we need to do a lot in san francisco to encourage young people and young families to stay in san francisco. i think we are missing out on a lot of our diversity when young families leave our city. we need to do all we can to be mindful of the needs of young families in the city. we mentioned housing. schools are a big deal. but also being able to be flexible with transportation and children. >> what is happening with crime in your district? give me your thoughts on how you think the police are doing with respect to crime in your district? >> i think we are very fortunate in district two. we have a number of great police captains that oversee the stations that touched district two. richmond and northern are the two major police stations that touched the district. we do have a lot of crime in district 2. both crimes against individuals but also against merchants along our merchant corridors. chestnut. union in particular has been hit. fillmore and sacramento. it is a big deal. we also have the break-ins. we need to be very mindful that people keep their iphones and laptops out of sight. but

i want to make sure that san francisco has a working class population. i want to make sure we do not take for granted because we are seen as more cosmopolitan, that that excuses us from not tackling issues of poverty, which there are still substantial pockets of it in san francisco. just by what others may argue. that to me obligates our requirement to make sure this city, being in its reputation of being forward thinking and progressive, learn to -- learn to make sure that that translates into economics so that this isn't a city just for those who could afford it. >> what do you feel like are some of the biggest issues facing your district? >> well, when i came into office in january 2005, a number of areas of our district, as you outlined in your opening statement, really confronted different neighborhoods in different ways. district five is by far one of the most interesting drawn districts of the whole city. my western border goes almost into the sunset. my eastern border is goss street, my northern border is california street, our southern border is

because san francisco is so young. -- because san francisco is so young, it is riddled by faults. i have a map that shows the faults across the bay area and san francisco. the granddaddy of all of these is the san andreas fault. it is the longest. it can generate the greatest earthquakes. >> it is just south of san francisco. it goes offshore down here. >> from my house to the fault is about 3 miles on average. >> the closest area in san francisco to the fault is this area here in the southwest part of the city. people said that the closer you are, there are conditions that exacerbate issues. >> the fault's effect on development depends on the fault type and soil component. the san andreas is the main fault. there is the hayward fault. the difference between the two is that the san andreas is predominantly offshore. the hayward fault actually crosses beneath populated areas and poses a larger threat. as we speak, there is a 67% probability of a major earthquake on one of these faults in the next 30 years. it is of major -- high probability. it is a magnitude 6.5. the 1906 was 7.9.

san francisco has been doing all it can. i have been the head of recovery planning since the last mayor. it takes a lot of partnerships and good planning and a focus on the vulnerable aspects. like we are focusing on our soft story buildings in the bay area. we will continue to also have a healthy city. a healthy city is one that is not as vulnerable. and economically healthy city. the have to invest in our infrastructure. that is not only a debate in the bay area. is also a debate nationally. how do we make sure of our infrastructure, whether it is bridges or roads. >> [unintelligible] >> you will find it takes a lot longer to rebuild a city? what's it generally does take a lot longer -- >> is generally does take a lot longer to rebuild. you can expedite recovery. you can literally cut it in half. that is what we're trying to also instill in other cities that we talk with, exchanging information. recovery is about preparation. it is a mind-set that right now, i am actually educating residents of san francisco to think about

is san francisco and s.p.a. in support of cdfi's being established in san francisco? >> yes, we are. we were founded in 1999 with a small business loan. that is how we started our tenderloin office. >> opportunity fund is a certified cdfi, so we are providing a benefit to low and moderate-income communities. he is the city establishing support for new cdfi's? >> mark wanted to address that, in support of cdfi's in the city. >> we have a wealth of partners in the city. s.p.a. is just now rolling out a program for r -- will be the case by the summer. let me get one last point and on the question about relationships to lenders. the question was, do have to have an account with a bank in order to get a loan? may answer is no, but the real answer to it is certainly want to do that. one of the things we see as an important thing for you, as a small-business person to establish a relationship with a lender on a variety of levels before you look for funding. part of that is opening an account with them, letting a lender know about your business, understand your business, talk

