barbara starr at the pentagon, thanks. in an address before a joint session of congress president obama laid out his new plan to put more of us to work. and today he's hitting the road to sell his ideas to the american public. we go live now to richmond, virginia where he's getting ready to make a speech. >> reporter: we're awaiting the president. in about an hour and a half he'll be speaking here selling the plan he outlined last night. the two really big chunks of his jobs plan about $250 billion for extending and expanding a payroll tax cut for employees making it bigger than they're already receiving and extending it for employers for small businesses and also about $150 billion for infrastructure spending, highways, railways, schools, that kind of thing. new energy that you sort of saw the president have last night, it was sort of in contrast to what we've seen recently. he's taking that on the road. he will be in ohio next week selling this plan and today he will be here at the university of richmond trying to appeal

interesting. >> barbara starr joining me now from washington. what about other programs or people trying their best to help out veterans. >> reporter: in the president's new job there's, as a matter of fact, a number of programs trying to offer tax credits and other incentives to hire veterans. it will remain to be seen if congress passes that. one of the big efforts to get jobs for veterans. it bad, isn't it? very difficult for too many veterans to find work. >> reporter: it is, indeed. you know the veterans unemployment rate you mentioned 11.5% for younger iraq and afghanistan veterans. in some places it's running double than that especially in rural areas, small towns veterans, home towns that want they go back to. it can be up to double that and many young veterans say if they don't choose to go school the best they can hope for is some minimum wage paying job and that is not what they are looking for. most of them, of course, are looking for careers and good paying jobs just like the rest of us. >> absolutely. thanks so much especially afte

barbara starr, thanks so much. >>> ten years since al qaeda's attacks on the united states and ten years since the u.s. president declared a war on terror and ten years living with an elevated threat level. are we safer than we were pre- 9/11? paul is at ground zero in new york city right now. what about that, paul? is al qaeda a greater threat now than before 9/11? >> reporter: well the threat fredericka is not as acute on 9/11. as you can see the flashing lights behind me, there's still a threat today. there's evidence of some sort of plot perhaps coming from pakistan from al qaeda over that. that information is not corroborated at this point at this moment but they still have a safe haven in pakistan. there are recruits going to the training camps in pakistan and giving them opportunities to recruit them and train them in bomb making training and send them back to the west. they still have a safe haven there. the drone strikes have been damaging to the organization that bin laden is dead and they've been able to promote fresh blood through the ranks in the tribal areas of pakistan lik

maybe it's a rewarding feeling that i didn't get when i was g doing it at the time. >> barbara starr is with me this morning in washington. good morning to you, and i mentioned at the top there thattor for veterans of iraq and afghanistan the unemployment rate is among the highest of any group. just how bad is the job market for them? >> you know, t.j., this economy is hit hadding afghan and iraq veterans returning home very hard. for america across the board it's in the 9%-plus range. for these young veterans it's in the 11%-plus range. and in some areas of the country even close to double that. they are finding it very tough to get jobs when they come back. if they don't go back to school on their gi benefits, a lot of them say the best they can find is some minimum wage job, and that's not what they're looking for. so a lot of them are trying to make, like mike, their own new lives, own new careers. >> everybody will hear that and say, that's just a shame. these are athe very men and womn we should be taking the best care of when they come back. is there more stuff popping up and

. >> our pentagon correspondent barbara starr is here with me now. just how bad is this jobs market for the men and women coming back from war? >> well, t.j., the jobless rate in the country is over 9% in some places. but for veterans, it's over 11.5%. in some parts of the country, especially in the rural areas, these guys and young ladies are coming back from the war finding it very tough to find good bag jobs in the country, t.j. >> are they getting help? >> the president's new jobs bill does call for tax credits for employers, up to about $9,500 in tax credits for hiring veterans. we are seeing some companies do some targeted hiring programs, trying to find veterans that will come to work. but a lot of the kids tell us what they mainly find, if they don't go back to school, they mainly find minimum wage jobs. think of it this way. a lot of these young troops have been out there, carrying a weapon, walking patrols for years. it's not great jobs training for when they come home and they say that's what they need. >> barbara starr, thank you so much

cnn's barbara starr is following that side of the story and is live at the pentagon. >> good morning to you. during gadhafi's regime everything was kept under tight control. now u.s. intelligence officials say they are concerned that terrorist groups may be taking hold in the confusion if you will that is libya. what they are telling us is that it is not like there's thousands of terrorists. it is in the like al qaeda has set up shop. but they do believe that dozens of potential fighters have moved in and they are concerned that terrorists, including al qaeda, are getting ready to set up a long-term presence in libya, that they are taking advantage of this current situation when maybe nobody is watching the borders too carefully and that they are moving in setting up networks and setting up their influence and, of course, one of the concerns is that weapons control inside libya is minimal if at all. we know that there's thousands of surface-to-air missiles believed to be there. hundreds of thousands of small arms. who is getting their hands on all that stuff? that's the concern. >> l

