abc's dan harris reports from little falls. >> reporter: i'm standing in floodwaters in little falls, new jersey. the passaic river runs through this township. you can see it rushihi behind these homes here. it's set to crest at 5:00 a.m. eastern at a record 13.8 feet. and since this has never before happened in recorded history, nobody knows how bad it's going to be. although i have to say it's bad already. i went out for what was supposed to be a rowboat ride with one of the people who lived in this neighborhood. since the current was so strong, we couldn't row, we had to get out and pull the thing. i'm looking into the side of your bedroom right now? that's your bed?d? >> that's my bed. the second floor. >> my house for 22 years. and now -- >> reporter: the city has set up a shelter for the 400 people who live in the flood zone where they can ride out what is going to be an incredibly anxious coming few hours as this water rises at, by one estimate, 2 inches an hour. >> we're still going to see major flooding in some parts of the state over the next 24 hours, because in some places

abc's dan harris is in patterson, new jersey, tonight, and dan, they have never seen flooding like this. >> reporter: they have n not, george. good evening to you. all day long, from our perch here in flooded out patterson, new jersey, we've been watching rescue crews bring out scores of families to this spot right here on boats. one by one they came. entire families with their belongings, their children and their pets. >> they just took me out on the boat. >> reporter: so basically you see the water coming -- >> and it's rising more. >> reporter: and you realize you have no choice. >> no choice at all. >> reporter: so, what did you bring with you? >> well, what we can grab. food. clothes. >> reporter: the fire department says they brought in roughly 1,000 people, some of the rescues captured live on local station wabc's chopper cam. have you ever seen it this bad? >> never. >> reporter: we gave a small camera to the rescue crews, who gave us a close-up view of how high the waters are. three days after irene, the flood waters are still wreaking havoc throughout the northeast. snarling r

abc's dan harris is now going to tell us what is happening in philadelphia at this moment. dan? >> reporter: hi, diane. good evening. take a look at this. there is a banner hanging over the street. it advertises kayak tours. well, tonight, you c cld easily take a kayak straight down the street itself. the extent of the flooding here in philadelphia and over in south jersey truly surprised a lot of people. and that necessitated some truly dramatic rescues. violent, new jersey. five teenagers whose boat capsized in a raging creek, hanging on for their lives until firefighters launched a risky mission, paddling through trees and branches to pull them to safety. >> we didn't realize the current was as strong as it was. basically, as we were coming up, we realized, wow, it's getting really strong. >> reporter: white marsh township, pennsylvania, an elderly couple rescued after climbing into their attic to escape the rising waters. north philadelphia, a building containing a chinese restaurant and a family home collapsed due to heavy rains. nobody got hurt. many people in these parts

abc's dan harris is in lower manhattan, tonight, with this part of the story. good evening. >> reporter: david, gone to you. since hurricanes are so rare here, what we may be about to witness, is america's largest city, undergoing a massive real-time stress test, especially for the nearly 6,000 skyscrapers. new yorkers are pretty much used to watching hurricanes on tv. but when a storm of this magnitude collides with a huge, vertical city, it is a whole, new ball game. hurricanes are measured by their wind speed on the ground. but winds get much stronger as you go higher. so, let's say irene arrives as a tropical storm. the winds at the base of this building would be about 60 miles per hour. but on the 25th floor, it would be 90 miles per hour. and on the 50th floor, it would be 110 american. that's the same as a category 2 hurricane. experts say most of the windows should withstand the direct assault from the wind. and there's another danger, manhattan's enormous concrete canyons can act as wind tunnels. picking up debris. and those flying objects can take out

abc's dan harris is in lower battery park in manhattan. dan? >> reporter: hey, robin, good morning to you. this is one of the areas where the nursing homes are being evacuated as we speak. also this morning, the mayor is contemplating shutting down the entire new york city subway system. hanging over all of this is a big question. can this enormous city handle this enormous storm? as one observer has noted, we in new york city like to think that we're at the center of the universe. but when it comes to hurricanes we're really on the fringes, with only five of them since 1851. it's been a long time since we've witnessed scenes like this, which makes scenes like this, stores closed up on the boardwalk, people stocking up on supplies, very strange. >> coming out and making sure i'm ready. who knows what is coming? >> reporter: experts are confident our skyscrapers can weather it but it's the flood-prone area, all 17 of them that have people worried. how bad can it get? one of the areas as we mentioned is battery park city where in a worst case sce
