for more, we're joined by our correspondent in sydney duncan kennedy. what was the reason for the captain's arrest? >> well, he has now appeared in court and he has been charged with operating a vessel in a manner causing unnecessary danger or risk. he was only in court for a few minutes. his lawyer asked for his name not to be published because he said that some people might take matters into their own hands, given the current climate of anger over this accident and attacked the captain, so his name was withheld and he's now been sent to custody. there's a possibility, according to the transport minister, that the captain may face more charges. one charge leveled so far, a penalty for which could lead to one year in jail or a $10,000 fine. meanwhile, at the ship itself, still the operation to off load the remaining oil has been suspended because the bad weather is continuing. three days of this bad weather now. the ship is listing at an 18-degree angle. we also learned in the past few hours that 70 of the containers onboard have fallen into the water,

joining me is arne duncan. welcome. >> thanks a lot for having me. >> thanks for being here, we appreciate it. the average student debt for people graduating from a four-year college is nearly $24,000. it is so bad that our combined student debt now eclipses all of our credit card debt. it's just astounding to me. so, how will these changes that the president is proposing help? >> this is a big deal. basically, what we're doing, we're just going to do this by ourself. we can't wait for congress, we will reduce monthly payments, depending on the individual, by as much as a comhundred dollars. if we can reduce those monthly payments, we'll reduce defaults and strengthen the economy and people are hurting out there. families are struggling. it's hard for recent college graduates to get a good job. we have to help out. we're thrilled to be able to do this and do it now and not to wait. >> let's look at an example you gave us on how this plan will affect a real person. i'll put that in quotes. we have a nurse earnin

secretary duncan supports it, i support it. it has support all the way around. president obama has supported it. the third thing that's available for helping develop teacher evaluation systems is a program called race to the top. $700 million in fiscal year 2011. that's a lot of money. states had to compete based upon their -- among other things, their ability to develop principal-teacher evaluation systems. my state of tennessee -- and i can brag on them especially because i had nothing to do with it at least recently, won that competition, won $500 million which is being spent today to -- which has been spent to develop and implement an evaluation program for all the teachers in tennessee. and then there is another item in this draft which fits in here. i would call it the secretary's report card. all previous education secretaries -- and i'm one of them -- have tried to use the bully pulpit. so have presidents. when i was governor of tennessee and we were working on a master teacher program, president reagan came to tennessee to say it was a good idea. that w
