i am begging you to come to the defense of our children in the bayview. we have intelligent children who will learn. california has the best universities. i want my children to be able to stay here and attend those universities. they should not do -- should not have to go to southern california. there are colleges here that can educate my children. i asked you, the school district, to be responsible. i am a taxpayer like everybody else. [applause] president mendoza: thank you. >> good evening. my name is kevin batiste. i am a representative of the bay view community, grant elementary school. i heard rumors about changes that will be made there. i would like to say on that a half that what we strive for in that they view community -- bayview community -- we have become a community school to our community. we have done things with our community, with our parents. parents are allowed to come up to the school to look for jobs, volunteer with their children. we are a good community. we have good teachers there. we have good stuff. we have good children. we wou

the specific examples right now are all of the elementary schools in the bayview. those are the practical questions we're hearing. and focused on language programs. we're hearing questions about the will immersion language programs. is it the whole proposal that seems to be driving it? what does it have to do with closing the achievement gap? given the larger gap in achievement in our district, we are represented in tool immersion programs. and what does the data show in our district regarding achievement of students, especially the english learning students? and looking at people that are very excited about that program, they are asking how we will find qualified teachers to fill those needs. we are really hoping that the presentation and the discussions really get at these questions, and that we can really find out where the priority, concerns, and interests are. it will help shape how the proposals move forward. i wanted to share that people are very concerned about this. you hear, what is the mood? how does it feel? we are trying to be ready to face a lot of ne

he worked in the bayview station. which is a hard station to work. he was transfered. he was -- he was suspended then transfered. suspended illegally. taken off the street and given a desk job which the public is paying for when he should be out on the street fight fighting crime. they took pay from him in december 2005 and put his image and displayed the image on public tv. chief fong did that and mayor newsome. they called him racist and homophobic. there is no evidence to support any of that. that was displayed and his reputation was out there on the line. and his faculty -- precludes the city from doing that. placing police officer images on display. he has received two bronze medals of valor. accommodations. he has a long history of undercover work. now his first offer that they gave him was a letter of reprimand and they want him to do a video. this is what the city offered him initially. what has changed? nothing has changed. he hasn't been involved in any other misconduct. he has been in the records room five long years. off the streets. he is not able to do th

another group came from this summer in the bayview district. the captain targeted young people that had not gotten in trouble, basically, wanting them to have an opportunity to prevent themselves from getting into trouble. i have worked for the sheriff's department for 30 years. over that time i have stood here while supervisors help us and continue to help these young people. i wanted to thank you all for giving us the opportunity to work. i know that is what you teach people how to do. thank you. supervisor kim: approximately how many young people do you get in this program? >> 25 between the ages of 18 and 25, 25 between the ages of 13 and 17. and then we have i would say seven young people that have recently been released from our jails and prisons that are san francisco residents. they work at the san francisco form that i run where be go for it -- where we grow food. supervisor kim: all of them residents recruited by the housing authority and of these captains? >> through word of mouth and the community, people are sent to was regularly.

the entire candlestick area as well as most of the bayview is within the pda. supervisor cohen: can you tell me what makes a neighborhood attractive to attract a foreign ifd? >> i should clarify -- the state law does not have as many restrictions as we are proposing. it essentially says it has to be essentially a partially undeveloped area, and that is left undefined, but we believe that means lacking in infrastructure. that is about it. the moneys have to be directed towards public facilities, and, of course, you have to have a vote of either the property owners or the people, and it cannot be within an existing redevelopment area. the logical reason for that is we are already using tax increment with in redevelopment areas, so it would be duplicative of that. those are the broad restrictions if you will on the use of that at the state level. we were asked to restrict it further in san francisco, primarily out of a concern of projecting -- protected the general fund. supervisor cohen: fast by whom? >> by all our partners in the city. their job is to make sure

desmond was born in san francisco in 1984 and grew up in the bayview-hunters point area. he attended san francisco schools including visitation valley middle school as well as san francisco city college. desmond has played with the san francisco pop warner football league. i believe it was the rams, right? excuse me, i stand corrected. he went on to a successful athletic career at uc-berkeley, including leading the pac-10 conference in tackles in 2006. in 2007, desmond was drafted by the packers. today, we are so blessed to be joined by dennis and sherry, the parents of desmond. please come to the podium.
