number of months to try to solve a bump in the road in terms of the future of this extraordinary museum, the finest collection of asian art artifacts anywhere in north america. we are very proud of this museum, its place in history, our city, and the contributions from americans that have built this extraordinary place. in fact, last year i gave my state of the city here because of all of the accomplishments and contributions that were made. it goes without saying, when we first made aware of some of the challenges that were taking place and taking shape here, the city family came together very quickly to try to help work through those challenges. we are blessed to have not only outstanding current leadership but outstanding lea

hall plaza and the need to retrofit city hall. this used to be in the basement of city hall. this is not really a classic datacenter. there was a need to relocate. we found the place said one market plaza to relocate the infrastructure. the downside of that was that it was not a classic design for that purpose. it was retrofitted to house equipment as soon as possible. it was not envisioned as a long- term solution to the needs of the city. over time, we have continued to pay her rent her there, however, the infrastructure at that facility has continued to deteriorate and we have never had a front to replace or improve the infrastructure. there has been numerous reports done. the estimates to improve the facility are anywhere from a million dollars and upwards to $17 million depending upon the types of repairs and level of compliance to the standings would like to add cheese. we have decided to relocate the datacenter. there are efforts to move this through the procurement process and we have been asked a lot of times why is this

they are taking care the needs of the city in a way that the city was extremely hurting due to that crisis. he showed incredible innovation in standing tall and a green movement and a transit event which would advocate for the dismantling of the freeway because it had been compromised. it was out there long before. he was able to demonstrate that by going down the freeway, this is how we can enhance the frontage and in one of the best parts of san francisco. america's cup would not even be a consideration if that freeway to not come down. he helped to orchestrate alliances among uncommon groups among groups that are not seen before the such as the nation's there is the homeless plan. san francisco was inundated and flooded and an anticipated because of the adverse affects of reagan and san francisco's or -- he was able to leverage his leadership to charter status and the status of women and he instigated the collaborative approach and the salvage the current location and plans for at&t park. in essence, he maintained dealing with and trying to respond to the earthquake. the city's finances

the future revenue to the city. it would support about 225 permanent jobs. they would not likely be in san francisco because they're so close to the end of their life. that concludes our report. those are the main conclusions. >> one of them attached to your employees here with regard to the jobs after the event itself, what about the overall investment in that part of the pork? -- port? would that even be a possibility that you can imagine or detect if this was even being entertained? >> if there was no america's cup, a private developer would have to take on these infrastructure costs. these projects will not pencil by themselves. that is really the stop-gap advantage of having the america's cup. if that was the case, if they had a lumber useful life and did not cost some much to renovate, you could imagining a situation where a private developer could come in and develop without any rental credits and make that much more money. given the condition that they are in now, it is simply not feasible. supervisor mirkar

a city that has always been a city of dreamers and doers, a city of entrepreneurs, a city that doesn't just identify these larger global problems but begins to address strategies to solve them. indeed, san francisco is very proud of its leadership to begin the process of mitigation so that we don't have it adopt and as some have said suffer the consequences of global climate change. more mitigation, less adaption, less suffering. this city decided a number of years ago after the united states did the obvious and that was decided not to participate in the kyoto accords to go further, as ryan was just mentioning, as kyoto would have required the united states. we want to roll back our co2 emissions 20 percent from 1990 standards. the challenge is how do you do it. we have mayors saying, well, we've done it. what's the methodology where you determine where you were and now where you are and i realize we're not that sophisticated in terms of really aggregating that information, registering that information and really, indeed, knowing how much we have accomplished. we are anecdotally but we

this is the inner city of amsterdam, and the rest of the city are the suburbs. the whole city, there are 2.2 million people, but the real city of amsterdam, there are less than 800,000, which i think is about the same as san francisco. i will also pass around a few sheets. the important thing is that amsterdam is one of the five major economic central's -- economic centers in europe, and we want to stay that way, and we are an attractive city for international business, like the american and asian companies that like to have business in amsterdam. it is a real nice place to stay. experts like to live in amsterdam, and is accessible from all parts of the world. it is also very important case of cycling. what irony said, 2.2 million and happens, but the last line may be the most important, about 120 kilometers per day traffic jams. that is qu7?) a lot. this distance is not more than 25k. we have a real problem. that is not good for business. for us, it is active transport, really important as a solution for being accessible. ok, does it work? yes. this is the city

