ktvu's david stevenson live at sfo. you just spoke with passengers who touched down just minutes ago. david. >> reporter: that's right. they landed -- the passengers of united flight 4987 landed here at sfo about an hour and 10 minutes ago. they are here after a harrowing incident minutes after they left new orleans airport at about 5:00 a.m. pacific time this morning. the pilot of the air bus a320 reported smoke in the cockpit and instrument failure but he was able to guide the plane back to the airport for an emergency landing. the plane blew a tire as it landed and ran off the runway, 100 passengers and five crew members used emergency slides to evacuate. no injuries were reported by the airlines. the passengers were put aboard another plane that arrived in san francisco at about 5:05 and they shared with us their stories of the experience. >> we took off immediately felt like a struggle. it was pretty clear the captain didn't have full capacity to control the plane. >> the takeoff was actually smooth and fine, but o

and ktvu's allison burns is live in our washington d.c. newsroom to tell us what is on the chopping block. allison. >> reporter: dave, nearly $40 billion will be cut from this year's budget on a wide range of federal government programs and services. we've been going through the numbers and compiled a list of some of the biggest winners and losers here. let's take a look at the losers. high speed rail projects lose almost $3 billion in federal funding. highway construction loses another $3 billion. and programs to prevent sexually transmitted diseases lose another $1 billion. as for the winners, the only two departments that saw an overall increase in spending were the pentagon and department of veterans affairs. education programs like race to the top and head start are also getting a boost. the cuts to the environmental protection agency and the food safety inspection service were just half of what republicans had originally proposed. so we do expect to hear a lot of grumbling today from republicans who say the cuts are not enough. democ