barbara starr joining us once again. a clear message just one day before the 9/11 anniversary. >> reporter: well, good morning, kyra. that is exactly what u.s. commanders think that the insurgents, the taliban were trying to send a message on the eve of the 9/11 anniversary. saturday when that truck bomb exploded outside a u.s. combat outpost in wardak province, that's an area of eastern central afghanistan, if you will. a long time insurgent stronghold. now 77 u.s. troops were injured, mainly with concussion injuries. thankfully none of them were killed. two afghan laborers were killed. a lot of afghans also injured. u.s. officials say that initial calculation is this truck bomb might have been carrying as much as 1,500 pounds of explosives with an accelerant to cause the maximum damage but barriers at the main gate of the base absorbed most of the blast. you know, this is a typical taliban insurgent tactic that they have seen time and again but this time thankfully no americans killed. kyra? >> what else are commanders

let's check in with the pentagon correspondent barbara starr. barbara, what's going on? >> fredricka, good morning. news just breaking now from the pentagon where they have announced that force protection levels, essentially security levels at u.s. military bases are being raised in the days now in advance of the decade anniversary of the 9/11 attacks. pentagon officials say it is mainly bases in the united states where they are now raising the so-called force protection levels. the security levels, the security measures around u.s. military bases. u.s. military installations in the united states. defense secretary leon panetta approved the measure, we're told in recent days. this comes at the request of top commanders. what they are saying, fred is they do not have specific intelligence about any attack against a u.s. military installation or u.s. military personnel, but the documents they got from osama bin laden's compound in pakistan talked about attacks, talked about the 9/11 anniversary, and they say it is just a prudent measure now to raise the security levels. an

barbara starr following that for us. barbara, what exactly do we know about this possible terrorist infiltration? >> well, kyra, what pentagon officials and defense officials are telling us is they're growing increasingly concerned that al qaeda and other terrorist groups may be trying to gain a foothold in libya now that gadhafi is gone and this new transitional council still doesn't have a firm dwrgrip on country. this is an analysis. they say they don't know for sure. they don't think thousands of fighters from al qaeda are moving into libya, but they are worried that perhaps dozens of fi fighters are getting an organization and a network going while the country there remains so uncertain. you know, this is the perfect time for them to set up shop, keep a low profile while there's not a firm, central government in control and gain their toe hold. of course, in libya the concern always is there's thousands of weapons, basically, floating around that country now with no real government control. that's the kind of thing,

barbara starr is calling that for us out of the pentagon. barbara, you know, what's your take? i mean, won't the refusal of do this, to put the pressure on just ratchet up the tensions between the u.s. and pakistan? >> well, you know, all last week, kyra, we saw a parade of u.s. officials, military officials here in washington come out and talk about the haqqanis and really try and raise that profile of pressure against the pakistani government to get them to crack down, stop providing the safe havens in pakistan for the haqqanis. the financing, the advice th th the u.s. believes and in particular the pakistani intelligence service is providing to this criminal terrorist network inside pakistan the information coming almost every day. sources confirming for us that in fact in that embassy attack that the attackers had cell phones with them, they had haqqan iphone numbers back in pakistan inside those cell phones. many, many attacks, dozens perhaps now over the last couple of years, inside afghanistan tied to the haqqanis and, as you say, no sign yet that the pakistanis who are

and up next is barbara starr at the pentagon. barbara, talking pakistan, because the foreign minister is very, very upset with the regards of the admiral mike mullen about the intel community? >> well, absolutely. pakistan and the u.s. are supposed to be some of the closest allies in the war of terror, but now three days in a row both sides throwing darts at each other and then some. today, a top u.s. military official said that pakistan's support for the haqqani network, and the pakistan intelligence network, and the haqqani network, that pakistan is directly supporting them with intelligence at the highest level, and this is quite a statement following admiral mike mullen saying that the isi is a veritable arm of the haqqani network and that is with a response from mullen's counter part from pakistan, and he said the remarks were disturbing and he had a meeting with admiral mullen to talk about it, but the u.s. is not backing down. leon panetta says that the attacks by the haqqanis and the support by the pakistani government is