in some ways, and the city -- the city is co-signing this loan. we are talking about the conditions. if they are met, a fund-raising target over the next three years, there is no out-of- pocket cost to the city to make this transaction work. that is what we're proposing to you. as part of the essence of credit, we are asking for things in return. the foundation agrees to retain a management consultant to complete a review of operations by june 30 to provide insight to improve museum operations. there are key restructurings. the controller's office will be required to approve the annual budget. we are part of in-the-loop. there are non-voting seats with the investment committee. there is a lot of documentation here before you today. it includes mutual releases. a lot of documents to memorialize this agreement. in summary, the city owns the building. we own the collection. neither are pledged to the original thadebt. it was augmented by the private financing. each year, the charter requires that we display the exhibit. it reduces the cost by approxi

the city life has come to her. now, she shops for food, works for the cleaners, and rents out rooms in her home to a team of road builders. she is saving for her children's education. she said her husband to a factory job in a faraway beijing to bring in more money, and then, she built an extension, more room for lodgers. but a demolition crew knocked it down. in theory, only the government and its approved developers are allowed to build in the new city. in practice, many people get away with it. they use their connections. in chinese -- she does not have them. >> i don't think it was an option for the city. the landlord had one of the city out there for a lot of years. when the recession hit a couple of years ago, some of the pressure was removed. i recall back seven or 8 years ago going with the department to look at the facilities and what the potential costs might be to the data center so that this has really been on the planning for many many years to move out of the plaza because of inadequate space and keeping the city as a tenant. >> if we were to abstain, hypothetically, even if the landlord had agreed, it would be a $17 million investment into a private facility. >> that's correct. >> getting at of the lease after three years, i think it's ideal for the city, should there be movement in the future, but why is it that we cannot go down the path now in terms of getting a facility that is city owned. could this have been made? what was some of the thinking there? >> in the yearlong study we have done, that work group that we work with did steady 11 different city-owned facilities i

this part of the city is in the city's recycled water ordinance area. there are very few parts of this, and that means that all billings have to be dual plumbed for the valuable water recycling. this project in addition to living up to the legal obligation will be building not a distribution infrastructure for recycled water. that means when the streets are torn up, there will be putting in all the piping to eventually connect to the eventual water supply system which the puc is considering a the west side of the city on lake merced boulevard and tap into that and the future. the result is a very substantial reduction of potable water use, such that once this is fully built out, it will use barely any more potable water then is used today, because a very substantial amount of households and district water will be serviced by this non potable water. as a very substantial ecological benefit to the project. the last component is the renewable energy program. i will let michael discuss the landmark agreement that has been reached regarding that. >> i want t

think about the city and how our city is changing demographically, and changing in good ways and bad ways. we have a discussion about the african-american out-migration. look at the local hiring ordinance. i think it is something to stem the tide of migration of african-americans. we look at the issue of the growing asian community that needs support. working-class immigrant communities still need support and are in great flux. these communities need a lot of support. that is something that i think -- why we need to be looking at, not just a short-term decision around of the mayor to bring stability in the transition, but also long-term about how we will unite communities that often are divided. i feel that we are so far along in this process about deliberating on the mayor, we could go on forever. we could open up nominations and each person that comes up would have good points and bad points. we could hash goes out over and over again. we would actually be doing more to defy the city, to prevent us having a better transition into the new mayor and to the new mayor in november as we

we need private investment and other city investment. we want people to spend their money at the port. >> thank you. >> one more question for the port through the chair. does the poor have a physician on whether or not, the simple question i have is if this is the best deal the city can get. >> i want to say that going back to the points i made earlier that this city had a negotiated agreement that involves the central waterfront sites and long-term development. i think this was the best bid that the city could make. the port commission strongly preferred the waterfront alternative. this focuses investment where we would prefer to see it. we think that this is the best bid that we can put forward right now. we have not heard from the teams they have endorsed the alternative. with this time line, this is the best deal that we can get. the are you saying with a different time line, we can get a better deal? the team was in town for the time preceding the -- and they largely left town after that. there was representatives in town after that