we have the poorest residents in san francisco. we have lgbt. we have immigrants, people of color, youth, and a high proportion of seniors in the city as well. we heard that people want to see more jobs, want to see access to more jobs for our residents. we want to see more preventive instead of just reactive. we want to see after-school programs versus the police picking them up because they are out on the street, which i think our chief agrees with. i actually ran for the board of education in san francisco and got to serve a term on our school board. what really surprised me was how much i enjoyed it. i loved it. i love meeting with families, meeting with youth, meeting with teachers, visiting schools, and getting a deeper understanding of what it means to make our system work better. the one thing i really enjoyed was i got to run within a district instead of citywide, was that i really got to know voters and residents. i actually enjoy campaigning more because i had time to knock on doors and the voters individually. i'd love it. i actually

i m leader pelosi's district rector in san francisco. i've been with the for about nine years, and we are excited to put on this forum today to help people learn how they can access credit and capital for their small business. click background on some of what was accomplished in the last congress when later closing was speaker of the house. she had had 16 tax cuts signed into law to help small businesses grow and thrive. as we know, during the last 15 years, small businesses account for about 2/3 of the job growth in our country, but when the bush recession hits in 2009, 2010, small businesses were hit particularly hard. small businesses are the center of her agenda. congress under her leadership gave 27 million small businesses tax cuts. two main pieces of legislation -- the small businesses jobs act in the information you have, will create a total of 500,000 jobs and create eight tax cuts. they are all described in the packet you have. also, unleashing up to $300 billion in credit for small businesses to access. there are another eight

many other locations in san francisco de. after finishing swimming at stanford, years ago, i found this very receptive place. there is no other location in the entire san francisco bay area that is protected as aquatic park is for swimming. i have personally participated in the rescue of a swimmer who was done in by a tugboat. it was not a pleasant experience. i would like to see the eir address the recreational use of aquatic park, which does not address. i even have the knowledge of the 1900's of city beautiful development of the area, which designated the aquatic park area for recreational use. even though i decided to support the idea of the america's cup, i am very skeptical of their commandeering for the nine weeks of the summer season, which is the only time the water gets up over 60 degrees for swimming. at least that should be addressed and limitations to the use of power boats and other craft in that area, which is so unique to swimming -- i have tried swimming in practically every venue you can imagine, up and down

>> mayor for the city and county of san francisco. >> tonight, san francisco has a new interim mayor. >> a few minutes ago, city administrator now interim mayor ed lee, emerged happy but humble. >> in 2011, a temporary or interim mayor was selected by the board of supervisors, what is an interim mayor? why do we need one? is it the mayor's supposed to be elected by san francisco voters? how did this happen? let's rewind the story a little and look at the people and complicated process that led to this historic transition. the last time san francisco had an interim mayor was 30 years ago, when, in 1978, george mosconi, was assassinated by supervisor dan white. >> both to grow rather mosconi and harvey milk have been shot and killed. >> they needed a new mayor at the time. the board got together and appointed dianne feinstein. >> we did not have much to go on and looked at 1978. there were no hints as to who put it on the board, if any discussion occurred about a process. >> what triggered san francisco's search over 30 years later was gavin newsom's election to the office of lieutenant

[applause] >> you are talking to one of the happiest people in san francisco. this was an extraordinary an historic vote. but it was symbolic. remember, the new board of supervisors who convenes tomorrow will make the actual decision on who the next mayor will be. >> everybody came down to ed lee with the expectation that it will be done in the most intellectually honest way and in a way that role and order is respected. i think we discussed a few nominations and came down to this one by a common denominator. >> i had a sense of urgency because i did not want to see anyone being acting mayor in the presence of the board of supervisors. that is not the kind of transition i talked about. we need to have a transition -- legislative branch separate from the executive branch of san francisco. that is the best way to do our work. people would not like the situation of having an acting mayor and president of the board of supervisors. >> now the dominoes in this chain of political events were falling day-by-day. the next day, january 8, new board members were sworn in.
