supervisor kim: thank you. i wanted to ask members of the task force to do a brief presentation on some of their findings. how much to ask jeff buckley, brad bishop, and richard made to come up. thank you. >> supervisors, my name is jeff buckley, the director organizing with the tenderloin housing clinic. i will allow the members of the public to comment on a lot of the things that have been put forth by the department of public health, but i would like to say, without a doubt, we do not feel that two inspectors for five under 30 sro units could even remotely be called an adequate response to the level of bedbug infestations. there are other issues that i will address, but i wanted to summarize and describe what the working group is. once we learned there would be a public hearing on this issue, we convened a working group, which was really an informal group of people who have either experienced, a treat, work with, or collaborate with, from the property manager perspective, made its workers, pest control opera

supervisor kim: i understand that. would it be helpful to mandate a type of treatment or to mandate that complaints get resolved within a certain number of days? would it help if we were to change that? >> one of the things that changed with the december amendment to the nooses -- nuisance code is that our staff have guidelines for what is required and in what time period. we do have a standard amount of time for which the bedbug complaints must be resolved. those are regulations. they are not city law, but there are regulations. we can amend those as needed. supervisor kim: would it be helpful to amend city law to mandate a type of treatment or number of days? >> i think it would have potential pros and cons. if one treatment is much more expensive than another, it may discourage treatment and recording -- reporting. it may cause other problems. we have never mandated for private property is a particular type of pest control treatment. we would have to think about that issue very carefully. supervisor kim: i know cert

supervisor kim: any questions? supervisor elsbernd: you have hit some of the who big points. another thing that falls under the rubric is pedestrian safety. that is an issue later on in the agenda. generally, your thoughts on what they can do to improve safety in the city? >> and they can do a lot more than what they're doing now. i had a chance to review the directives from 2010. a: the status. took a look at the most recent meeting. it has not progressed to my satisfaction. there are items i think that we can implement, things that are low cost. i am concerned about areas that are either just part of an off- ramp or on-ramp. we need to do more outreach to the public. it seems that the senior population seems to get involved more in these accidents. copies are partnering with community agencies to get the message out there. i just witnessed this yesterday. i saw an elderly citizen run across the street in the middle of the street to try to stop the bus. i was shocked to even try to do that. also educating the publ

supervisor kim: sorry to interrupt. it is great to see a lot of this, but i'm wondering if you can skip ahead to the timeline for the mta in terms of pedestrian safety, what is in the works, when we can expect to see the improvements we have been talking about. >> sure. so the products that are going in the ground, on the ground since january of this year, we have seven signals that have gone in. harrison, folsom and russell goal in this year. -- go in this year. there is a parkway going in, and i think this is going in before the summer. we're looking at 50 m.p.h. and home zones. a home zone is a product that has come out of best practices in europe. it is a few blocks around the school. it is part of the pedestrian safety directive as well. marshall elementary would most likely be the first one to see this treatment. we are exploring the 50 m.p.h. signs around specific schools. carmichael would be a candidate for that. supervisor kim: can i ask why it is still being explored, not implemented? >> we're trying to get fu

supervisor kim: thank you. >> good afternoon. i'm an organizer with the mission sro collaborative, and i have been for the past three years. i have seen a lot of bedbugs, honestly, in the hotels. but before i get into all of that, i want to talk about my experience with bedbugs. i've lived in a lot of the neighborhoods you have heard are high-risk. i've lived in chinatown, i've lived in the mission. i've lived in the tenderloin. but when i got bedbugs, i was living on the corner of oak street and the zeroth in district 5. i got bedbugs from infested piece of furniture. before i had bedbugs, i had a hard time wrapping my head and around why they are different from other insect bites. i've had mosquitos, flies, cockroaches, all kinds of other insects in my apartment in the past. some that did and some did not bite. but the way i was bitten when i had an active infestation in my humble calif it made everything secondary. that was the number -- when i had and active infestation in my home, it made everything else secondary. i started

supervisor kim? supervisor kim: thank you. if i could ask again, what were some of your hopes in terms of the savings this year, compared to what is being rejected? and is what is being projected the $308,000? what were you hoping that we would get in terms of savings this year, year,dt had summarized? -- savings this year, opposed to what dt had summarized? >> i think a bit closer to 2 under 25 or more. assuming the 200 budget, i thought we would be able to save 3% of that across city departments. the efforts that have been going in the last nine months on the data consolidation effort. what we found was in order to move from three dozen different centers into two, that that requires an initial upfront investment. we have to make over the next two years. while that was a disappointment, unfortunately, it is a bit of a fiscal reality. supervisor kim: given the unexpected cost that we currently have -- sorry to ask all of these questions. do you think we are on track to make these savings? i have to be honest. while i want this

i would also like to think supervisor kim. they've been working behind the scenes up into this point. they are still protecting the parcel, the grocery store, the other neighborhood-serving community benefits. i also want to say i support efforts that supervisor kim has put together to put together an advisory committee that has seven people on it of different expertises. i think it does give power to other people in the community. as some have already said, i think it is different than looking at a community benefits agreement, or a development agreement, at a place like treasure island. this is a business developing the community business agreement. i am in support of the trailing legislation. though i share the concerns of big fat giveaways to corporations -- and i am of, and it took her -- and i am of common twitter user these days -- tax breaks when our communities are suffering such setbacks, but the voice of the community and the stronger benefits community agreement, i will be supporting the legislation today. thank yo

supervisor kim: thank you. next we have jay lee. >> hello. my name is jay lee and i'm currently occupying the at large seat, one of two at large seats. i just want to talk briefly about the at large seat in particular and the perspective that i think is needed and that i bring to this particular position. first of all, i am a pedestrian, i don't own a car and so from a that perspective i am intimately familiar with the pedestrian safety issues that are facing san francisco residents on a daily basis. i also believe that the at large community, the at large position needs to represent communities that are not necessarily represented in the existing seats. in particular i think that low income and minority populations as well as the homeless, those interests are not being voiced without the at large position. and through my work with community-based organizations and my current work through a nonprofit that works closely on homelessness issues, i believe i bring that unique perspective to the seat. and finally i

supervisor chu: supervisor kim? supervisor kim: i am not sure who i ask this question to, but my understanding is amd was the initial response to do the work to train soma residents in order to help meet the goals of employing at least 30% soma residents for additional employment. my understanding now is that citybuild will be doing that work. i wonder if i could ask some questions? i guess i'm curious as to how we are going to ensure we do the proper outreach to soma residents, in order to get them the training they need to qualify for the jobs on this project. who is doing the out reach, how we are monitoring it, to ensure we are meeting these goals? even if we do the out reach now, i do not know when this product is getting started. if you could walk me through the time line, how this is happening. >> just to go back to your other comment, we are planning to work with citybuild to do some of the training. however, we already have funded asian neighborhood hud designs to do the training. i will let steve talk abou
