. >> stephen goldsmith, how would you describe the difference between being mayor of indianapolis for two terms and being deputy mayor of new york city? >> well, there are a lot of differences. there's one difference between being a mayor and a deputy mayor that's not insignificant. i'm now an agent, no longer the principal. there's obviously a difference in scale and complexity, but to some extent, you know, indianapolis is the 12th largest city in the country. it's not new york city in terms of population, but many urban problems are common from place- to-place particularly in tough financial times. so it's fun and challenging and somewhat similar, but dissimilar in a lot of ways as well. >> when did you decide to do this job and why? >> well, i'm not sure exactly when. i was, yes, teaching at harvard running an innovation center and, you know, a little bit of consulting to cities around the country. and i wrote a book on social entrepreneurship which is the relationship between the entrepreneur and non-profits and cities and government. and there was a chapter in there about new yo

you go through cities like seattle, san diego, and indianapolis, the downtown area is very calm because our problems and not have their roots in residential parking, but rather in the parking of people moving through san francisco, which often serves as a conduit for people doing business here. that is the real issue we have. what we're doing is restricting the residential parking, oftentimes. but not addressing the real problems. as far as the business parking, you wanted a lower percentage. i would be fine with a similar kind of measure, where you allow business parking. you would allow this to be in an area that is appropriate for your needs. a lot of the staff, unfortunately, stands this. a couple of other things that were brought up, i like the concept of higher fees. this is what we really need. we have the real transportation is dependable, and requires people to use this. on the commuter parking thing, i did not know about this. the parking management studies that were alluded to in the review, this is a wise thing. they can minimize the impact of the employees to try to figure

the president canceled today's planned trip to indianapolis. he's staying in washington in hopes of breaking the stalemate. congress failed to pass legislation that would suspend its own pay if there's a shutdown, and you can imagine many are balking at that. now a handful of lawmakers are announcing if the government does shut down they'll return their paychecks to the treasury or donate the money to charity. betty? >> joel, we're talking about 0.2 of 1% of the federal budget? what are the sticking points? >> democrats say republicans are holding up the deal because of differences on regulation to abortion and environmental protection. republicans say that the issues are much bigger than that, though. but we still are not clear whether they found some common ground between the $33 billion in cuts that democrats have agreed to, and the $40 billion that republicans are demanding. >> well, they're running out of time. we do know that. joel brown joining us live in washington. thank you. >>> as joel reported, it is not just money that is holding u