we have our pentagon reporter, barbara starr on the phone right now. it's tough to get information, but what do you know? >> reporter: what we're really looking for is the confirmation of the report from the yemeni government that this has happened. it will be key to whether it is the yemeni forces or u.s. forces that carried out this attack, if true. it is really important to know that u.s. special forces have been in and out of yemen for some time. we know there was a contingent there recently working on training and counterterrorism assistance, if you will, with the yemenis. we don't know if the u.s. troops were involved, but there were u.s. troops there recently. multiple military sources have told us that. as you said, one of the key things about awlaki is his involvement with al qaeda in yemen. they in recent years have proved to be the one terrorist group that essentially could reach out and touch inside the united states through the underwear bomber incident, the times square incident, whether it was inspired by al awlaki or carried out at his

our pentagon correspondent barbara starr is standing by with the latest. barbara, a lot at stake right now, and what are the officials saying? >> well, wolf, pakistan is supposed to be one of the u.s.'s closest allies in the war of terror and the united states gives them billions of dollars in aid, but for the third day in washington, tensions are ratcheting up. today, a top u.s. military official said indeed, it is the top leadership right at the top of the isi, the pakistani intelligence service that is supporting the haqqani network with money, training and advice and supporting the attacks within pakistan and some of those troops killing u.s. troops in afghanistan and of course afghan civilians this is coming after mike mullen and leon panetta have been saying all week that the attacks are no longer tolerable, and that pakistan needs to crack down on them. today, the pakistani army chief, mullen's counterpart fired back saying that mullen's comments are not accurate, and even saying that they are disturbing. in the words of general, the pakistani army

. >> the pentagon correspondent, barbara starr, has been following this situation. no concern, says jay carney. what about the department of defense? any comment from them? >> when i asked folks about what they thought about it, i got a lot of rolling eyeballs. their feeling is, they are international waters. they are free to sale in international waters but it's a long way from tehran to miami. you know, so if they want to spend the money, good luck to them is the attitude. international maritime is not easy. it costs a lot of money and trained force and have ships that can make the journey, resupply, fuel, food, all of those things. it's a much more complex effort than people might think. the iranian navy a political stt of iran's intentions rather than a new military strategy by them. >> so, peel back the layer then for me, barbara starr? what does the u.s. really think iran's real intentions are? political? >> you bet. the iranian navy, for years, has made it very clear. it wants to dominate in the persian gulf. those vital economic, international shipping lanes

barbara starr. she has much more on the day that meyer calls the worst of his life. war is chaotic. we know that. but the events of september 8th, 2009, were especially so. what have you been able to find out? >> well, when this young man steps on the podium shortly at the white house, next to the president of the united states, he truly is stepping into the pages of history. what he went through on that day in afghanistan, you know, it really will just make you stop and pause. they got ambushed. they were in a firefight. these sorts of things happen in afghanistan. when they called for help, when they called their headquarters and said, we need helicopters. we need reinforcements. we need artillery fire. we are pinned down. they didn't get an answer. four time dakota meyer asked for permission to go to the help of his buddies who were a short distance away. four times he was denied permission. this young marine finally disobeyed orders with another marine. they got into a gun truck. meyers was in a turret totally exposed to enemy fire and everything rushing off. literally firing at

. >>> i want to go for breaking news to our pentagon correspondent barbara starr who has the latest information on who we believe was responsible for the killing of this terrorist awlaki. barbara, what do you know? >> well, suzanne, u.s. government source telling our producer lisa jensen that it was a missile fired from a u.s. drone that killed anwar al awlaki and three others traveling with him in this convy in yemen. as you know, the u.s. cia, as well as the u.s. military, operate these remote unpiloted aircraft that carry missiles. they have used them extensively. the cia in pakistan. they've been used in somalia. they've been used in yemen. whether it was the cia operating the drone or the u.s. military, firing that missile off that drone, we don't know. but there are a couple of hints out there, suzanne. just a little while ago the president of the united states publicly paid tribute to the u.s. intelligence community. that means the cia, for its work on this operation, and earlier today a yemeni official said that this all involved cooperation between the u.s. intelligence community and t

nick, we also know from some reporting from barbara starr that the u.s. has stepped up its drone attacks into pakistan against the network. we've had this discussion before, but this seems at a kind of higher intensity right now between the u.s. and pakistan. where is that relationship right now? >> the relationship, candy, is at its lowest point in many, many years. this was an extraordinary and very significant statement by admiral mullen today. in the past, american officials had insinuated that pakistan was ineffective in dealing with terrorist groups on its soil, sometimes saying they might have some involvement but to say it's a veritable arm of the pakistani intelligence is a very dramatic statement and it poses a very complex dilemma for the united states that the ambassador and i had to deal with when we were in government. we know the pakistanis have not been on our side fundamentally in this fight against terrorism, and yet we know that they're also a key factor in the eventual resolution of the afghan war. so that's the dilemma. do you cut off

