anne. >> reporter: yeah. we know the roadways slow down already because of the rain and check out this traffic issue. i'm on northbound 101 and 280. you can see the flashing caltrans sign up there telling drivers they cannot merge from 101 northbound to 280 northbound. look at some pictures we shot up on that ramp about an hour ago. that sign has been dangling over the roadway. apparently, part of it was dangling at around midnight. it went through a driver's windshield, the driver of a truck. it was dangling just high enough so cars could pass under it but the truck was too tall. the driver has major facial injuries but is going to be okay. the chp, caltrans, shut down that ramp. this is the ramp between northbound 101 transitioning on to northbound 280 into downtown san francisco. they want to be sure the sign is secure before they re-open the road which shouldn't be until almost 8 a.m. so again, watch out for that area. you can drive on both highways but not the ramp. the rain is picking up on the south en

anne makovec joins us from san jose. >>> reporter: good morning. the worst-case scenario could cut up to a quarter of the public safety sector here in san jose. mayor chuck reed laid out the scenario during his state of the city address. we're looking at a $110 million deficit. today the police union is meeting with the mayor and his staff members trying to come to some sort of agreement. but mayor reed wants significant concessions now from all of the city's unions. here's what he is asking for. it is including a significant pension reform measure which voters have given approval for the november ballot. right now police and firefighters can retire fully at age 50. reed wants to change that to 65 or 67 to match social security benefits. he also wants to eliminate the automatic 3% raise in pensions annually and end some of the provisions that allow for big bonus checks and payouts for sick leave and vacation pay. if police officers don't agree to this, reed has been warning of major layoffs including possibly more than 300 officers. about 349 to be

and cynthia ann parker and the whole story of cynthia ann to quanah had kind of been lost. i think people over a certain age in texas all know the cynthia ann parker story. i think there was a bit of forgetting history. my daughter goes to high school, she does not. it was an opportunity to do this story. but the other side of it, and this gets to your question of structure. what i wanted to do was, you know, i wanted to tell -- what i've been talking about mainly here, i guess, is the rides and fall of the comanches, the big picture rise and fall from their roots, their obscure roots in wyoming to the peak of their power to their fall in 1875. that's great, epic, big story. but what's cool is inside that story there was this wonderful little human narrative of the parker family. and what enabled me to do as an editor -- brian, by the way, is one of the finest editors on the planet earth who somehow, miraculously, all of my best stories for texas monthly was edited by brian. what was i saying? is. . >>> good evening, i'm ann notarangelo. there is an element of danger. that's how police describe a series of robberies in the east bay. and police believe one man is responsible for all of them. they are warning that his violent method could escalate. >> no areas are safe now. doesn't matter where you are. >> reporter: a lone armed robber hitting at least ten spots in the east bay in the past two months. his target? drug stores and sandwich shops like this subway in fremont. >> that's crazy. probably won't come back here any more. >> reporter: the last seven of the robberies have been in hayward and fremont. since january 27th a man with a gun has hit shops in all of these locations. there were similar robberies in san leandro, oakland and berkeley in december and january. the robberies are occurring at around 2:00 p.m. and 8:00 p.m. at subway, quizno's and the robber has the same m.o., hanging out in the store, buying a few snacks then pulling out a handgun and demanding cash. we know the robber has a gun. so far he has only hit people with the gun but
