the long parking nightmare is almost over at south bay san jose, rather mineta san jose international airport. i'll get that right. two new parking lots opened today easing a confusing scramble over finding an open spot and making the flight there. abc7's john alston is live at mineta san jose international airport with more. john? >> well, eric, only a handful of people show up and use two new parking lots to add about 1,500 spaces just south of terminal "b." which is the terminal that most passengers use at mineta san jose international airport. the rates are hourly and daily. fees are $2 for every 30 minutes that goes all the way up to $30 a day in the hourly lot. if you have been here in peak hours you know is it can be awful getting around with the traffic and cars lining up in front of terminal "b." seven-story lot across, and there is public parking on the ground floors. only 300 spots. most of it is rental cars being held there. finding people showing us today, they are finding that it's tricky and confusing, looking at the sunshines. >> it's confused when i came in to be hone

in san jose. information was not made public until today. and last -- two weeks ago or actually one week ago classes ended for the summer here. san jose authorities are now asking patients and students if there are other victims to step forward. take a look at the teacher police arrested. she is 28-year-old phelps who has worked as a teacher at stratford for the last five years. police have not released the alleged victim's age or gender. it's not known where the alleged molestation took place if it was at the school or somewhere else. she has accounts with facebook and myspace. information online reveals that she is married and has a house in san jose where she lives with her husband and brother. it says that she is a specialty course middle schoolteacher at stratford. now phelps was booked into santa clara county jail and now out efficacious de. we have reached out to her to get her side of the story and also we'll be speaking with san jose police later this morning. live in san jose, tara moria

tough day in san jose. the last day on the job for dozens of police officers laid off by the budget that takes effect tomorrow. kristy seifkin joins us from san jose police department. >> reporter: starting at clock today dozens of officers -- at 8:00 today dozens of officers will turn in their badges at the police department. they are some of hundreds of city workers laid off due to the budget cuts. this is the tenth year in a row that san jose is in a budget deficit. last year they approved a plan to control runaway pension costs. despite a 10% pay cut imposed on all city workers, the city still has to lay off hundreds of employees. now, these cuts include a total of 528 filled positions, about 70 of those police officers. and layoffs were made to help close that $115 million budget deficit. now, the cuts in law enforcement come at a time when crime is at a high in san jose. this year alone, already 28 homicides in the city and many are concerned about how the cuts will affect gang violence and theft. and

it's dawn at san jose city hall. city leaders are in for quite a sunrise when they walk into work on monday morning. look what's awaiting them. they parked this rv in front of city hall. it will stay here, staffed, 24/7 inviting city leaders to come talk about pension reform. they have been pushing for the talks for more than a year. now, they put the talks on hold until they can come up with the ballot language. they voted to put a pension reform on the november ballot. the unions are saying let's talk now. to make it easy on city negotiators, they are inviting them to come in and continue talking about reforming pensions. >> we are here. we are going to be here 24/7. we have actual numbers that have been analyzed. we are ready to work with them. >> reporter: the unions here today represent 600 employees, mostly mid level managers, architects and engineers. san jose is facing a $115 million budget deficit this year. more bad news is expected next year. we are waiting to hear from alex, the labor relations negotiator

we're joined by the mayor of san jose mayor chuck reed to talk about the difficult day for the san jose police officers almost 70 officers turning in their badges today. you're upset about this. >> i'm upset too. even though we're able to raise the police department budget a little bit this year, it was not nearly enough to cover the increase in retirement costs in the department. $25million increase in the police department budget just for retirement costs and unfortunately that means we have less officers. >> reporter: what does this mean for the city of san jose in terms of safety, in terms of crime, in terms of service? >> that's a little unknown at this point. it's not good. i think we need more officers. we should be hiring officers and not laying them off. we just can't afford it. we're going to have reductions in every part of the city. the other departments took 10% reductions. the police and fire departments we were able to hold them flat and up just a bit. >> reporter: union president has a letter in the san jose mercury news certainly not holding back saying all i can say to

karina rusk is live at the san jose courthouse. you talked to her attorney. >> yes, i did and she is going to return to court here in san jose on july 8 to enter a plea. she is arrested two weeks ago and now on out of custody. she appeared with her attorney to hear the charges against her. she is accused of two counts of lewd acts with a child. the d.a.'s office says the victim is a 14-year-old boy who attended school in san jose where she is a teacher. she says that she was involved with the private school for about five years. she lived in los gatos. she did not want to talk to the media but her attorney made brief comments. >> i will say she is deeply embarrassed to put in this situation and respect of privacy she does not want to comment on that. >> reporter: the judge ironed the standard order not to have any contact with a minor child involved. an attorney says he needs to review all the information and also will talk with the district attorney before deciding how his client will plead. she has no criminal history and she has

christie smith is live in san jose where dozens of san jose police officer gorgs get pink slips. good morning. >> reporter: good morning. the reality of san jose's budget crisis is certainly hitting home today with nearly 70 police officers having to turn in their badges and guns. we're told about 8:00 a.m. this morning, the painful process will continue with more officers coming by this morning. just yesterday, many got a debriefing, hearing a grim message. some of them from their union leaders that for officers with less than 20 years of experience, you might want to pick a new career because the rewards just aren't worth the dangers. the officers are victims of the city's 1$15 million budget deficit. a tough plan for those who plan to make this their life's work. >> the younger officers are the ones going out, making the arrests, finding guns, finding dope because we're the proactive ones. >> there 4 have already been 28 homicides this year, which is higher than all of last year, so neighbors and business owners are, of course, worried about what's to come in terms of police r
