supervisor cohen: we will make a note of that. >> all right. supervisor cohen: can you walk us through the proposed transportation enhancement? >> this is what we're doing with that the street network. the existing site is essentially a 15 acre parking lot. we are introducing a new street grid that will offer easier access and a better filter in of who is coming and going on cars. that is the big transportation move. the other part of epic that we are anticipating is bus rapid transit establish through the large project. we are anticipating not developing self in the district so that you have that extra space in the bus rapid transit facility. as part of the executive part, it will be enhanced as part of their approvals that, in, established as part of the litigation monitoring approval program adopted one month ago. supervisor cohen: colleagues, i wanted to make sure -- see if you have any questions. >> i know that the county transportation authority is working with san mateo to improve transit from that sector of the southeastern part of the

supervisor cohen: do you have a question, bradley? >> yes. my question is, how can the city stop the health and dental costs better going to hit the home care workers in san francisco and county? >> let me just respond to the issue, the fact of helping san francisco for those individuals a live audience and mrs. doe, people are eligible for access to health care. that is one way of managing the cuts. so -- i am not sure about the state cuts. it sounds like the health care workers are working in the homes. >> just shoveled a light on its -- shed a little light on it. the dental has no support, for instance. >> just to respond, i think that issue is an important one, not just for the home workers, but a bigger issue facing a lot of workers in the city. it is a very difficult discussion and a very difficult situation. one of the things that is causing it though is we are facing these deficits and we are seeing high demands for services and one of the things creating a lot of pressure on the city for all costs is the cost of benefits. so, nobody

supervisor cohen: think you very much. -- thank you very much. commissioner fewer: this is for young adults 18 to 25 in district 10? must they have documentation? meaning, must they have security numbers? so they must have a social security numbers in order to participate? >> i have to provide right to work documents, which includes any document based on ini requirements, authorization to work in the u.s.. commissioner fewer: that is a shame. i think district can probably has many young adults in that district. they probably ought not -- they probably do not have valid documentation. it is unfortunate to be missing a large population of district 10. commissioner maufas: what can be done about that? as quickly as possible. >> for this program, it is a work experience program. young people are paid a wage. we cannot get around federal labor laws. there are other program designs that could be looked at, paying a stipend or looking at a day labor program model. this model is set up as a work experience program. we have no way of working around that.

supervisor cohen, 84 sitting in with us. supervisor cohen: you talk about certain triggers. if certain triggers go off, how do you address them? how do you make them right? >> i spoke about triggers in a couple of different contexts. supervisor cohen: in the context of this about dust and dust monitors. when they go off, what is the process? >> this is article 31. this is the regulation of sub- surface activities at parcel a. when a bus monitor is indicating an excessive level of dust -- these are ordinary dust monitors. these are real time monitors. the employees, the people working, should be person looking at the monitor. there should be a person adding water or other things to reduce the dust. it is not a very -- you do trading activities. if you adequately wet it, use management practices, if most days except the worst temperature, you can control the dust. there should be a feedback loop. supervisor cohen: i am trying to understand, when violations occur, what is the punishment. what is the punishment? >> this is largely it -- it is supposed to be a self compliance mec

supervisor cohen: how many minutes? >> 76. so there is not a lot of people that are getting on, say, in the morning at balboa park and then writing to sunny delaware. the line breaks down for ridership -- and then riding down to sunnyvale. what is interesting about this is that it is from a rush-hour perspective, you have got workers, for the most part, and some students, coming in from both the ocean avenue side and from the sunnyvale side, coming into downtown to work in the morning. of course, you have also got various activity coming out of downtown, going down third street and down ocean avenue. but the greater and the river sunday evening. during the mid days, you have got some people getting off. as you can see, on and some of the -- when you go past the ballpark part of it, on the third street site, some folks that are going to the central business district along third street. supervisor mar: for the audience that is not familiar with the lingo of the mta and muni, tep is the transit effectiveness of project. some of t

[applause] ok, our final words will come from the executive director for the bayview hunters point multipurpose senior center. she will talk about highlights from hsa. >> good evening. what we talked about in general was the concern that the aging population is increasing rapidly in san francisco and how was the aging network going to survive all of these budget cuts, given all the cuts we have had thus far? i would say in comparison to the previous groups, we spent a lot of time talking about, "we have been cut." then there, done that. then cut many times and have a lot of experience trying to figure out what to do. our particular departments have always done their 10%. what we came up with was other departments do not, and it is not fair that some of the departments get away without getting their 10% cuts, and year after year, department on aging and other departments have to come up with their 10%. there was a fairness issue that came up in our group, and a lot of it was around cha

cohen argued we should move forward with it. the dump broke the surface and burned from august until april 2000. it caused ongoing cleanup for the next 10 years. we have worked very hard to assure you understand this. in response to comments, the city has stated that the navy has accepted responsibility for all the debris found on treasure island, including that related to incineration site 12. on the other hand, article 12 of the economic development conveyance -- i am going to jump ahead. chairperson mar: i would like to ask you to simply try to wrap up, if you can. >> if you look at article 21, the navy says something very different than that. we have a number of cleanup projects on the island. this product is unstable, with many unknowns. we are concerned these will vastly modify the project proposal. thank you very much for your time. chairperson mar: thank you. is there anyone else who would like to speak? seeing none, public comment is closed. colleagues, the item is before us. i would like to know if there is a motion to