barbara starr has more on this from the pentagon. barbara, what's going on? >> well, you know, ali, i talked to some of my sources here at the pentagon what they thought about all of this and i got to tell you, i got some rolling eyeballs when they were talking about this announcement by iran. look, international waters are open to everybody. the u.s. navy is happy to let iran sail into international waters, not into u.s. waters, though. but these kind of maritime operations international naval operations that iran is talking about is a lot harder and a lot more expensive than you might think at first blush. they're going to have to, if they want to do this, a very highly trained force and they're going to have to have ships and airplanes and refuel, resupply and stay at sea for months. that's something they haven't had a lot of practice with in iran. earlier this year, they sent some ships through the suez canal into the mediterranean. that's about the furtherest they've ever gone. if they want to do this, the reaction at the pentagon is, have at it. it will

barbara starr has that part of the story. what is this about, barbara? >> reporter: well, ali, this is, in september of 2009 when his unit along with an army team and afghan troops moved into a village in eastern afghanistan. the village lights go out. it was an ambush. what happened next is a six-hour firefight that made meyer a hero. as this highly critical army investigation found, senior officials were complacent, lacked awareness of the battle and failed at almost every level. >> it's a bad day. you know, it's -- to describe it, it's probably the worst day of my life. not probably it is the worst day of my life. >> reporter: one marine radios we are going to die out here. the investigation said commanders denied requests for extra firepower, represents and backup troops. artillery was scrambled but the decision was overruleed by higher echelons. four times headquarters denies meyer's request to run and help. finally he disobeys orders and enters the kill zone five times. >> applying aid to as many as i could. under heavy fire the own tire time. i kn

. >> barbara starr joins us now live from the pentagon. barbara, is this a real change of direction if it's true? i mean, i know we are supposed to have all of the troops out by the end of the year, but looking at iraq some people thought some might have to stay. >> ali, i think that has been the case all along. listen for a minute -- let's start with what the president of the united states said about all of this as recently as last august. have a listen. >> consistent with our agreement with the iraqi government, all u.s. troops will leave by the end of next year. >> reporter: what is the reality? we are talking about 3,000 troops staying, even though the president said all of them are getting out. that was never really the case. the bottom line is the united states and iraq were always planning to sit down and have the talks they are having right now about how many u.s. troops might stay after the end of the year. the iraqis have long agreed they may need help with some certain things like finding t ining ter and all kinds of things. how

let's go to barbara starr. what's the latest, barbara? >> i spoke to an official who is not backing down from anything that he has said he is about to retire and maybe it's easier to say what he really thinks. the chairman of the joint chiefs of staff in an interview with cnn's fareed zakaria would not back away from his contention that the isi is directly supporting a violent terrorist network. >> there are elements i think of the isi, very active with economy. >> admiral michael mullen, the president's senior policy advisor, publicly accused them as the close ally. >> the pakistan's internal services intelligence agency. >> reporter: several officials anonymously say that mullen went to far. he recognizes ties to the akani. >> is it an arm of the isi? yes or no? >> it's not language wang that i would use. >> pakistan whose been furious for days about mullen's accusations but they say an attack injured more than 70 u.s. troops. >> with isi support, akani operatives planned and conducted that attack as well as the assault on our embassy.

barbara starr caught up with an iraq war veteran who is actually sowing and now reaping his own opportunities as an example for other veterans. >> reporter: i'm a it city girl. what is all of this stuff? >> there's all kind of vegetables grown over here. here is curly dock, kind of sour, you can cut this raw in a salad. you can cook it it. >> reporter: after serving in a marine corps reconnaissance unit in iraq, mike haines returned home in 2004, plagued with such severe combat stress he couldn't work. he found himself homeless. >> when i came back, i really had extremely difficult times transitioning. i just could not interact or associate with society at all. >> reporter: then mike came to this farm just outside san diego. here fea fellow marine teach farming forfeit low veterans. the it's much mciff neneeded he. the unemployment rate for veterans is 11.5%. and mike was vulnerable, says colin. >> it was frequently he would call and say, i couldn't think we can make it today. >> reporter: now mike is turning everything around. at the farm's kitchen table, a new life is mapped out. >> i've go