work on those projects and to have those around the city. we would like to relocate the servers to one of these sites. >> when did this become a request for the board of supervisors and the budget committee? >> we submitted our original request i believe in november. >> some of the larger concerns on the need to upgrade and modernize with regards to the department systems. there has been a longstanding example of problems, this function, what have you, for the city. what does this do for that particular challenge? >> when we look at what it takes to reliably run the i.t. systems in the city, i always say it takes good equipment and good people. the challenge from a facility standpoint with those systems is because they were both located at one market. we had some impact to users in the usability. we saw a third of that to improve the technology, modernize the equipment for the justice department, and we have been working with the mayor's budget office and dhr to fill the positions related to justice, so i think we are tackling the problem on

it's about as big as the city council's budget in los angeles, a city substantially larger than san francisco. money is an excuse. it is not the problem. you know what? there are a lot of folks out in the community like yourself that will step up to the plate as well and may be stepping up to the plate to adopt that 100-dollar maintenance on the tree as allen is referring to oi folks that will give up their time to try to do a little more for parks and rec facilities and dpw and planning folks to make sure they start getting challenged and can provide the support they're looking for. we have 700 plus thousand remarkable human beings that give a damn. they wouldn't be in san francisco unless they didn't care about san francisco and they want to participate. i just think things are beginning the gelnr we have every reason to make good things happen, and i just want to thank deep and marshal for starting this series of discussions on a monthly basis so we're held to account for moving this ball forward. i want to thank automatic outstanding folks within the planning department. we're discovering

there is overwhelming support from city departments as well as city buildings for the proposed district, and we have spent the last few months going to the different commissions and departments affected by this proposal to see what they thought, and i wanted to let you know the war memorial board has approved a ballot for the parcel that includes the opera, the ballet, and thyssen today we jane the ballet common end -- that include the opera and ballet. the rec and parks commission has voted their support, and you would have to vote for their ballots, and the city hall preservation commission has renewed -- voted on this, so there has been support of many of the city buildings. i would be happy to take any questions you may have. unfortunately, we have to wait until january 4, so i've the end of public testimony, public testimony will be closed, and the department will open the ballots and count them, so they can provide support about how they voted. every parcel will be listed. we will let you know exactly what is the proposed district. >> i have a lot of difficulty with the city havin

i am wondering if the city attorney's office has any comments on that. >> deputy city attorney. the agreement contemplates that if there are disputes they would first be resolved or attempted to be resolved through mediation. if that was unsuccessful, they would be referred to the icc for binding arbitration. section 18.1 -- i am sorry. supervisor campos: 18.3? >> correct. any dispute or difference that cannot be amicably settled will be finally adjudicated by arbitration under the icc. that choice as a forum was one that was negotiated and requested by the team. their rationale was that they wanted what they characterized as a neutral forum, because it is an international sporting event, for adjudication of disputes. and they were afraid that having all disputes resolved by jams would confer upon the city what they called a home field advantage. the decision was made as a negotiating position to cecde to that request, and the icc was chosen as the forum through which arbitrations would be conducted. supervisor campos: where are they had quarterbacks -- headquartered? >> i think

but it's geographicic of the city. from the golden gate heights and the little area called the extension triangle and the park and inaudiblee lake shore, lake side. we have a number of distinct -- welcome to the latest addition of the district -- i am jennifer low. today we are focusing on district 7. the district between the lake and zoo. to remain something of a mystery of san francisco. let's find the charm of district 7. >> look at this, it's one of the most unique strips in all of san francisco. we have the unique neighborhoods to make san francisco what it is. they are unique and distinct and have their own characteristics. that's what we love. >> i think the most characteristic in district 7 you have residents that have been here forever. you have generations. i am fourth generation san franciscoian. you have a lot of people that live in san francisco that live in the sunny side and lived out here for years. as a result you have a real concern and care for just basic quality of life and community issues. i think

the whole city, the work force, they are all very excited. certainly, the port is, but i wanted to let you know that the very first directive that i have issued -- and i'm not so sure i have to issue such a directive, but it is just a format, a way in which we operate to make sure everybody is on the same page. and my good friend, lt. governor newsom, is out there as well. he knows a lot more details about this, but we have been in many of his previous pronouncements where, "how are you going to implement this? how are you going to get this done?" we are going to get this done with the lieutenant governor's help as well and his enthusiastic support and leadership. it is a great decision, and it is one that the city will cherish for years to come as we unveil all the new things that will happen. but i want to announce today, in light of what i said and what we know to be the importance of this is to put together a top- notch executive committee team to lead this effort. we are looking at a solid relationship with our event authority. we are lo
