kraig debro has more on this financial crisis, craig? >> reporter: good morning when the city manager was here in downtown san jose, she had something to say to city council members but this was a problem they faced earlier this year and it had to do with balancing the budget, tax increases or do something to their pensions to massage that or get the costs down. according to the city manager they are considering closing all the branch libraries even laying off some park rangers. you may recall earlier this year they have 10 unions to agree to a course the board pay cuts and not only that, up to 500 people were laid off or their jobs were not replaced when people retired. they are not facing that dire situation this fall, however when they started planning their 2012 / 2013 fiscal year, they are delaying the opening of four other libraries and there is even talk of laying off some crossing guards at schools. we want to go to school and get reaction from one of those guards. reporting live kraig debro ktvu channel 2 news. >>> managers of t

kraig debro tells us about a new initiative to reduce crime. >> reporter: i'm standing at a gas station at west grand and market. you can see me clearly through the fluorescent lighting. over at the street the light is dimmer. urning orange, yellow -- orange, yellow in common. things aren't as visible as they were at the gas station. there have been multiple studies that the more lighting you have, the less crime in an area. bad economy has a lot to do with it. in this case there is a statewide law that mandates a reduction in the intensity of street lighting. it was passed in 2002. the idea was to save money and keep lights from being diffused and blocking views. since that happened cities have saved money but some people say that brought on an increase in crime in the areas where the lighting was dimmed. we will get a chance to talk to the minister and see what he is asking the state to do. kraig debro, ktvu news. >>> fbi statistics show there were 15 violent crimes for every 1,000 people, the most 0 for any bay area -- the most for any bay area city. the fbi claims much of the crime

kraig debro has the details of what happened out there. good morning. >> reporter: good morning, dave. the oakland police are detaining two people in connection with a chp initiated pursuit that began on high street and ended up here at 13th and chatam. the intersection behind me. it's actually chat -- you can clearly see as the headlights end up on the ground all of the debris left behind. the chp spotted this black american made vehicle traveling northbound on high street about 1:00 in the morning at a high rate of speed. chp gave chase. chp then called opd about eight minutes after 1:00. at that time they were investigating a shooting at 45th and international reported at 1:00 a.m.. police recovered a weapon and say it may have been thrown from this wrecked vehicle. the proximity of all this is why the police think it may be connected. because high speed is connected with international. they detained a man and woman. they are investigating to see if the weapon was involved in the shooting. the victims injuries are considered nonlife thr
