not quite mayor at the time, jean quan as she marched for her inauguration. nothing but warm words and a lot of support from all of the people who wanted her to be mayor. but down here police headquarters this morning, a different story. that 7% pension contribution that she is asking from the police officers association, it's not a new issue. quan and others told police in 2010 that the city needed that or police would be laid off. the union said we'll give you that, but you've gotta guarantee us that there will be no more layoffs. they couldn't give it. police were laid off. officers did not cave in. police say that their leaders are -- have given all they can give, and they can give no more. quan is being optimistic. listen to this. >> i think they will learn to work with me and i'll learn to work with them. >> police, the union says they gave $34 million in concessions back in 2009. the city wants 7% more in pension contribution. police say you give us a guarantee, we'll give it to you. we have to find out this morning or maybe later after this morning, a
